Constructing Legal Order in an Intelligent Society

Legal order originated in a land-centered agricultural society, having now gone through a market-centered industrial society and a network-centered information society. With the rise of the intelligent society, it is transforming into an algorithmcentered legal order of an intelligent society. The “digital” “networking” “intelligent” revolution brought by the intelligent technologies including big data, cloud computing, the Internet, blockchain, and artificial intelligence (AI), has been causing critical challenges to the current legal order, and has generated powerful momentum for construction of fresh legal order featuring scientificness, people centeredness, justice, inclusiveness and co-governance. Construction of such a new jurisprudential legal order to solve this intelligent society’s “governance deficit” is an urgent task. There is a need to set up a new foundation on which an intelligent society can build steady and lasting progress.

集中式警用移动数据中心的实现

利用基于AT指令的DTU，通过GPRS无线通信网络开发了集中式警用移动数据通信系统。在VB6．0下利用Mscomm控件设计了智能通信中心管理软件，可实现智能拨号、对来电号码的追踪、对来电历史记录的查询、对备案数据库以外的来电屏蔽、智能联网、对特密专线拨号以及对特密专线的限权修改等功能。

Metamorphosis in Hans Kelsen's Legal Philosophy

Two major questions stem from the fundamental shift in Hans Kelsen's legal philosophy that takes place in 1960 and the years thereafter: first, the scope of the shift and, second, its explanation. On the first question, I argue that the shift is not limited to Kelsen's rejection of the applicability of logic to legal norms. Rather, it reaches to his rejection of the entire Kantian edifice of his earlier work. On the second question, I argue that the explanation for the shift has a conceptual dimension as well as a historico‐biographical dimension. That is, I argue that Kelsen's rejection of the principle of non‐contradiction vis‐à‐vis legal norms reaches to the Kantian edifice in that the principle was presupposed in Kelsen's earlier work and appears, expressis verbis, in his ‘Kantian filter’. And I argue that certain historico‐biographical data are germane, including, quite possibly, the earlier revolution in Kelsen's thought, that of 1939–40.
