This article examines the democratic status of irregular immigrants from the vantage point of different models of democratic inclusion. The argument developed is that irregular immigrants are in fact members of the democratic state by virtue of being subjected to the legally binding norms in the territory of the state. The extension of the vote and other political rights to irregular immigrants nevertheless remains problematic due to their ‘illegal’ status. Because this status follows from the restrictive border policies implemented by most contemporary states, it shows that the ideal of democratic inclusion is scarcely reconcilable with a policy of restrictive cross-border movement. The conclusion defended in the article is that the interest in keeping borders restricted reduces the prospects for democratic inclusion in contemporary states.  相似文献

Few, if any, studies have examined antisocial behaviors among refugees especially using population-based samples. As such, it is unresolved whether the ‘immigrant paradox’ for antisocial behavior extends to include refugees. Employing data from the National Epidemiologic Survey on Alcohol and Related Conditions, we assess the lifetime prevalence of antisocial behavior among refugees (n = 428) in contrast with non-refugee immigrants (n = 4955) and native-born Americans (n = 29,267). Additionally, we assess the effect of age of arrival and time spent in the Unites States. Results indicate that refugees were significantly less likely than native-born Americans or non-refugee immigrants to report involvement in any non-violent or violent behavior with the exception of injuring someone such that they had to receive medical attention. We also found no significant relationship between duration as refugee and antisocial behavior. However, persons who spent more than one year as a refugee were significantly more likely to report involvement in violence. Overall, but with some caveats, findings suggest that the immigrant paradox extends to refugees as well.  相似文献

The present study examined the effects of gender, ethnicity, acculturation level, age, and education level of Korean and Vietnamese Americans on their attitudes toward domestic violence. The sample consisted of 229 Koreans and 184 Vietnamese, recruited from ethnic communities and college campuses in southern California. Participants completed a brief questionnaire, which included the Revised Attitudes toward Wife Abuse Scale (RAWA) and the Marin and Marin Acculturation Scale as well as demographic variables. Gender, education, and acculturation level emerged as significant predictors of attitudes toward domestic violence. More specifically, men as well as those who were less acculturated and less educated were more likely to endorse pro-violence attitudes. While there were no significant ethnic differences in the global attitude toward domestic violence between the two immigrant groups, there were specific inter-ethnic differences on select items of the RAWA scale.  相似文献

Existing literature on sexual citizenship has emphasized the sexuality-related claims of de jure citizens of nation-states, generally ignoring immigrants. Conversely, the literature on immigration rarely attends to the salience of sexual issues in understanding the social incorporation of migrants. This article seeks to fill the gap by theorizing and analyzing immigrant sexual citizenship. While some scholars of sexual citizenship have focused on the rights and recognition granted formally by the nation-state and others have stressed more diffuse, cultural perceptions of community and local belonging, we argue that the lived experiences of immigrant sexual citizenship call for multiscalar scrutiny of templates and practices of citizenship that bridge national policies with local connections. Analysis of ethnographic data from a study of 76 Mexican gay and bisexual male immigrants to San Diego, California, reveals the specific citizenship templates that these men encounter as they negotiate their intersecting social statuses as gay/bisexual and as immigrants (legal or undocumented); these include an ‘asylum’ template, a ‘rights’ template, and a ‘local attachments’ template. However, the complications of their intersecting identities constrain their capacity to claim immigrant sexual citizenship. The study underscores the importance of both intersectional and multiscalar approaches in research on citizenship as social practice.  相似文献

ABSTRACT

The study of intergovernmental relations (IGR) is a classical research area in scholarship on federalism and territorial politics. However, it has largely ignored the relatively new, and recently decentralized area of immigrant integration. The aim of this Special Issue is twofold. First, it aims to analyse how governments in multi-level states coordinate on immigrant integration. Second, it wishes to explain the dynamics that shape the features of intergovernmental relations. In doing so, we focus on four multi-level states; two of which are federal (Belgium and Canada) and two that are decentralized (Italy and Spain). Whilst we engage with the established literature on intergovernmental relations to formulate hypotheses about the nature and dynamics of intergovernmental relations, we also formulate less explored hypotheses. Our overarching argument is that the scholarship on IGR benefits from in-depth comparative case studies comparing IGR not just across countries, but also across policy areas and over time.  相似文献

ABSTRACT

The article analyses the main features of intergovernmental relations (IGR) on immigrant integration in Italy considering reception policies for asylum seekers and economic or family migrants. We study them in a region with an ordinary statute, Piedmont, and in an autonomous province, South Tyrol.

First, we find increasing frequency and institutionalization of IGR. Second, we observe the prevalence of multilateral interaction in ordinary regions, and bilateral interaction in autonomous regions. IGRs related to asylum seekers appear to be more conflictive than those related to economic and family migrants. This is particularly the case in the ordinary region studied here. Hypotheses related to the constitutional structure and the distribution of competency between the central state and regions, have limited explanatory power, whereas party (in)congruence, European integration, and salience of identity claims raised by regionalist parties are stronger. Issue salience emerges as an additional explanation to account for the increasing frequency of IGRs, their institutionalization, and conflictive nature.  相似文献
