Regional elections in Portugal the Azores and Madeira: Persistence of non-alternation and absence of non-statewide parties

ABSTRACT

The ruling parties were elected into office again after the recent regional elections held in Madeira (29 March 2015) and in Azores (16 October 2016): the social-democrats (PSD – Partido Social Democrata) in Madeira and the socialists (PS – Partido Socialista) in Azores. Despite forty years of regional elections in Portugal a pattern of non-alternation in executive government (Madeira) and the same party being in office for a long time (Azores) still has not been broken. The most notable difference is that turnout registered the lowest scores since the first regional elections were held in the 1970s. Just a bit more than 50% of voters showed up at the ballot box.     

Additional sequence characterization of NIST SRM 2391c: PCR-Based DNA Profiling Standard

The NIST Standard Reference Material (SRM) 2391c: PCR-Based DNA Profiling Standard was designed for use in the standardization of forensic and paternity quality assurance procedures for fragment-based typing short tandem repeat (STR) alleles generated by the polymerase chain reaction (PCR). Certified genotypes of the 6 components A–F were assigned for 24 autosomal and 17 Y-STR markers plus Amelogenin using concordance testing between commercial kits. Selected Sanger sequencing characterization was performed for the alleles of 11 STR markers when only one PCR primer set was available for fragment-based typing. The goal is to characterize the remaining 30 STR loci in components A–C by Sanger sequencing methods for the STR repeat regions and adjacent flanking regions. Additional characterization of the SRM is intended to support the emerging interest in next-generation sequencing technologies for forensic typing applications. Sanger methods have detected underlying polymorphisms (sequence, insertion-deletion, variation in complex motifs) typically not detected by fragment-based typing. The sequenced regions include the commercial or known PCR binding sites commonly implemented in fragment-based typing.

由于善意取得制度本身的缺陷 ,无法充分保护第三人的利益 ,其保护第三人利益的功能不如公示公信原则周密。物权的公示公信原则与物权行为无因性理论均坚持物权变动须经公示 ,且物权公示具有公信力 ,二者在保护第三人利益方面具有一致性 ,但两者之间无法相互替代。他们具有内在的本质的联系 ,物权行为理论的区分原则和抽象原则为物权变动的公示以及公示的公信力提供了理论依据。应以物权行为无因性理论为基础 ,以公示公信制度为原则 ,以善意取得制度为补充构建我国物权法的第三人保护制度。     

Rapid changes in profiles from stored materials used in scent training of explosive detection dogs

Canines trained on scents from materials emitting vapours of explosives and related compounds are widely used to detect explosives in civilian, military and forensic applications. Despite the importance of these training materials, there is limited knowledge on how long these subsamples can be stored and whether vapour profiles change over time. We developed a sampling methodology that makes use of a secondary chamber for stabilisation of headspace concentration to allow reliable and reproducible determination of scent profiles. The effect of aging was investigated by following the response of volatile markers emitted from eight common explosives in open and closed containers over two months or two years. The initial headspace air volume consisted of a wide variety of chemical substances related to explosives, with levels varying in magnitude from low ppb to ppm. All included subsamples were affected by aging by demonstrating exponentially lower levels, and five subsamples showed a significant change in their scent profile. The dominant components decreased on a short time scale for plastic explosives based on RDX, PETN and dynamite as well as for granules of octol and ammonium nitrate mixed with fuel. For flakes of TNT, granules of Comp B and nitrocellulose powder, headspace air concentrations declined, but the overall character of their profiles were in general more stable. The overall changes, i.e., lower levels and/or changed profiles, justifies regular checks of the scent status of training materials. Considering these results together with data displaying marginal changes in energetic performance, it is advisable to complement scent training with training materials subjected to different durations of aging.

目的探讨医学影像资料法医学同一认定的鉴定原则、思路及方法。方法总结华西法医学鉴定中心1992—2012年受理的30例医学影像资料同一认定案例,对影像资料数量、种类,鉴定利用的识别点及其类型、间隔进行回顾性统计分析。结果胸部X线片为最常见的鉴定资料类型。利用的识别点共有33处、6种类型,包括：自身惟一性特征、骨骼自身结构的变异或发育畸形、疾病或退行性变、创伤后病理变化、医疗后果和正常形态的多处一致。结论影像资料常规审查是案件受理前提之一,同一认定时结合资料类型、投照部位及案情特点选择相应识别点,自身惟一性识别点最佳,多种类型识别点联合使用,识别点多处表现一致得出肯定结论者可应用于鉴定实践。
