美国国家安全战略视阈下的中美关系50年

自1972年中美关系“破冰”以来,美国国家安全战略视阈之内的中美关系经历了1972—1989年、1989—2017年以及2017年之后三个阶段。在这三个阶段中,制衡、塑造与争胜先后成为美国对华战略的逻辑核心。在第一阶段,美国对华的国家安全战略逻辑是“借重以制衡”,即借助中国来平衡苏联,中国在20世纪80年代一度被美国视为“友好的非盟国”。在持续时间最长的第二阶段,美国的国家安全战略逻辑是通过“接触以塑造”,希望塑造中国的政治经济模式以及对外行为方式。在20世纪90年代末期中国一度被美国视为潜在的战略伙伴。在2017年以来的第三阶段,美国试图通过“竞争以制胜”,防止中国的发展超越美国,美国国家安全战略视阈内的中国以及中美关系全面转向消极。50年来,中美关系经历过两次转向和重构,目前第二次转向和重构仍在进行中。过去50年,中美关系总是关系到美国全局性国家安全利益的重大问题;美国国家安全战略中的涉华部分超越党派之争,有着较强的一致性和连贯性,很多议题和提法都长期存在,或者早有伏笔。在美国国家安全战略中,涉华议题的内容越来越多,也越来越丰富;中美关系的合作面和竞争面都有明显增长,但竞争面的比重大幅上升。     

Determining security level in forensic psychiatry: a tug of war between the DUNDRUM toolkit and the HoNOS-Secure

ABSTRACT

Criteria to determine in which level of security forensic patients should receive treatment are currently non-existent in Belgium. Research regarding the assessment of security level is minimal, and limited instruments are available. This study investigated the instruments that measure the need for security level: DUNDRUM-1 and the HoNOS-Secure. The psychometric properties of the DUNDRUM-1, DUNDRUM-2 and the HoNOS-Secure were investigated.

A random selection was made of 100 male forensic patients in prison. The DUNDRUM-1, DUNDRUM-2 and the HoNOS-Secure were scored retrospectively. A subsample of the files was rated by four researchers (n?=?38). Comparisons were made with the security level as decided by the court.

The DUNDRUM-1 achieved excellent inter-rater reliability, and the HoNOS-Secure and DUNDRUM-2 got a moderate score. The internal consistency was highest for DUNDRUM-1 followed by the HoNOS-Secure and was low for the DUNDRUM-2. Both the DUNDRUM-1 and the HoNOS-Secure predicted allocations by the court to high security.

The DUNDRUM-1 outperforms the HoNOS-Secure on psychometric properties and provides clear instructions with regard to the assessment of the security level. Training seems to be important for scoring the DUNDRUM-1. The current study provided more evidence for the applicability of the DUNDRUM-1 in Belgian settings with regard to determining the need for security.     

Competing Visions of Japan’s International Engagement: Japan First vs Global Japan

ABSTRACT

The state and direction of Japan’s international engagement can best be understood as a competition between the ‘Japan first’ and ‘global Japan’ schools of thought. In light of the ever worsening security environment surrounding Japan, the gap between the Japan first school advocating a focus on the immediate needs of Japan’s territorial defence and the global Japan school arguing for more global engagement is widening. The competition between the two will continue to shape the direction of Japan’s foreign and security posture – and importantly, the global Japan school is far from winning, contrary to what Abe’s hyperactive diplomacy might suggest.     

对当前行业场所治安管理工作若干问题的思考

当前 ,云南省保安服务业在快速发展过程中还存在一些问题 ,主要是保安企业现行产权制度和政企不分的管理体制 ,成为制约保安业持续发展的瓶颈。措施 :1 加快保安企业产权制度改革 ;2 以市场化运作方式和企业规范化管理为手段 ,由保安员逐步取代治安员 ;3 积极推进保安服务业职业化、规范化建设。     

试谈加强公安高校学生思想政治工作

培养社会主义的建设者和保卫者 ,必须把思想政治教育摆在突出位置。公安高校学生管理队伍必须努力提高自身的思想政治素质 ,充分发挥自身影响力 ,掌握科学的工作方法 ,热爱、尊重、理解、信任学生 ,主动开辟与学生沟通的渠道 ,运用“望、闻、问、切”的中医诊断方法 ,全面系统、深入细致了解学生情况 ,有的放矢 ,努力提高思想政治工作效率。     

反洗钱：公安机关亟待加强的一项工作

公安机关立案、侦查的洗钱犯罪案件极少,其中既有外部原因,也有公安机关内部的原因。我们应从思想建设、机构建设、队伍建设、制度建设和国际合作五个方面加强反洗钱工作。

中国公安工作基本规律刍论

在公安学理论中 ,“公安工作基本规律”是一个重要但一直“空缺”着的基本理论范畴。实际上 ,自从人民公安工作诞生以来 ,一条稳定的公安工作基本规律一直在发挥着普遍的支配作用 ,即 :在党和政府领导下 ,公安部门与广大群众结合起来 ,依靠科学、法律、道德维护社会治安秩序 ,同违法犯罪行为、治安事故作斗争 ,维护社会治安稳定 ,最大限度地满足国家、社会和人民不断发展和提高的治安需要。
