ABSTRACT

This paper studies emerging power configurations in Upper Guinea Coast societies which result from contemporary interactions of global and local models of governance. With empirical data on shifting meanings of chieftaincy and control of land, changing tax regimes and the rising importance of youth in domestic politics, modifications of legitimate authority across time are contrasted with the effects of international interventions and global discourses on socio-political change. Some of these interventions accelerate, others accentuate or counteract processes of change within local power configurations. Only by carefully considering the innate malleability of local concepts of authority, history, and tradition can contemporary processes of change be identified as either mere reconfigurations or genuinely new configurations of power.  相似文献

ABSTRACT

Why has the internationally promoted Weberian-style bureaucracy failed to replace patronage as the dominant principle of state organization in post-war Kosovo? This article explores how international actors’ rule-promotion activities and local actors’ strategies of resistance play out and interact to explain the failure. The empirical analysis focuses on rules of recruitment in the civil service system in the period 2000–2016. The analysis juxtaposes two consecutive stages of the state-building process, which are marked by different degrees and forms of international involvement: the pre-independence period, 1999–2008; and post-independence period, 2008–2016. Evidence from the case suggests that during the pre-independence period, legal inconsistencies embedded in the internationally promulgated legislation enabled local actors’ formal and informal strategies to recruit political cronies in the newly created civil service system. The transfer of authority from international administrators to elected local authorities, especially after Kosovo’s declaration of independence in 2008, did not solve the problem of legal inconsistencies, and instead, served to consolidate governing parties’ strategies of control over recruitment in the state bureaucracy. More often than not, patron–client relationships that thrive at the borderline between formality and informality of political behaviour, continued to undermine external rule transfers.  相似文献

ABSTRACT

Souvenirs can help illustrate the world-view towards a country under intervention. Following the work of Lisa Smirl, this article analyses a particular set of souvenirs from Afghanistan in order to establish how the intervention there is shaping the imaginary of conflict professionals working in Kabul in the final years of the International Security Assistance Forces (ISAF). Souvenirs are analysed as consistent with established tropes, in the case of Afghanistan dating back to colonial encounters beginning in the early nineteenth century; much of the ‘Othering' knowledge produced is actualized in souvenirs. In a focused analysis of a Scorpion glass, representing a particular type of souvenir, the articles concludes by showing how what souvenirs transmit is ambiguous and depends on different interpretations and meanings attached to them by different audiences. For conflict professionals who buy these items, they are a way to bridge the gap of their home experience and their life in intervention context. Souvenirs can help mitigate the ‘liminal’ existence that many security professionals, aid workers or embassy staff experience during missions in intervened countries. At the same time, they reify the tropes and narratives about the intervened countries and peoples and thus shape the way interventions are understood, conducted and practised.  相似文献

ABSTRACT

The Journal of Intervention and Statebuilding celebrates its tenth anniversary this year. This special volume opens up with a selection of nine of the most influential articles published in the journal. JISB's editorial team has asked the authors for their reflections on their original articles, telling us more about the writing process at that time, what they would do differently (with hindsight), or how they see their articles contributing to current debates on intervention and statebuilding. We have selected one article per volume, and we have ordered the contribution starting from volume 1 (2007) to volume 9 (2015). This paper explores the way in which historiography produced in Turkey (or by Turkish scholars abroad) approaches foreign military/diplomatic interventions in the Ottoman Empire during the long nineteenth century. It focuses on three case studies where ‘humanitarian reasons’ formed the discursive basis/justification of such interventions. The author argues that when the distinction between victims and perpetrators, civilians and combatants, emerges as an interpretive dilemma in the debates of the historical period examined, similar interpretive and normative challenges are inherited by the historiographical accounts of it. The paper distinguishes two contrasting ways in which Turkish historiographical scholarship responds to such a dilemma. The first remains confined by the way Ottomans themselves viewed the world around them and uncritically reproduces rigid categories of selfhood and otherhood between ‘us’ and ‘them’. The second trajectory offers tools for understanding the conflicts behind the construction of the category of the human worth of international protection, and disentangles itself from the normative bind described above.  相似文献

