法制建设是一个系统工程,为了实现依法治国,不仅需要实现立法各个方面的协调发展,而且需要实现执法、司法、守法等各个方面的协调发展,研究和把握各个方面、各个环节存在的问题,解决其薄弱环节。     

A Cold War before the Cold War: Early Soviet Relations with the West

The field of international relations has seen considerable debate about the reasons for conflict between revolutionary states and status quo powers. The two works reviewed here deal with the early years of the Soviet regime. The material presented indicates that tensions were largely the result of Bolshevik attempts to “export the revolution.” This indicates that it is the nature of a revolutionary state and its desire to challenge the international status quo that leads to tension with other powers.     

Contemporary Russian conservatism

This article analyzes contemporary Russian conservatism through the prism of ideational and positionist ideological perspectives. The author argues that Russian conservatism proposes a distinct value package through its anthropocentric nature, its plans for modernization of Russia, and its future outlook that must rest on the best elements of tradition. The author compares these trends with the Western conservative tradition, making distinct parallels between the two strands of conservative thought. The author also explores the attitude of Russian conservatism toward the post-modern world. This is intrinsically linked to the discussion of Russia's attempts to develop a political and ideational alternative to the West, introduce a distinct model for the architecture of international relations, and find Russia's position in the global world.

现实主义与理想主义的此长彼消——“9.11”事件后美国朝野外交政策理念透视

在国际关系理论中 ,现实主义和理想主义是两种相互对立的理论 ,二者对美国的外交理念及外交政策的影响存在着此长彼消的关系。本文回顾了这两种外交理念的渊源及其对美国外交影响的变化情况 :在整个冷战时期 ,美国的外交政策和理念更多地受到现实主义的影响 ,冷战结束后 ,理想主义的影响上升 ;布什政府执政以来 ,特别是“9.1 1”事件以后 ,现实主义外交理念在美国朝野强劲抬头。     

`Subjects' of Regulation/Resistance? Postmodern Feminism and Agency in Abortion-Decision-Making

This article explores the epistemological and strategic issues facing feminists embarking upon narrative explorations into women's experiences. It considers the implications for feminist epistemology of acknowledging women's participation in dominant ideologies about their social role. Focusing upon questions of women's agency, it asks how this `conforming knowledge' might complicate postmodernist feminist notions of resisting and reconstructing law's categorisation of `Woman'. It also represents an attempt to clarify, in advance of my own analysis of women's agency in abortion decision-making, why postmodern feminists might talk to women – the `subjects' of law's constructive power. It seeks additionally to open a discussion among a wider audience of feminists about what we might do with the information uncovered through listening to women's own stories in an area pronounced upon authoritatively by a multitude of discourses. This revised version was published online in July 2006 with corrections to the Cover Date.     

Calculating and Believing: Ideological Norms in the Cradle of Utility Maximization

An individualist approach to political phenomena is not necessarily an economic approach. We can assume that beliefs and commitments as well as selfishness motivate individuals. Ideology provides a basis for individual choice for policy makers and for citizens and is as much a micro-foundation as narrow “self-interest.” Employing a “least-likely” case approach this paper shows that we can find legitimacy and norm-sensitive behavior in the cradle of utility maximization, the firm. In this paper I will lay out some puzzles found in the general areas of business, politics, and policy-making and show how the particular piece of behavior can be understood within the logic of ideological frameworks and the normative acceptability or legitimacy of actions. The purpose is more an “analytical narrative” than a systematic empirical investigation. It suggests the critical importance of examining the normative as well as the self-interest foundation of behavior. To that end, the empirical context of the discussion is provided by business social responsibility, by business participation in elections, by a snapshot of an ideologically driven political career, and by an antibusiness policy decision. The narrative moves from the generosity of business corporations, to foreign-owned corporations' political activity decisions in the host country, to Mrs. Thatcher and the median voter, and finally to the decision to abolish the slave trade.
