From Abstract to Publication: The Fate of Research Presented at an Annual Forensic Meeting

Abstract: In forensic sciences, the fate of abstracts presented at international meetings has not yet been assessed. The purpose of this study is to estimate publication ratio and evaluate possible predictors of publication after the 58th edition of the 2006 American Academy of Forensic Sciences annual meeting. Section of the meeting, type of presentation (oral platform or poster), number of authors per abstract and per paper, time span to publication, countries involved, and journal of publication were tabulated. A total of 623 abstracts were presented, from which 102 were subsequently published as a full paper. The overall publication rate was 16.4%, ranging from 3.4% (jurisprudence) to 28.8% (toxicology). The type of presentation (oral platform or poster) did not significantly affect the outcome of the abstract. However, a higher number of authors, foreign authors, and international collaboration were found to be good predictive factors of publication.

Practices and challenges of converting former fighters into civil servants: the case of Eritrea

This study critically discusses the practices and challenges of converting the former Eritrean fighters into civil servants and their management afterwards. The study finds that, although both categories of the Eritrean civil servants (ex and non‐ex‐fighters) have been working together since independence, ex‐fighter civil servants were given special privileges in a number of human resource management (HRM) practices, such as recruitment and selection, placement, promotion, training and compensation. That is, the political involvement in the management of the ex‐fighter civil servants was considerable, which in turn has led to a certain degree of politicisation in the civil service. The Eritrean experience draws a number of lessons with regard to process, treatment within the workplace and different perceptions on the part of the two categories of civil servant. Evaluation of GLOCK 9 mm Firing Pin Aperture Shear Mark Individuality Based On 1,632 Different Pistols by Traditional Pattern Matching and IBIS Pattern Recognition

Over a period of 21 years, a number of fired GLOCK cartridge cases have been evaluated. A total of 1632 GLOCK firearms were used to generate a sample of the same size. Our research hypothesis was that no cartridge cases fired from different 9‐mm semiautomatic GLOCK pistols would be mistaken as coming from the same gun. Using optical comparison microscopy, two separate experiments were carried out to test this hypothesis. A subsample of 617 test‐fired cases were subjected to algorithmic comparison by the Integrated Ballistics Identification System (IBIS). The second experiment subjected the full set of 1632 cases to manual comparisons using traditional pattern matching. None of the cartridge cases were “matched” by either of these two experiments. Using these empirical findings, an established Bayesian probability model was used to estimate the chance that a 9‐mm cartridge case, fired from a GLOCK, could be mistaken as coming from the same firearm when in fact it did not (i.e., the random match probability).     

Some Thoughts on the Construction of the 21 st Century Maritime Silk Road北大核心CSSCISSCI

As an integral component of the ＂One Belt and One Road＂ strategic vision, the construction of the 21st Century Maritime Silk Road will reflect the developing path of China＇ s maritime geo-economy with significant polit- ical and diplomatic implications. Although the construction of the new maritime silk road has its？ endogenous logic and justified considerations, it will encounter various challenges and difficulties. In order to achieve the strategic goal of setting up a community？ of common interest and？ destiny with the relative countries, the ＂Maritime Silk Road＂ program has to be advanced cautiously with the principles of wide consultation, joint contribution and shared benefits.     

The admissibility and persuasiveness of expert evidence

Parenting plan evaluators are expert witnesses who offer their opinion. Courts in common law jurisdictions generally do not accept evidence of an opinion as it is not considered to be reliable evidence from which to establish a fact. An exception to that general principle is expert opinion evidence. In short, an opinion from a person with specialized knowledge or expertise about the area in which they are an expert may be sufficiently reliable to form an evidentiary basis from which to make a finding of fact, provided the opinion meets certain criteria. These criteria will be discussed in this article, as well as what is relevant, reliable and persuasive evidence. The relevant legal principles will be examined in an historical and contemporary, theoretical and practical context. The authors reflect on their considerable experience as consumers of expert evidence and apply this to parenting plan evaluations, as well as considering future challenges in the field.
