Abstract

This article argues that bush people deserve greater attention in revolutionary thought and action, both for the strategic value of their struggles against extraction at capital’s periphery and the emancipatory social values they continue to embody. ABSTRACT

In the context of increasing risk for aid workers, a growing body of scholarship is focused on risk management in contexts of humanitarian assistance and development work. Much less attention, however, has been given to how staff and volunteers experience such risks. This paper adopts a feminist geographical approach to explore how development workers make meaning of risk in specific contexts. Adopting a qualitative approach, it draws upon 14 semi-structured in-depth interviews with international (7) and local (7) staff of an international educational and sporting non-governmental organisation (NGO) in Afghanistan. After exploring differences between local and foreign staff perceptions of risk, it also offers a gendered analysis of risk for women development workers in Afghanistan. In so doing, this paper contributes to the growing body of literature in ‘Aidland’ studies by revealing the complex understandings of risk and fear by both foreign and local staff in the same geographical and organisational context. For NGOs seeking to make life-saving decisions based on the calculation of risk, this paper evidences the need to also create space for the voices of local and foreign staff whose experiences of risk will be highly relational, embodied, gendered and context specific.  相似文献

Human resource is the key driving force of research and development of a nation. Japan and Korea are two examples of how appropriate strategies in developing human resources have been transferred into remarkable achievements in R&D. In recent years, Vietnam has observed significant shift in investment for R&D. Abstract

This research depicts the social networks that the Ethiopian and Eritrean communities use to establish and support ethnic and non-cultural businesses in Washington D.C. It also showcases the solidarity expressions that, behind-the-scenes, sustain and help strengthen these migrant-led businesses in the area. Furthermore, it describes the opportunity structure found in Washington D.C. that has allowed Ethiopians and Eritreans to open businesses and progress in neighborhoods such as Adams Morgan and U Street. The study uses ethnographic research comprised of participant observation and in-depth interviews to analyze 20 case studies of successful Ethiopian and Eritrean entrepreneurs in D.C. This paper describes the characteristics of an immigrant community that is underrepresented in the literature, especially regarding its entrepreneurship; it underscores the special role that family and kin play in supporting their entrepreneurship; and it makes visible the impact that Ethiopians and Eritreans have had in some areas of Washington D.C.  相似文献

How does public opinion influence national asylum policymaking? This article analyses the change in Japan's asylum policy towards Kurdish asylum seekers from Turkey in the mid‐2000s. Although the conservative government of Japan has maintained a strict asylum policy, the government exceptionally applied an ad hoc and more generous policy to Kurdish asylum seekers. After the deportation of two Kurdish asylum seekers to Turkey was politicised in the mid‐2000s, Japan's stringent asylum policy was continuously attacked by criticisms, expressions of doubt, and requests for reform from the public, media, humanitarian activists, and opposition parties. As a result of mounting public criticism, the government suspended the deportation of Kurdish asylum seekers and expanded the opportunities for them to be pardoned from deportation. In Japan and many other democracies, asylum policymaking is complex, but the study concludes that public opinions can be an important factor in its evolution. Certainly, it has significantly influenced the change in Japan's policy towards Kurdish asylum seekers in the mid‐2000s.  相似文献

This article assesses the impact of administrative capacity and political governance factors on the absorption of structural and cohesion funds (SCF). We drew on EU-27 country level data and developed a dynamic panel data model for the 2007–15 implementation period. By using a tobit estimation technique, the results indicated that government effectiveness and public diversion of funds significantly affect the recipient countries ability to absorb EU funds. The results revealed that increasing government effectiveness and combating corruption had significant stronger boosting effects on the absorption of SCF, especially in the new member states (NMS). This might explain why bottlenecks of administrative capacity and political governance are highly relevant for NMS and why these countries generally faced lower absorption rates, as compared to EU-15. Moreover, the results also underlined that the recent great recession reduced the ability of countries to absorb SCF. Against our expectations, domestic financial capacity and political decentralization were not shown to be decisive for EU funds absorption. In policy terms, our study suggests a focus on administrative capacity-building and fighting corruption in NMS and across lagging regions of older member states in order to improve absorption rates, while also focusing more on the efficiency and effectiveness of European cohesion policy. Finally, several suggestions are made on how our analysis can be replicated and taken forward by analysts of the European Union's internal development cohesion policy.  相似文献

This article examines the role of local actors in the implementation of the European Union (EU) norms in the Arab Mediterranean countries (AMCs) after 2011. It argues that their role is determined by two parameters: their degree of involvement in policy formulation and the position of other external actors towards the EU norms. Based on this categorization, the article generates a typology of the application of the EU norms, and claims that their implementation in the AMCs takes a thin or a thick form. The findings of this typology suggest that holistic and Eurocentric narratives of the EU's normative power should be revisited. The implementation of EU norms must be contextualized and is conditional upon the differentiated role of local sectoral actors. For explaining the articulation of the EU's norms, this study considers two key sectors of the revised European Neighbourhood Policy: (1) democracy promotion and (2) sustainable development.  相似文献

This article explores the newspaper discourse surrounding a paradigm shift in social policy. The case at hand, Germany, is a prime example of a welfare state that was particularly resistant to reform. Hence, the rapid paradigm shift in German family policy since the late 1990s is puzzling. This study seeks to resolve this puzzle by drawing on the insight that public discourse is crucial for policy change. Politicians have to promote reforms prior to their implementation. The main channel for communication with the wider public is the mass media. I use newspaper coverage from 1990 to 2016 to analyze whether the media is responsive to reform initiatives. I use topic modeling, an innovative method from the computational social sciences (CSS), to identify dominant themes and shifts over time in a large corpus of newspaper articles (N = 1,459). The analysis shows that public discourse was responsive to the parliamentary debate. The article also clarifies the role of critical events and identifies discursive strategies.  相似文献

In 2007, the Bureau of Justice Statistics reported on 2004 data collected from the Census of Medical Examiner and Coroner Offices (CMEC). The CMEC was one of the first comprehensive reports on the state of the medicolegal death investigation system in the United States and included information on administration, expenditure, workload, specialized death investigations, records and evidence retention, and resources. However, the report did not include responses on questions that were related to toxicology such as specimen retention and type of testing. The purpose of this publication is to provide the community with toxicology laboratory-specific responses from nearly 2000 medical examiner and coroner (MEC) offices. Data obtained from a BJS CMEC public use dataset for any remaining information that was not reported in the 2007 BJS report were evaluated specific to the operation of toxicology laboratories within a MEC office or specific to toxicology testing. The CMEC includes information on average operating budget for MEC offices with internal or external toxicology services, budget for toxicology/microbiology services, respondents’ routine uses of toxicology analysis, toxicology specimen retention time, average turnaround times, use of computerized information management systems, and participation in federal data collections. These historical data begin to address the present state of our nation’s toxicology laboratories within the medicolegal death investigation system and their preparedness for the current drug overdose epidemic.  相似文献
