中国草原保护与建设——内蒙古调查报告

中国是草原大国，草原不仅是国家生态安全的屏障，也是广大农牧民赖以生存和发展的物质基础。同时，中国草原地区大多是少数民族聚居的地方和边疆地区，保护与建设好草原对国家发展与生态安全具有非常重要的作用。由于气候变化、经济发展和不合理利用，中国草原生态状况恶化的局面还没有得到遏制，草原生产力下降，草原地区农牧民增收困难。随着经济社会快速发展、产业结构调整升级和农村城镇化步伐加快，草原保护建设也面临一些新问题。作者通过对内蒙古自治区草原保护建设情况的调研，提出了加强草原保护建设、增加农牧民收入的建议。     

对建成小康社会背景下普通劳动者收入分配的经济学思考

坚持社会主义基本经济制度和分配制度,就要调整国民收入分配格局,加大再分配调节力度,坚持走共同富裕道路.经济学原理告诉我们,劳动、资本、技术、管理在参与分配的过程中同等重要,不能只强调资本、技术和管理而忽视劳动.完善社会主义分配制度,最重要的一点就是实现按劳分配和按生产要素分配的有机结合:一是要明确界定生产要素的产权关系;二是建立健全统一、开放、竞争、有序的社会主义市场体系;三是积极寻求按劳分配与按生产要素分配能够有效结合的微观基础;四是加强收入分配的政策法律调节.     

违法所得没收程序的检察思考

新刑诉法中设立的违法所得没收程序,需要检察机关在工作机制、职能分工、程序设置等方面积极应对。违法所得没收程序在本质上属于刑事诉讼程序,需要适用刑事诉讼规则。在实体问题上,应当从法益性质和危害结果两个方面对其他"重大犯罪案件"进行限定,同时,可以采用推定的方式确定违法所得的数额。检察机关在工作中首先要确立"少用慎用"和"客观公正"的观念,其次是理顺内部的工作机制,最后,要在启动、审查、申请、出庭四个环节中既要扮演好追诉者的角色,又要扮演好法律监督者的角色。     

Permanence of the Family Farm Questioned: Rural Mobility in the Nineteenth-Century Estonia and Sweden

The family farm has symbolic significance in many parts of the world. In this paper we argue that the “rooted” identity of the farmer emerged as a reaction to rapid modernization in society and that, in actual fact, the nineteenth century rural communities were both geographically and socially mobile. We examine how kinship ties were expressed in spatial terms with the help of two examples from Harjumaa in north Estonia and Västergötland in south Sweden. These micro-histories are taken both to illuminate and subvert some of the key ideas about identity, belonging, and mobility of the nineteenth-century farmer.

Comment on James E. Rosenbaum,Linda K. Stroh,and Cathy A. Flynn's “Lake Parc Place: A study of mixed‐income housing”

Abstract

Rosenbaum, Stroh, and Flynn confirm existing community leader perceptions that this model mixed‐income development in the predominantly low‐income South Side of Chicago has produced a positive residential environment. Increased tenant voice, not role modeling, seems to be a factor in producing increased resident satisfaction with the building and a strong sense of commitment to the mixed‐income alternative to exclusively low‐income housing projects. The extra resources invested in physical improvements and the extraordinary media attention paid to this model project may have created a “Hawthorne effect,” which also produced higher levels of satisfaction. The existence of this successful model is not sufficient to provide more housing alternatives; community‐based advocacy for more mixed‐income developments is needed.

New Labour Legacy: Comparing the Labour Governments of Blair and Brown to Labour Governments since 1945

The election of the Conservative–Liberal coalition in May 2010 provides the opportunity to start to map out the record of the Labour governments between 1997 and 2010. This paper deals with the specific question how the Brown/Blair governments performed on public expenditures when compared to the records of UK Labour governments since 1945. Did the public expenditure record of the 1997 represent a departure from that of previous Labour governments? This is important to ascertain since there are strongly held beliefs that New Labour was not committed to Labour's historic commitments of income redistribution and universal benefits. The analysis that follows is constructed around five major public expenditure programmes that reflect Labour's priorities. These include total expenditure, expenditure on health, education, housing and social security.
