Privacy notices versus informational self-determination: Minding the gap

Privacy notices are instruments that intend to inform individuals of the processing of their personal data, their rights as data subjects, as well as any other information required by data protection or privacy laws. The goal of this paper is to clarify the current discourse regarding the (in)utility of privacy notices, particularly in the context of online transactions. The perspective is a European one, meaning that the analysis shall be geared towards the European Data protection framework, particularly the European Data Protection Directive. The paper discusses the role that privacy notices play under the European data protection framework today, summarizes the main critiques regarding the use of privacy notices in practice and develops a number of recommendations.     

The predictive validity of the Depression Hopelessness Suicide screening form for self-harm among prisoners

The Depression Hopelessness Suicide Screening Form (DHS) includes 12 ‘critical items’, which have not been validated for the prospective prediction of self-harm. We conducted a retrospective cohort study (N = 4196) to validate the ability of the DHS critical items to prospectively predict inmates with at least one incident of self-harm during the first six months of imprisonment. While the critical items were highly sensitive (89.5%) at predicting incidents of self-harm, 51.3% of the inmates endorsed at least one item. Five items reflecting more recent and specific risk factors reduced the referral rate to 17.7%, while maintaining high sensitivity (84.2%). While the DHS has high sensitivity to predict inmates at risk of self-harm, treating all items as equally critical results in excessive numbers of false positives that likely exceed the capacity of prison resources for professional assessment and intervention. Referral rules based on recency and specificity of risk factors are proposed.

在执政的历史条件下,群众路线蕴含着党在国家治理过程中所赋予的独有的政治内涵。党的群众路线在国家治理中的作用机制主要在于：执政资源的汲取机制、社会资源的聚合机制、群众利益的平衡机制、群众路线的政策机制。党的群众路线在国家治理中的实现路径主要在于：赋予国家治理的时代内涵、消解国家治理的体制障碍、拓展国家治理的社会空间。     

Civic Hackathons: Innovation,Procurement, or Civic Engagement?

At all levels, governments around the world are moving toward the provision of open data, that is, the direct provision to citizens, the private sector, and other third parties, of raw government datasets, controlled by a relatively permissible license. In tandem with this distribution of open data is the promotion of civic hackathons, or “app contests” by government. The civic hackathon is designed to offer prize money to developers as a way to spur innovative use of open data, more specifically the creation of commercial software applications that deliver services to citizens. Within this context, we propose that the civic hackathon has the potential to act in multiple ways, possibly as a backdoor to the traditional government procurement process, and as a form of civic engagement. We move beyond much of the hype of civic hackathons, critically framing an approach to understanding civic hackathons through these two lenses. Key questions for future research emphasize the emerging, and important, nature of this research path.
