培育和建设新时期的现代企业文化,必须重视主体思想建设,特别是企业领导者的思想建设;必须加强工作网络建设;必须培育适应新时期发展的文化心理,并实现文化的不断创新。     

The Capitalocene Part II: accumulation by appropriation and the centrality of unpaid work/energy

This essay – Part II – reconceptualizes the past five centuries as the Capitalocene, the ‘age of capital’. The essay advances two interconnected arguments. First, the exploitation of labor-power depends on a more expansive process: the appropriation of unpaid work/energy delivered by ‘women, nature, and colonies’ (Mies). Second, accumulation by appropriation turns on the capacity of state–capital–science complexes to make nature legible. If the substance of abstract social labor is time, the substance of abstract social nature is space. While managerial procedures within commodity production aim to maximize productivity per quantum of labor-time, the geo-managerial capacities of states and empires identify and seek to maximize unpaid work/energy per ‘unit’ of abstract nature. Historically, successive state–capital–science complexes co-produce Cheap Natures that are located, or reproduce themselves, largely outside the cash nexus. Geo-managerialism’s preliminary forms emerged rapidly during the rise of capitalism. Its chief historical expressions comprise those processes through which capitalists and state-machineries map, identify, quantify and otherwise make natures legible to capital. A radical politics of sustainability must recognize – and seek to mobilize through – a tripartite division of work under capitalism: labor-power, unpaid human work and the work of nature as a whole.     

Parliament on its Knees: MPs' Expenses and the Crisis of Transparency at Westminster

In May 2009, revelations made in The Daily Telegraph about the way that MPs had used and abused the House of Commons expenses and allowances regime threw the British political system into turmoil, forced the resignation of the Speaker of the Commons along with a number of implicated MPs, and ignited talk about a crisis in parliamentary democracy and a collapse of public trust in politics. This article explores the events that led to this situation, from the structure of MPs pay and allowance system, the Freedom of Information context that framed the disaster, and the crisis of transparency which the House of Commons has itself precipitated. It argues that, talk of parliamentary reform aside, MPs must radically rethink the way that they approach their representative role and the nature of their broader engagement with the public they claim to serve.     

实现社会公正与中国工会的历史使命

建立完善社会公正保障体系是当前中国社会发展中的突出问题。文章结合党的十七大精神与工会十五大精神,从社会公正的目标与保障体系,改革完善分配制度,推进民主建设,扩大公共服务等角度,阐述对中国工会使命与作用的认识,中国工会必然要在建立完善社会公正保障体制的进程中扮演重要角色,承担起历史的重任。     

关于新时代背景下工会干部角色的思考

中国特色社会主义进入了新时代,工会组织必须团结带领广大职工在决胜全面建成小康社会中充分发挥主力军作用,这是工会不可推卸的重要责任。广大工会干部是落实工会各项工作的组织者、推动者和实践者,应牢牢把握工会工作的时代主题,认清自身的角色,全面发挥自身作用,推动工运事业和工会工作实现新发展。     

Employee Satisfaction With Work‐life Balance Policies And Organizational Commitment: A Philippine Study

This study investigates the relationship between public employees' satisfaction with work‐life balance policies (WLBPs) and organizational commitment in the relatively unexplored Philippine context. Our findings show that (i) employees' overall satisfaction with WLBPs is positively related to organizational commitment, (ii) when specific WLBPs are examined, only satisfaction with health and wellness programs are positively associated with organizational commitment, and (iii) when accounting for employees' preferences for WLBPs, compensatory time‐off, childcare policy, health insurance benefits, and paid sick leave are positively related to organizational commitment. The findings indicate that understanding which WLBPs employees prefer is important before implementing WLBPs. The article discusses the theoretical and practical implications of this study in the developing country context. Copyright © 2017 John Wiley & Sons, Ltd.     

“Gendering” European security: policy changes,reform coalitions and opposition in the OSCE

The Organisation for Security and Co-operation in Europe (OSCE) has rarely been considered in scholarship on gender and security, even though it was one of the regional security organisations whose gender policy predated the United Nations Security Council’s call for more international attention to issues related to women, peace and security in October 2000. Based on an analysis of official OSCE documents and on semi-structured interviews, we trace the integration of gender issues in the OSCE and explore the rationale behind and the challenges associated with it. We identify two phases of gender policy change in the OSCE and show how the integration of UNSCR 1325 brought about an expansion of OSCE gender policy from an exclusive focus on “soft” security issues towards increased inclusion of gender in the area of “hard” security. Drawing on historical and feminist institutionalism, we argue that reform coalitions were crucial for the policy changes in the OSCE but that they encountered institutional and ideational barriers, which hampered implementation of the gender policy. In light of rising opposition, our analysis warns of a backlash that might jeopardise current achievements.     

A tale in stone and bronze: old/new strategies for political mobilization in the Republic of Macedonia

The redesign of Skopje’s main square and the wider central area in the last six years has been a top priority of the Macedonian government. The project, called Skopje 2014, provoked intense domestic debate and controversy as well as international reaction and concern. Although officials say that project’s aim is to unify ethnic Macedonians, it has produced several lines of political, intra-ethnic/interethnic as well as intra-cultural/intercultural divisions in the fragile Macedonian society. The aim of the paper is to offer reflections about its mobilizing potential among ethnic Macedonians in a set of social, economic, and political contexts. In that sense, four areas of mobilization are suggested: (1) around new identity markers; (2) around the name dispute and against threats (real or imagined) to the ethnic and national identity; (3) against the internal Other, that is, the ethnic Albanian community, as well as critics of these identity politics; and (4) in reaction to the global financial crisis and problems within the EU.     

‘Whichever way you turn,there is the face of God’ diaspora,memory, and historiography from the margin in The Moor’s Account by Laila Lalami

In The Moor’s Account, Laila Lalami dares to dust off the archive of official history that passed over the testimonies of a Moroccan slave during the Discovery Age. This paper explores the way the slave capitalizes on historiography to reconstruct the Western monolithic history. In so doing, the re-constructor’s memory performs a number of roles. It registers the history of the European conquest of La Florida using micro narrative frameworks that highlight salient differences from the official record. Besides, the diasporic memory that the present novel advocates has the intention to mark a difference of the silenced subjectivity from the supremacist histories through a transnational matching of homeland with diaspora. This transnationalism is coupled with a look forward to circumvent the essentialism implied in the monologic narratives. In shuttling between the past, present, and future, memory espouses cosmopolitanism as an alternative to the fundamentalism which threatens people’s cultural diversity.     

Memory and forgetting: examining the treatment of traumatic historical memory in Grave of the Fireflies and The Wind Rises

Within Japanese popular culture, manga and anime have played a significant role in mediating responses to the outcome of the Pacific War. Miyazaki Hayao's (possibly) final feature-length film, The Wind Rises, has been an important addition to the preceding body of popular media ‘texts’ that raise such themes. This article aims to address the question of how far cinematic animation can reasonably be obliged to follow the kinds of historiographical concerns that inevitably arise when engaging with Japan's militarist past. To answer this question, considerable space is devoted to examining the historical context of what others have done in the post-war period and integrate that commentary into an analysis of how the works of Takahata Isao and Miyazaki Hayao fit amongst a succession of creative works that have been co-opted in the reshaping of historical perceptions of the Japanese at war amongst the Japanese themselves. This will also require some incidental discussion of methodological issues that arise when dealing with such cases as vehicles for understanding transformations in historical consciousness. Ultimately it is argued that Miyazaki does indeed make an important contribution to the commentary on the Japanese war experience, although it must, perhaps unavoidably, be on highly personal terms so far as The Wind Rises is concerned.
