宁夏干部目前精神状态值得肯定的方面是具有务实的工作作风、吃苦耐劳的精神品质、耐得住清贫的心理素质。存在的问题表现为争先意识较差、自足自满情绪较盛、干事业的激情不足、开拓创新的意识不强、迎难而上的锐气不够。在贯彻科学发展观的实践过程中,应防止将开拓发展与科学发展观、敢于发展与善于发展对立起来,重点克服“稳”字当头的保守理念和庸碌无为的精神状态。     

The Influence of Subsidiary Directors from Headquarters and Equity Incentives on Technological Innovation from the Perspective of Subsidiary Board

To find out whether the purpose of subsidiary board is only to satisfy the local legal requirements, this article, based on the relevant data of listed firms in Shanghai and Shenzhen stock exchange in China, through empirical study, tries to show that: subsidiary directors belonging to enterprise group have a positive impact on innovation; directors' equity holdings have an inverted U-shaped impact on innovation; directors from enterprise group and director shareholding cooperative stimulate the innovation ability of subsidiaries. The impact of subsidiary board on innovation is through the intermediary effect of R&D. Our paper tests the impact of subsidiary board on innovation, and gives some suggestions on how the formation of a reasonable structure of subsidiary board.     

Adversary Group Decision-Making Regarding Choice of Attack Methods: Expecting the Unexpected

Anticipating whether an adversary group will continue to use their usual (“conventional”), expected attack methods is important for military and counterterrorism practitioners tasked with protecting the security of others. Conventional attack methods are by their nature easier to plan and prepare for whilst “innovative” methods may take those responsible for security and counterterrorism by surprise and, as such, may have more impact and more serious consequences. The present study aimed to develop understanding of how, when, and why adversary groups might decide to use conventional attack methods or opt to do something innovative instead. A literature review was conducted and findings were applied to develop a thorough understanding of the decision-making process that underlies an adversary group's choice of attack method. Identified are three stages preceding the execution of an attack: a) “strategic direction”; b) “incubation”; and c) “planning and preparation,” plus “overarching” and “contextual” factors that can influence the process at each stage. It is suggested that it is these factors and how they influence decision-making that result in innovative methods being used to execute an attack, or convention prevailing. Findings can aid practitioners and policy-makers in counterterrorism, security, and law enforcement, to support their understanding, evaluation, and countering of current and future threats.     

从强制到自愿:公安政策工具的创新与适用

政策工具是政策的构成要素之一,政策工具选择正确与否对政策能否达到预期目标至关重要。一直以来,公安政策工具倾向于使用传统强制性工具,主要包括管制、直接提供、强制性措施。这些强制性公安政策尽管有许多优点,但也有缺乏灵活性、抑制社会活力,容易引发社会抵触情绪,产生官(警)民冲突以及容易滋生特权及权力寻租现象等弊端。因此,在新的历史条件下,创新公安政策工具,在公安改革的过程中积极采用自愿性的公安政策工具不仅有助于提高公安政策的执行力,而且是完善与推进国家治理体系和治理能力现代化的客观需要。自愿性公安政策工具主要有家庭与社区、志愿者服务、签约外包、公私伙伴关系、市场。选择和适用这些公安政策工具,必须以有利于实现公安政策目标为基本标准,注意政策工具自身的特征及其适用的环境,遵循政策工具选择及适用的合理程序。     

A Pragmatic Approach to Designing Changes Using Convergent Interviews: Occupational Violence Against Paramedics as an Illustration

Developing a change program to address complex problems can appear overwhelming. This study presents how an inductive diagnostic technique known as convergent interviewing can provide a summary of the critical issues that could be addressed by a change program. A systems perspective is used to show how the issues raised by the diagnostic process can be targeted in order to have the most effect and be pragmatically implementable. The use of the tool is illustrated by analysing an employee problem that needs to be addressed in public services, the high rates of occupational violence against paramedics. The resulting inductive systems model can be used for diagnosis or for informing a variety of change interventions. Convergent interviews are relatively easy to use, powerful, and applicable to many situations. This tool is particularly useful for developing innovations regarding a specific problem, changes that could be a source of substantial public value.
