地方高校学报建设的现状与发展趋势

期刊市场竟争日趋激烈,优胜劣汰形势严峻,人们越来越感受到了高校学报潜在的危机。而地方高校学报整体上的虚弱态势却日益凸显。如果说地方高校学报的出现有它历史背景的话,那么现在学报面临的困难也自有历史的原因,安于现状和一味埋怨都无济于事,我们需要的是对地方高校学报建设现状的反思,找出症结,开拓新的途径。     

中国传统土地物权制度的解读

在以农业为基础的中华法系的发展过程中,作为民法物权客体之一的土地,对于统治阶级和被统治阶级均有重要政治、经济及军事意义。中华法系土地用益制度大体经历了三个阶段,每一阶段均有自身独特的主导性特征。社会政治力量的对比、经济的发展程度、军事征战需求,乃至宗法思想观念等因素,都对特定时期土地用益制度的形成产生直接或间接影响。     

论我国对IP电话业务的法律监管缺漏及对策

基于IP技术发展而来的IP电话业务因资费低廉而深受人们青睐,但也对传统的固定电话、移动电话语音业务造成严重冲击。我国对该业务采取严格限制的立法态度,但合法的IP电话业务不能满足市场需求,规避乃至违反法律经营IP电话业务的情况非常普遍。在势不可挡的IP技术发展浪潮中,我国应尽快适当放松对IP电话业务的准入限制,明确规定IP电话运营商的互联互通权和告知义务。

当前,农村职务犯罪总体上呈现主体特定化、领域集中化、人数集团化、手段多样化的趋势,直接侵害了农民的切身利益,严重腐蚀了国家机体,成为新农村建设道路上的一颗毒瘤。农村职务犯罪是宏观环境因素和微观个体因素综合作用的结果,应当构建使村干部不敢为,不能为,不必为,不想为的职务犯罪综合防控机制。     

农民工土地流转的现实可能性研究——基于山东泗水县的调查分析

一直以来土地可以说是农民的命根子。对于农民工来说,在当前城市针对他们的社会保障制度尚未建立的背景下,土地是他们最后的生活保障线。随着外出打工的农民越来越多,农民工的土地流转问题已经引起整个学界的广泛关注。对农民工土地流转的态度、土地流转的现状、自愿程度、土地流转后生活改善情况等方面以山东泗水县的问卷调查和个案访谈为基本资料进行实证研究,旨在促使土地流转问题通过市场、政府、农民工三方的共同努力来解决。     

论建国后我国土地制度的演变——基于农民土地观的分析

新中国成立以来,我国先后经历了三次大规模的农村土地制度变迁,从土地改革到农村集体化,再到家庭联产承包责任制的实施,在这一过程中,农民土地观的演变轨迹颇为明显。农民究竟是如何看待他们赖以生存的土地以及他们与土地的关系,对于完善我国当前的土地制度尤为重要。     

‘Land grab’ as development strategy? The political economy of agricultural investment in Ethiopia

This paper examines the domestic political economy of so-called ‘land-grabbing’ in Ethiopia, assessing the motivations of the Ethiopian government, which has strongly promoted foreign agricultural investment. The paper draws on a unique set of federal and regional databases detailing foreign and domestic investments in Ethiopia to analyse the likely role investment will play in the Ethiopian economy and the areas which have been targeted for investment. The analysis identifies increased foreign exchange earnings as the main likely contribution of investment but in doing so highlights concerns for food security in Ethiopia, as the goal of national self-sufficiency has given way to a risky trade-based food security strategy. The paper also argues that the federal government's attempts to direct investment to sparsely-populated lowlands have important implications for the ethnic self-determination that is a key tenet of Ethiopia's federal system.     

The new enclosures: critical perspectives on corporate land deals

The contributions to this collection use the tools of agrarian political economy to explore the rapid growth and complex dynamics of large-scale land deals in recent years, with a special focus on the implications of big land deals for property and labour regimes, labour processes and structures of accumulation. The first part of this introductory essay examines the implications of this agrarian political economy perspective. First we explore the continuities and contrasts between historical and contemporary land grabs, before examining the core underlying debate around large- versus small-scale farming futures. Next, we unpack the diverse contexts and causes of land grabbing today, highlighting six overlapping mechanisms. The following section turns to assessing the crisis narratives that frame the justifications for land deals, and the flaws in the argument around there being excess, empty or idle land available. Next the paper turns to an examination of the impacts of land deals, and the processes of inclusion and exclusion at play, before looking at patterns of resistance and constructions of alternatives. The final section introduces the papers in the collection.
