Issue Ownership Stability and Change: How Political Parties Claim and Maintain Issues Through Media Appearances

Drawing on a large-scale online experiment embedded in an electoral survey in Belgium, this study tests whether issue ownership is, rather than a stable condition, a dynamic process that can be manipulated by an experimental stimulus. Five thousand subjects were confronted with an embedded fake TV-news item in which the five leaders of the main Belgian parties offered their parties' stance on six issues. We find that issue ownership is a dynamic process and that news exposure leads to significant shifts in issue ownership. Especially on issues that are not owned by any party, a communicative performance by the party leader can make a difference. Regarding preowned issues, the effect is conditional; it depends on the balance of the news item.     

The Supreme Court and Issue Attention: The Case of Homosexuality

Previous studies have shown that a small number of Supreme Court decisions that “rearrange[d] the … distribution of political benefits” have drawn the media's attention to the underlying issues involved in those cases. This article provides an additional test of that empirical claim, examining the effects of the Supreme Court's gay rights cases on media coverage of homosexuality from 1990 to 2005. The data indicate that Supreme Court decisions that expanded the scope of gay rights increased coverage of homosexuality in both The New York Times and USA Today, while cases that affirmed the existing scope of gay rights had no such effect.

Where Size Matters: Agglomeration Economies of Illegal Drug Markets in Philadelphia

There is a debate over whether police attention focused on an illegal drug market causes dealers to spatially displace their activities “around the corner” therefore having no positive impact on the aggregate level of illegal drug sales in the city. The alternative perspective is that focused police attention lowers the rate of illegal drug sales in the city. Recent research in Jersey City, New Jersey has demonstrated that focused police attention does not simply move illegal drug dealing around the corner. The present analysis explains why this finding is likely to be common in other cities using the economic theory of “agglomeration economies.” Agglomeration economies illustrate that taking the largest and most profitable site from illegal drug dealers will make dealing in the surrounding neighborhoods less rather than more profitable and lead to a smaller marketplace overall. The empirical analysis focuses on Philadelphia, Pennsylvania.

In the most range of the East China Sea, the exploiting oil and gas have been blocked for decades by conflicting claims to the boundaries and islets by China and Japan. For the sake of addressing conflicts in a comprehensive cooperation by bilateral and multilateral agreements aiming at reducing rising tensions and harvesting resources in disputed areas, it has become a key issue worthy of research. Zhou Zhonghai is a professor of international law and director of the International Law Center in China University of Political Science and Law. He was a senior visiting scholar of the Law School, University of Virginia (1991). As a legal adviser of the Chinese delegation to the third UN conference on the law of the sea, he once attended the drafting committee conference. His main works include Comments on International Law (2001), International Law of the Sea (1987), Legal Problems on International Economic Relations (1993), Peace, Justice and Law (1996), Technologic Progress and Development of the Law of the sea (1998), Law Dictionary (1998), Business Law in China, Trade, Investment and Finance (1997), On the Case of Agusto Pinochet Ugarte (1999). In addition, he has published many essays, for instance, Zhonghai Zhou’s essays on international law (2006), Jurisdiction of the International Tribunal for the Law of the Sea (2005), International law and its functions in international relations (1997), On diplomatic protection for the overseas investments (2007).
