东北地区农业系统资源利用方式及其效益的历史变迁

历史上东北地区水草丰沛,森林茂密,沼泽遍地。生息繁衍于此的东北先民,或渔猎,或游牧,或农耕。明清以来,尤其是清中期实行招垦政策以来,东北地区的荒田、草地、山林、沼泽,均得到了大面积的农业开发,造成农田系统对草地系统、森林系统、沼泽系统不断包抄与逐渐挤压,深刻影响了东北地区的作物布局与耕地制度。受此影响,东北地区种植业系统功能日益强化,而畜牧业系统、林业系统以及渔猎系统功能呈日渐式微趋势,外来移民的大量涌入以及放垦政策的大力推行难辞其咎。     

党领导立法的规范分析与完善路径

在规范分析层面,党领导立法的语境是在党的机构和全国人大及其常委会产生之后的事情。我国现行《宪法》的制定开启了党领导立法的话语和实践探索。经由对党的规范性文件的分析,党领导立法的特点和规律得以突显。这些特点包括重申党领导立法必须坚持的原则不变;党领导立法的结构体系和格局更加具体;党领导立法的工作思路的变化为完善党的领导勾勒了基本路径。党要引领民主立法、科学立法和依法立法的方向;同时支持人大在立法中发挥主导作用。     

论巴特勒小说《家族》中的历史书写和政治隐喻

美国科幻小说家奥克塔维娅?巴特勒的《家族》融科学幻想小说、新奴隶叙事与历史书写小说于一炉,以穿越的形式向人们展示了奴隶制的罪恶,引发对美国现实种族关系、两性关系的思考。小说通过新奴隶叙事的形式再现了不可再现之过去,通过科幻小说的形式言说了黑人无法言说之创痛。其历史书写隐喻着美国黑人和白人割不断的历史渊源和共生关系这一美国国族寓言。《家族》表明,黑白血脉相连,其历史经历交织,黑白的许多经历是共同体验的结果。为了避免历史重演,黑人和白人必须在历史记忆和重访过去中了解历史真相,并对美国当下语境下自由的概念和美国黑人乃至美国整个国族的整体命运加以关注与思考。     

Questions,propositions and assessing different levels of evidence: Forensic voice comparison in practice

This paper contributes to the ongoing discussion about the distinction between observations and propositions in forensic inference, with a specific focus on forensic voice comparison casework conducted in the UK. We outline both linguistic and legal issues which make the evaluation of voice evidence and the refinement of propositions problematic in practice, and illustrate these using case examples. We will argue that group-level observations from the offender sample will always be evidential and that the value of this evidence must be determined by the expert. As such, a proposal is made that experts should, at least conceptually, think of voice evidence as having two levels, both with evidential value: group-level and individual-level. The two rely on different underlying assumptions, and the group-level observations can be used to inform the individual-level propositions. However, for the sake of interpretability, it is probably preferable to present only one combined conclusion to the end user. We also wish to reiterate points made in previous work: in providing conclusions, the forensic expert must acknowledge that the value of the evidence is dependent on a number of assumptions (propositions and background information) and these assumptions must be made clear and explicit to the user.     

US foreign policy,intersectional totality and the structure of empire

Debates about US empire have subsided somewhat in the aftermath of the George W Bush presidency but the issues underlying such debates have not gone away. In arguing that the history of the United States is an imperial one, this article proposes that US empire is the expression of an intersectional totality, one shaped by various vectors of power but reducible to none. To make this case, the article presents a sketch of US imperial history in order to show how this intersectional totality has evolved over time. Such an exercise can give useful context to the foreign policy initiatives of the Barack Obama administration, one that differs from that of its immediate predecessor but is not outside the structure of imperial history’s longer duration.     

Should Business and Non-Business Accounting be Different? A Comparative Perspective Applied to the French Central Government Accounting Standards

The French General Law of Finances of 2001 introduced a set of accounting standards including an explicit conceptual framework reconciling accrual basis accounting with the specific aspects of accounting for central government activities. This article analyzes this French set of accounting standards from a dualistic perspective that compares both business and non-business accounting. Three different views of accounting for business enterprises are addressed: the wealth-basis (static), the cash-basis, and the accrual-basis (dynamic). A dynamic view of the accrual basis is adapted to the specificities of non-business entities, including governments. The accounting representation is used here to explore further the nature and role of public sector activities within the economic system and their economic and monetary significance.     

Inspections Services and Inter-Rater Reliability: Differentiating Professional Role Identities of Dutch Veterinary Inspectors

Inter-rater reliability is a prominent topic within inspection services. We address inter-rater reliability as a problem beyond the technical concern for improving regulatory instruments. We combine theories on professionalism and identity theory to deal with an issue overlooked in much of the literature on regulation and inter-rater reliability: the potentially diverging ways inspectors perceive their professional role. Studying veterinary inspectors in the Dutch food safety services, our focus is on how we can empirically differentiate between different role identities and how these identities diverge from ideal-typical expectations the organization holds of its inspectors.

Trials of Women for Homicide in Nineteenth-Century England

This study examines the rates of trial of women on charges of murder at five yearly intervals from 1845 to 1900. Most women in the nineteenth century were charged with murdering their new-born infants or older children, though few were convicted. Also discussed are the rates of trial for charges of "concealment of birth," a charge frequently used when a jury was reluctant to convict an accused woman of the more serious charge of murder.
