修辞学观照中的视听传播

电视已成为信息社会中最有力的传播工具之一,但电视人有意无意地割裂声画关系、很少考虑有效地运用修辞手法来提高传播效果,同时,传统语言学、修辞学也忽视对电视语言进行研究。这制约了电视这个复合符号系统在传播信息和理解知识上的前进。电视工作者和语言研究者应该努力揭示出电视语言的运用规律。     

台湾利率期货和现货价格收益率与溢出效应研究

期货市场和现货市场的波动溢出效应是研究利率市场发展的信息流动、风险传递的重要内容。本文主要采用GARCH—M模型对中国台湾期货市场和现货市场的价格收益率和波动性进行研究,发现两个市场波动性之间存在非对称性,期货市场对现货市场存在单向显著溢出效应和重要影响。     

Comparing Implementation of Internet Diffusion in the United States and France: Policies,Beliefs, and Institutions

Comparing Internet diffusion policies in the United States and France from an implementation perspective brings to light institutional and historical differences, even though both countries used the same top‐down approach. We find that France not only followed the technological lead of the United States in information technology but also emulated some of its more business‐oriented approaches in the implementation of the Internet, despite its own longstanding tradition of government intervention in industrial and commercial matters. This policy shift appears to be spurred by the global economy. Traditionally state‐controlled national economies are now increasingly leveraging private interests for successful industrial policy. When applying Sabatier and Jenkins‐Smith's advocacy coalition framework to the American and French diffusion of the Internet, we find policy communities actually expanding to private and public actors, including industry captains, legislators, and civil servants. These subsystems work together through classic lawmaking and lobbying under technological and economic constraints.     

试析使用基层公安领导人才正效应的消减及成因

使用好公安基层领导人才,是公安队伍第一线建设的重要环节,是调动公安人才积极性的重要手段,使他们被激发出以在新的更广阔的公安实践平台上继续努力、再创佳绩的积极性和良好的精神状态为表现形式的使用公安基层领导人才的正效应.但现实中,这种正效应的理想值与实际值常常差距过大,未能预期地达到使用公安基层领导人才之目的.这是公安人才资源的隐性损耗.对这种正效应的消减因素及成因进行分析,可给公安用人者用好公安基层领导人才以启示.     

The rise and fall of a policy: policy succession and the attempted termination of ecological corridors policy in the Netherlands

In policy analysis, studies on policy termination are rare. This article offers such a study. It presents the story of how, despite attempts by the government to terminate it, Dutch nature policy on ecological corridors continued to be implemented by regional governments and in the field. A case analysis is presented that integrates theories and insights not only from the termination literature but also from the literature on implementation. The different factors identified in the literature that enable or constrain implementation and termination have served as a basis for developing possible explanations of the case study. They cannot, however, serve as generic theories with predictive power. Policy termination as well as policy implementation are highly contextual processes and the question which factors will enable or constrain policy termination and implementation can only be answered on a case by case basis.

At Cross Purposes? Democratization and Peace Implementation Strategies in Bosnia and Herzegovina’s Frozen Conflict

The case of post-Dayton Bosnia and Herzegovina (BiH) provides an interesting lens through which to reflect on the interconnected and often conflicting challenges of implementation of internationally brokered peace agreements, external support to democratic transition and consolidation, and contemporary notions of sovereignty and state building. This chapter suggests that in the case of BiH, certain contradictions and tradeoffs have been and may still be necessary to ensure a foundation for future stability and democratic consolidation. The situation in post-Dayton BiH can be described as a frozen conflict that has remained frozen in large part due to an international presence that ensures that an imperfect peace prevails while also providing a basis for incremental reform. The peace implementation process in BiH is briefly reviewed by looking at two reform strategies: the “soft” protectorate strategy used in BiH as a whole and the “hard” protectorate option exercised in the District of Brčko. The aim is to demonstrate that while a democratic end-state remains the goal in such transitions, the means toward getting there can include a number of contradictory policy options.

回阳醒神针刺法对脑性昏迷患者的促醒作用

目的 观察回阳醒神针刺法治疗脑性昏迷患者的临床疗效。方法 将符合纳入标准的80例患者分为治疗组与对照组各40例,治疗组采用回阳醒神针刺方法,对照组采用临床常用醒脑开窍针刺法,在治疗前与治疗28 d后采用格拉斯哥昏迷量表（Glasgow coma scale, GCS）、格拉斯哥预后量表（Glasgow outcome scale, GOS）评价两组患者苏醒程度,并观察椎-基底动脉血流情况。结果 治疗组和对照组GCS疗效、GOS分级比较,差异具有统计学意义（P<0.05）,治疗组疗效优于对照组。在升高脑梗死患者左侧椎动脉（left vertebral artery,LVA）的平均峰流速（the mean peak velocity,Vm）和降低基底动脉（basical aretery,BA）的收缩期峰流速（systolic peak flow velocity,Vs）方面,在降低脑出血患者LVA的Vs,BA的Vs、Vm方面,以及在降低颅脑损伤患者LVA的Vs,右侧椎动脉的Vm和BA的Vs、Vm方面,治疗组均明显优于对照组（P<0.05）。结论 回阳醒神针刺法对脑性昏迷患者有明显的促醒作用,并能有效改善椎-基底动脉供血。     

桃红四物汤对脑微血管内皮细胞-PC12细胞共培养体系缺糖缺氧再灌注损伤模型的保护作用

目的 观察桃红四物汤对脑微血管内皮细胞-PC12细胞共培养体系缺糖缺氧再灌注损伤模型的保护作用。方法 采用氧-葡萄糖剥夺再恢复的方法诱导脑微血管内皮细胞（brain microvascular endothelial cells, BMECs）和PC12细胞共培养体系的缺糖缺氧再灌注损伤模型,并通过流式细胞仪检测PC12细胞活性氧(reactive oxygen species,ROS)水平,酶联免疫吸附法检测丙二醛(malondialdehyde,MDA)、超氧化物歧化酶(superoxide dismutase,SOD)和谷胱甘肽过氧化物酶(glutathione peroxidase,GSH-Px)活性,采用Western Blot法检测Bcl-2、Bax和缺氧诱导因子-1α（hypoxia inducible factor-1α,HIF-1α）的表达水平。结果 桃红四物汤促进PC12细胞的活力,抑制细胞凋亡和ROS的产生,抑制MDA的活性,增强SOD和GSH-Px的活性,上调HIF-1α和Bcl-2的表达并下调Bax的表达。结论 桃红四物汤对脑缺血再灌注损伤的保护作用可能与抗氧化作用有关。     

类案检索机制的设计原理与实施评估

类案检索机制从2017年8月1日提出以来,最高人民法院和各级人民法院密集出台了实施规范。类案检索机制的原理是:法官依托类案检索系统,全面检索与其待办案件类似的案件,法官依据检索结果制作类案检索报告,法官对同类生效案件裁判尺度与正在审理的案件进行比较,以类案类判为标准作出裁判。针对我国类案检索机制在实施中的问题,将来的类案检索机制应当从以下几个方面进行完善:优化裁判文书数据库、改进技术应用手段、完善检索规则、确立类案识别标准、公开类案检索结果。
