在建立社会主义和谐社会的过程中,我国工会维护劳动者权利的重点是维护其获得劳动报酬权利。劳动报酬不仅包括劳动力价值部分,还应包括劳动者能与其他要素所有者共同分享改革开放和经济发展带来的成果,而这仅从微观层面的维权中很难做到,这就要求工会的维权应扩展到宏观领域,通过提高劳动报酬标准来实现广大劳动者的这一权利。  相似文献

中低收入者住房融资时也存在着严重的“信贷配给”问题,即商业性金融机构在开展住房金融业务中,倾向于少贷甚至不愿意贷款给中低收入者。这种现象的形成有其内在必然性,原因在于商业性金融机构在贷款给中低收入者时,由于信息不对称很难全面了解中低收入者真实的信用情况,又无有力的风险控制手段确保中低收入者不发生违约行为。为解决此问题,政府重点考虑以下方面:采取措施解决信息不对称问题、完善政策性住房金融体系以及为居民提供低利率的住房资金。  相似文献

The Cape York Welfare Reform (CYWR) initiative aims to reduce ‘passive dependence’ on welfare and restore ‘positive social norms’ to revitalise cultural and social networks and support economic engagement in Indigenous communities in the Cape York Region of Australia. Critics of the initiative and, in particular, its income management (IM) policies have associated it with a broader neoliberal reform agenda that delineates social ‘problems’ from their historical and structural context. This paper discusses key qualitative findings from a strategic review of CYWR, paying particular attention to the ways in which Cape York IM (CYIM) straddles both Indigenous and settler social norms, while perpetuating neoliberal conceptualisations of welfare ‘dependency’. We situate these findings within the existing literature on Australia's other IM models and also consider them in relation to subsequent government responses to the review and associated policies. We argue that CYIM represents a unique initiative, the subtle nuances of which have been largely ignored or misunderstood by critics. Further, we conclude that any extension or revision of this initiative should be considered with respect to deep and wide-ranging consultation of the Indigenous communities subject to CYWR. However, such consultation has not been the standard practice in Australian contexts.  相似文献

This paper offers a normative argument for reconfiguring borders that rests on a critique of intersecting logics bearing on security, incorporation, agency, subjectivity, encounter, and citizenship. Especially important to my critique is the mutually reinforcing relationship between border security and prevalent assimilationist and integrationist forms of incorporation associated with the dominant single-citizenship model. I offer instead an alternative framing of incorporation I call enfoldment, which is anchored in the contingent and negotiated agency and subjectivity of mobile persons and a multiversal understanding of societies. As I argue, one avenue for opening the possibilities of migrant agency and subjectivity is via what I term ‘mediated passage’. It entails shielding migrants and travellers from the direct control of movement by states at borders, allowing for passage across borders mediated by civil society organizations possessing independent power and authority.  相似文献

This article explores the barriers to implementing mixed-income development plans that incorporate the social (income) and physical (new urbanism) mixing goals of HOPE VI. I examine a comparative case study of three HOPE VI planning efforts in Chicago, Illinois, that exhibit different results. I draw from 25 in-depth interviews across three primary types of actors involved in the development process: developers, housing officials, and consultants. This research uses the perspectives of these key actors to identify the barriers that constrain the implementation of new urbanist designs. Current research indicates that mixed-income developments vary in their degree of income mixing and how new urbanist strategies are implemented. However, there is little consensus on why this is so. Findings indicate implementation of new urbanism is constrained by limited interagency coordination, restrictive design policies, low community buy-in, and exclusive marketing and occupancy practices. Overall, the research offers lessons learned from which I recommend changes in planning practices to assist actors in the consistent implementation of new urbanism in mixed-income developments.  相似文献

The idea that a person’s neighborhood or zip code can predict his or her life outcomes has motivated a host of housing policies aimed at redressing racial segregation and breaking up areas of concentrated poverty. This article critically examines underlying assumptions about high-poverty neighborhoods that motivate those policies. Using ethnographic methods, I present the location preferences of residents living in a low-income neighborhood in Columbus, Ohio, and show the ways in which their perceptions of their neighborhood run counter to common portrayals. This analysis provides clues as to why the underlying logic of dispersal and mobility may be flawed. I conclude that place matters very much to people living in this neighborhood, just not in the way commonly implied by dispersal and mobility policy advocates. The implication is that stability, rather than mobility, ought to be the focus of more housing discussions.  相似文献
