新时期流动人口管理面临的挑战及其对策

随着我国经济的快速增长,人口的大流动也在日益加剧。一方面对经济发展和社会进步起到了积极的促进作用,另一方面也成为困扰当前社会治安因素。因此,要完善管理机制,强化承租人员的管控措施;落实治安责任,积极推行流动人口网络化管理模式;要以静制动,最大限度地减少暂住人口违法犯罪的时空;要建立流动人口管理经费保障制度等多方面来加强对流动人口的管理。

Peace education research in the twenty-first century: three concepts facing crisis or opportunity?

This article focuses on the concepts of peace, education and research, and the ways in which they combine to form the field of peace education and peace education research. It discusses the ways in which each can be said to be facing a crisis of legitimation, representation and praxis, and the structural and cultural violence that inhibit efforts towards a more inclusive global conception of peace. It will review some ways in which it may be possible to rise to Gur-Ze’ev’s challenge to respond to post-structural critiques of the field. Drawing on participatory, auto ethnographic and arts-based research methodologies, it suggests ways of creating synergies between research and aspirations towards positive (rather than negative) peace.     

Agglomeration Advantages and Capability Building in Industrial Clusters: The Missing Link

Accumulation of technological capability is crucial for industrial growth and competitiveness of firms, particularly in the context of liberalisation and increasing international economic integration. The article sheds new light on the forces driving capability-building by complementing the micro-economic perspective on learning with a meso-economic perspective that takes account of interaction effects arising from firms' embeddedness in regional networks. The missing link at the interface between the two levels is explored by means of a taxonomy linking various agglomeration advantages to investments in technological effort. The framework results in new policy-relevant insights about the factors underpinning the acquisition of capabilities in comparison to conventional studies. A case study about farm equipment manufacturing in Pakistan's Punjab province is used as an empirical illustration.     

试析印度自由贸易区战略及前景

近年来,印度对外开放的步伐日益加快,最明显的就是印度参与自由贸易区的力度越来越大。尤其新世纪以来,印度已经同多个国家和地区缔结了自贸协定。综合来看,印度自由贸易区战略包括了政治和经济利益诉求。就发展前景来看,虽然有若干有利因素,但挑战也不容忽视。     

东南亚教育官员在华汉语研修教学设计

东南亚教育官员因其职业特殊性,在东南亚国家华文教育事业中的地位举足轻重。作为汉语学习者,他们具有不同于一般学习者的学习特征。本文通过发现他们的学习者特征,以建构主义学习理论为指导进行教学设计,在10期教学实践的基础上对教学实施过程和教学方法进行分析,并测评教学效果,完成既定教学目标。     

可行性及其路径

在中国周边次区域中,东北亚地区安全困境最为严重,而该地区对于中国实现和平稳定与发展繁荣具有重大意义。具备区域合作重要属性的“一带一路”倡议能有效缓解安全困境。东北亚地区之所以成为“一带一路”倡议的缺口,主要由于朝鲜半岛紧张局势高居高不下、美国因素的负面影响、中日竞争关系的影响存在,这些因素的根源又是该地区的“安全困境”。将东北亚地区逐步纳入“一带一路”能在一定程度上缓解该地区的安全困境,并为深化东北亚区域合作提供新的动力,两者有望形成良性循环。俄罗斯、蒙古国和韩国对中国的“一带一路”倡议态度积极,朝鲜也表现出一定的兴趣,日本和美国态度复杂,但已经很难置身度外。在推动东北亚地区纳入“一带一路”倡议时,需先从双边合作入手,争取各国均加入到“一带一路”倡议和亚洲基础设施投资银行;然后扩大到中日韩、中俄朝和中朝韩三边合作;进而扩大到多边范围,在亚洲基础设施投资银行下设立“东北亚建设资金”,专注于东北亚项目投资;。同时激活和利用大图们江开发计划和长吉图国家发展战略。     

The Uses and Limits of the Model United Nations in an International Relations Classroom

The Model United Nations, already a mainstay of many undergraduate institutions, not only provides a useful framework for particular classes, but also offers an opportunity to integrate several elements of an undergraduate international studies curriculum. However, it is not without challenges for the instructor. To use the Model United Nations format effectively requires the instructor to plan carefully, coordinate activities with the other elements of a class, and never allow the game to overwhelm the learning. When done correctly, the excitement generated by the Model United Nations can be a key for opening the world to students who might otherwise have drifted through the mandatory introduction to international relations. The process of student teaching student, both within and across courses, is beneficial for the experienced student and the novice alike, encouraging peer interaction and cooperative learning. As an instructional device, the Model UN is not a panacea, but a valuable supplement to more conventional teaching methods.     

互联网国际规则建构:话语策略的公共安全视角

对当今世界各主要经济体而言,互联网安全已成为一个利益攸关的重要议题,但该领域国际共识和国际规则严重缺失,这与持续加剧的互联网安全威胁之间产生了尖锐的矛盾。在中国,互联网治理日益成为关乎国家安全的政策焦点,同时也是参与全球治理不可或缺的组成部分;建构互联网国际规则的话语能力直接影响着中国对外传播话语体系的建立和制度性话语权的提升,但目前中国对该领域话语策略的学术与政策研究仍严重缺失。当前,对互联网国际规则之制度理念的应然性研究仍显不足,关于中国在该领域对外传播话语策略的探讨更是近乎空白。互联网国际规则的缺失本质上源于互联网信息自由带来的收益与政府信息管控对此种收益的限制之间存在难以调和的矛盾。由于日益严峻的互联网安全形势正逐渐打破互联网信息自由与政府信息管控之间原有的平衡,加之全球化趋势将世界各国的命运更加紧密地联系在一起,该领域国际规则的建构开始具备现实的可能性。鉴于传播话语在规则建构的过程中占据着举足轻重的地位,以公共安全为切入点赢得国际共识、提升中国在互联网全球治理中的话语能力和制度性话语权就成为中国政策制定机构和宣传机构在通过对外传播推进互联网国际规则建构时应采取的话语策略。
