自媒体辅助社区警务的原理及可行性分析

社区警务是一种以警民协作、重视预防为核心理念的新警务模式,其主要内容可以简要概括为警方通过与社区的紧密协作与共同努力,尽早发现社区中存在的可能影响治安环境的问题与隐患并加以解决,从而实现社区的和谐与安定。自媒体作为依托现代信息技术出现的全新传播工具,其平民化、大众化、传播高效与人际传播的特征与社区警务重警民关系、重基层基础的特征相吻合,使其可以作为辅助社区警务工作的良好工具。     

个人信息侵权行为的特征及类型分析

个人信息侵权的非法产业链条一方面严重侵犯了公民对个人信息的所有权,另一方面严重侵犯了社会秩序和经济秩序。个人信息侵权行为的泛滥,及其所表现出来的技术性、隐蔽性、无地域性、侵权行为的多样性及后果的严重性,要求社会必须加快个人信息的立法保护。立法保护个人信息,是打击个人信息侵权行为的迫切需要,是公民信息自由权的必然要求,是以人为本理念的重要体现,是和谐社会权利有序化的必然选择,是个人信息有序流动的安全保障,同时也是信息化时代的内涵所在。因此,必须制定一部专门的个人信息保护法。     

海峡两岸省域电子信息产业竞争力评价及分析

近年来,海峡两岸电子信息产业已由最初的互补转为互补与竞争共存,且省域间产业竞争力差距较大。本文根据新贸易竞争优势理论,通过构建两岸省域电子信息产业竞争力评价体系,运用因子分析法对2008—2012年间台湾与大陆31个省、区、市（统称＂省域＂）的电子信息产业竞争力进行测算和分析,结果表明：在时间维度,台湾与大陆电子信息产业竞争力强省的差距在逐渐缩小,与电子信息产业竞争力水平低下省份的差距在逐渐扩大;在地域分布上,两岸电子信息产业竞争力呈现台湾地区向大陆东部沿海地区再向中西部内陆地区递减规律;效益因子、技术投入因子对竞争力影响最大,社会环境因子和经济环境因子次之。针对两岸省域竞争力得分因子差异,本文提出促进两岸电子信息产业合作的建议：大陆高水平区域可利用巨大市场优势与台湾共建技术标准,研发设计符合大陆市场的产品;大陆中高水平区域依托良好的基础设施条件和经济基础可与台湾在电子信息产业高技术、高智力密集度的领域深入合作;大陆中低水平区域凭借劳动力和土地成本优势拓宽与台湾合作区域以承接东部沿海的生产基地;大陆低水平区域应发挥资源优势完善基础设施吸引台商投资。     

论我国视频警务的现状与完善

随着公安视频监控建设飞速发展,以充分发挥视频图像信息效能为核心的视频警务模式已悄然兴起。当前,视频警务在视频监控系统建设、视频图像分析技术等方面存在诸多问题,但最为核心的还是体制和机制方面的问题,表现为缺少系统化的工作体制,缺少规范化的工作流程。因此,应从视频图像信息的获取、分析、应用环节构建视频警务工作体系,科学设计视频的采集报送、分析研判、运行和保障的工作机制,进一步完善视频警务工作。     

新司法解释下寻衅滋事罪“口袋”的扩张与坚守

在当前刑法体制中,兜底性罪名是刑法废止类推原则到确立罪刑法定原则过程中的产物。作为一个具有口袋性质的罪名,寻衅滋事罪有其存在的必要性。刑事立法上,具有罪名与犯罪构成的法定性;刑事司法上,具有构成要件要素解释的必要性。信息网络空间既有"工具属性",也有"公共属性",新司法解释对"公共场所及其秩序"的解释是有权解释,使该罪名的构成要件要素更加清晰,其口袋并未突破。

资讯时代是一个通讯传播技术高度发展,传统媒体获得极大提升,新媒体不断涌现,新旧媒体联合互动,资讯开始全面进入人们的工作与生活,日益深刻地影响并改变着人类生产方式、生活方式与管理方式的新时代。资讯时代的我国公共行政需要走出与媒体传统关系的误区,解放思想,更新观念,深刻地认识与媒体关系的本质,主动接受媒体监督,开展行政传播,构建和谐互动的媒体关系。     

The Role of Civil Society Organizations in Monitoring Elections: Lessons Learned for the New Egypt

The purpose of this research article is to contribute to a better future for a New Egypt, after the January 25, Revolution of 2011, by focusing on how best to monitor elections by domestic civil society organizations (CSOs) through adopting an output, outcome, and impact model. It assesses comparatively the role of CSOs in monitoring elections in Ethiopia, Ukraine, and Nigeria, and derives lessons learned for Egypt. Through analyzing Egyptian CSOs websites and qualitative discussions and surveys with activists, proposed strategies for enhancing effectiveness are identified, including building wider coalitions and more use of new technology.     

Open Government Information: Challenges Faced by Public Human Resource Management in China

The implementation in China of the Regulations of the People's Republic of China on Open Government Information, on May 1, 2008, is considered a potential turning point, a shift from traditional public administration characterized by an entrenched culture of secrecy toward more transparent and accountable administration practices. This article shows, however, that due to a variety of institutional constraints, the implementation of the Regulations is still lacking. Although the success of an open government information (OGI) regime in China ultimately relies on thorough political and administrative reforms, this article presents the argument that short of drastic political system change, the implementation of the Regulations could be improved by adopting innovations at the management level. This article suggests that the Chinese government adopt new human resource management strategies in leadership, training, and performance management that are compatible with OGI in order to significantly improve the implementation of the Regulations. An incremental approach to improving OGI implementation in China will finally pave the way for future political reform.     

The Implications of Community Policing for Police–Citizen Relationships

Abstract

This article deals with the quality of the Dutch police and its relationship with the authority of the police. During the previous decade, the concept of community policing was introduced as a quality impulse for the Dutch police. The implementation of community policing was assumed to have far‐reaching consequences for the relationship between police and citizens and with that for the authority of the police. However, this article illustrates that community policing did not fully reach its goals, as, despite the fact that community policing may have contributed to the actual safety in neighborhoods, citizens remain dissatisfied with the most important ground of police authority: the effectiveness of the police.