Abstract

The post-intervention situation in Libya poses foreign and security policy challenges for Egypt. Egypt’s definition of the Libyan problem centres on two fundamental aspects: it is depicted as the consequence of an unfinished R2P military intervention, and perceived as part of a regional war against Islamist terrorism. All practical steps being taken by the authorities in Cairo are based on this dual framing. The implications of its positioning are, firstly, a securitised approach to foreign policy, including limited military interference and proxy support and, secondly, the emergence of a partisan position. To date, the impact of Egypt’s foreign policy line in the Libyan theatre has been limited and hence its viability risks being thrown into question.  相似文献

Recent scholarship has increasingly focused on the international dimensions of authoritarian rule, and the idea of autocracy promotion has gained considerable academic currency. While the literature on autocracy promotion has identified some clear patterns of external support for autocratic incumbents, it has so far failed to demonstrate that these efforts can best be understood as a unified, coherent set of foreign policies that constitute intentional efforts to promote a particular regime type abroad. This article identifies the key deficiencies of existing treatments of the concept and identifies a roadmap to establish some conceptual clarity on the topic. It advances a “strict” definition of autocracy promotion that requires a clear intent on the part of an external actor to bolster autocracy as a form of political regime as well as an underlying motivation that rests in significant part on an ideological commitment to autocracy itself. It also introduces a new typology that places autocracy promotion within the wider context of the international politics of authoritarian rule.  相似文献

ABSTRACT

Recent calls for ‘evidence-based’ approaches have firmly positioned risk assessment as a promising path towards more efficient, unbiased, and empirically based offender management, in custody and in the community. Simultaneously, sociological and critical legal scholars have questioned the focus on individual needs at the expense of wider structural factors’. I will demonstrate the need to reconceptualise risk/need logics and the use of ‘evidence’. I will argue that various criminal justice processes are themselves dynamic criminogenic risks that produce systemic conditions for recidivism and which, if modified, could make a measurable difference in recidivism and other correctional efficiencies. Finally, I will argue that the logic of dynamic risk is transferable to an analysis of socio-structural factors, and that this characterisation can alter the framing of penal subjects, governmental responsibilities, and potentially interrupt the systemically produced criminogenic pathways that perpetuate criminal involvement and marginalisation.  相似文献

Beginning with an examination of the process whereby punishment turns its point of application from body to subject, and its scene of application from public to private -- as Foucault outlines in Discipline and Punish -- this paper attempts to complicate Foucaults thesis of a shift from corporeal visibility to invisibility as it appears in his account of the withdrawal of punishment from a public, spectacular domain into the no less public yet private sphere of the prison by attending to the transformations of spectacle itself which accompanied this process of disembodiment. The embodied spectacle of punishment -- the states theatre of cruelty -- gave way to a disembodied discursive explosion of images of crime and punishment, and this process can be traced through the texts of Bentham (Panopticon Letters, Fragment on Ontology) and Dickens (Great Expectations). Foucaults dichotomy between the spectacle of public punishment and the disciplinary, non-spectacular prison overlooks the importance of images of crime and punishment which come to pervade public discourse and imagination as part of the installation of the disciplinary régime. Spectacularizing entails a move from the specific, embodied singularity of spectacle to the condition of a generalized, disembodied, and continual insistence: it is this that constitutes and characterizes the shift from spectacular sovereignty to disciplinary surveillance. This spectacularizing is akin to the spectre: some thing that remains difficult to name: neither soul nor body, and both one and the other (Derrida). The spectre haunting the nineteenth century was the criminal, and that centurys rationalizing of crime and punishment was based upon a fear of the spectral itself.  相似文献

It is not surprising that houses are more affordable in France than in Britain. Even the Barker Report proposes taxing builders, and the UK's record should be a source of shame. France has constructed roughly 150-200 per cent more housing than the United Kingdom for the last 40 years, incentivising construction by fiscal measures and by the institutional environment, including favouring social housing. Spain has substantial recent construction which on its own may not produce affordability, with little social housing. Construction aids can be of relatively low cost and produce affordable homes, but this can reduce the funds available to assist the very poor.  相似文献
