Indispensable,yet Invisible: Drinking water management as a local political issue in Swedish municipalities

ABSTRACT

Local policy-makers’ incentives to address an issue is conditioned by how they perceive public attention. Our study focuses on drinking water management at the municipal level in Sweden. Provisioning and management of drinking water is a responsibility of the local governments. Interviews with local politicians and public administrators in seven municipalities reveal that local policy-makers think that citizens view provisioning of drinking water as a taken for granted service, and also lack knowledge of and interest in drinking water issues. Public attention is further seen as a double-edged sword since engagement in water issues often is a result of problems with water provision. The findings are discussed from a theoretical perspective of the role of agenda-setting in public policy. It is argued that the view of policy-makers of citizens as unengaged negatively affects the incentives to bring drinking water to a prominent place on the local policy agenda.     

Bruise dating using deep learning

The bruise dating can have important medicolegal implications in family violence and violence against women cases. However, studies show that the medical specialist has 50% accuracy in classifying a bruise by age, mainly due to the variability of the images and the color of the bruise. This research proposes a model, based on deep convolutional neural networks, for bruise dating using only images, by age ranges, ranging from 0–2 days to 17–30 days, and images of healthy skin. A 2140 experimental bruise photograph dataset was constructed, for which a data capture protocol and a preprocessing procedure are proposed. Similarly, 20 classification models were trained with the Inception V3, Resnet50, MobileNet, and MnasNet architectures, where combinations of learning transfer, cross‐validation, and data augmentation were used. Numerical experiments show that classification models based on MnasNet have better results, reaching 97.00% precision and sensitivity, and 99.50% specificity, exceeding 40% precision reported in the literature. Also, it was observed that the precision of the model decreases with the age of the bruise.     

Competing Visions of Japan’s International Engagement: Japan First vs Global Japan

ABSTRACT

The state and direction of Japan’s international engagement can best be understood as a competition between the ‘Japan first’ and ‘global Japan’ schools of thought. In light of the ever worsening security environment surrounding Japan, the gap between the Japan first school advocating a focus on the immediate needs of Japan’s territorial defence and the global Japan school arguing for more global engagement is widening. The competition between the two will continue to shape the direction of Japan’s foreign and security posture – and importantly, the global Japan school is far from winning, contrary to what Abe’s hyperactive diplomacy might suggest.

Reframing the Role of Universities in the Development of Regional Innovation Systems

The role of universities in regional innovation has evolved over the last 20 years. This evolution has seen the emergence of a third role of universities that has re-shaped and transformed their two traditional functions of teaching and research. This paper proposes a conceptual framework for analysing variation in the roles performed by universities in the development of regional innovation systems. This framework is based on the triple helix model of university, industry, government relations, the literature on university engagement and the innovation systems literature, more generally. The framework is applied to a comparative study of three non core-metropolitan universities in Australia. A number of insights and issues are drawn in regard to conceptualising the role of universities in regional systems.
