武德是人们在几千年的实践和发展中,提炼出来的一种精神文化产物,为各个时期的武术界所共同遵守。其内容大概包括"仁、义、信、敬、勇"五个方面。优秀的中华武德对公安院校学生的思想道德、行为规范等教育具有积极重要的作用。

刘勰在《文心雕龙》中对郭璞的总体文学成就、诗歌、赋等作了颇多评论,值得关注。本文结合郭璞《游仙诗》对前两方面作了探讨。     

Political Journals in Germany

Germany in the 18th and 19th centuries possessed a wealth of monthly political journals. The period after the Second World War saw a renaissance of monthly journals, which offered orientation to a populace disoriented by National Socialism and war. Today there is a limited number of monthly political journals and their total circulation does not exceed 100,000. But their readership constitutes the small group of citizens who take an interest in politics and in political discourse. Their quantitative influence cannot be measured, their qualitative influence cannot be overestimated. The article focuses mainly on the magazines Neue Gesellschaft/Frankfurter Hefte and Die Politische Meinung. The former is supported by the Friedrich-Ebert-Stiftung, the latter by the Konrad-Adenauer-Stiftung.     

Violence in Police Families: Work-Family Spillover

This article uses a path model to examine the relationship between violence exposure and domestic violence among police officers with the expectation that the relationships would be both direct and mediated. The mediation factors included burnout, authoritarian spillover, alcohol use, and department withdrawal. The model was tested through an analysis of data collected from 413 officers. Four mediation chains were identified; the most powerful of these was burnout and authoritarian spillover. Suggestions for future research include understanding violence in the context of unique workplace cultures, classifying violence types, and clarifying how this population defines violence and control.

Biotic Carbon Sequestration and the Kyoto Protocol: The Construction of Global Knowledge by the Intergovernmental Panel on Climate Change

This paper explores the dynamics of the production of global knowledge by an international knowledge organization, in this case the Intergovernmental Panel on Climate Change. Based on previous notions of international boundary organizations, the idea of international knowledge organizations emphasizes the knowledge generation function of such organizations rather than their convening function. Using the case of controversial Kyoto Protocol biotic carbon sequestration policies, I argue that boundary work and uncertainty management are the essential dynamics in the successful construction of global knowledge by international knowledge organizations. This uncertainty management occurs in a manner broadly, although not completely, in conformance with the institutional preferences of powerful policy actors. Global knowledge can legitimate and help refine global policies, but the process of its construction must be iterative and transparent if it is to be credible for global environmental governance over the long-term.     

我国宪法的制定、修改与社会法治化转型

中国向法治社会的转型是通过社会内部自身变革的方式在政府主导之下得以实现的。转型的轨迹可以描述为:思想解放运动使全党全国人民在新的时代条件下重新认识了马克思主义,在彻底否定和不断排除影响中国发展的“左倾”、“右倾”思想和观念的同时,人们的现代文明思想与理念也得到了全面提升并不断加深修养;在正确认识社会基本矛盾和主要矛盾的同时,开始了改革开放将马克思主义与我国社会主义具体实践相结合的发展探索道路。民主法制的重建和不断完善,经济体制和政治体制改革不断深入在实现了市场经济制度的前提下,最终实现了社会向法治化的转型。     

Deliberation,Democratic Decision-Making and Internal Political Efficacy

Empirical research into the possible positive consequences of deliberation increasingly reveals that there is a complex relationship between deliberation and its effects on citizens. In this experimental study I examine the relationship between internal political efficacy and one type of deliberation: deliberative decision-making. I also test whether different structures of decision-making mediate between deliberation and internal political efficacy. The data suggest that deliberative decision-making had no direct effect on a global measure of internal political efficacy. Participants in face-to-face deliberative decision-making, though, had higher scores on a situation-specific measure of internal political efficacy than participants who only voted. The structures of decision-making had no effect on either measure of internal political efficacy. These results support claims that deliberation will not necessarily lead to direct, positive effects on citizens internal political efficacy, but they also highlight the likelihood that face-to-face deliberation can lead citizens to feel more competent in their deliberative abilities.
