国际移民女性化(the feminization of migration)成为全球化时代国际人口迁移活动的一个重要表现与特征。改革开放以来,中国女性的跨国迁移活动日益活跃,并呈现出移民目的地全球化、移民结构多元化、移民方式多样化的特征。本文以中国女性迁移东南亚为中心,考察并分析了中国女性新移民迁移东南亚的结构与类型、存在的问题与影响,指出重视中国女性移民浪潮中的问题与负面影响,对维护中国女性跨国迁移的正常秩序,促进中国与东南亚民间交流的发展以及推动中国与东南亚关系发展都有积极的意义。  相似文献

"新生代农民工"又被称为"第二代农民工"、"青年农民工",从富士康事件入手,透视出当前新生代农民工劳动权益保护面临的一些问题,如新生代农民工普遍要求体面劳动,难以忍受低工资、低权利的工作现状,各种因素导致农民工在维护自身权益方面处于弱势地位,相关政府部门、工会组织的不作为,更加重了这种弱势。在保障就业的前提下,积极维护农民工的合法劳动权益,加强维权组织建设,构建社会支持网络,转变低工资、低权利的发展管理模式,就成为解决问题的关键所在。  相似文献

Without high‐quality translation of online information about government support and services, refugees and migrants from culturally and linguistically diverse backgrounds in Australia experience a major barrier to improved health, employment, education and social outcomes. Recent advances in the ability of Google Translate, Skype Translator and other forms of machine translation that use artificial intelligence can help translate government information to better support refugees and migrants but they bring the risk of ineffective communication, and exclusion from services that could positively impact on settlement experiences and daily life. Evidence suggests that government agencies are likely to be using human translators for most translation work, but the degree to which any form of information technology is used, how it may be best applied and the associated effects are not known. This study systematically reviewed the peer‐reviewed and grey literature to determine effective ways of using information technology for translating government information to refugees and migrants from culturally and linguistically diverse backgrounds in Australia. Included studies were analysed to identify techniques and other characteristics of translation, information technology and language support more broadly, and outcomes on education, health, social and other refugee and migrant experiences relating to translated information. Our review found a small evidence base featuring studies with strong evaluation demonstrating effective forms of ‘language support’ for refugees and migrants from culturally and linguistically diverse backgrounds in Australia in a broad sense. However, there is a major gap in knowledge that is contributing to barriers in the use of online government information in Australia. In particular, there is an absence of evidence demonstrating what is effective in the use of machine translation with artificial intelligence, websites and other kinds of information technology for translating government information with refugees and migrants from culturally and linguistically diverse backgrounds. The oversight risks further excluding already marginalised groups from services and support. This paper makes a number of suggestions practitioners can take to address the issue and guidelines for future research.  相似文献

The aim of this article is to investigate whether or not and how immigration policies affect immigration flows. Such policy impacts have hardly been investigated so far as the necessary data is lacking. For the first time, two new datasets are combined to systematically measure immigration policies and bilateral migration flows for 33 Organisation for Economic Cooperation and Development (OECD) destination countries from over 170 countries of origin over the period 1982–2010. The study finds that immigration policies have an important effect on immigration flows and thus that states are able to control their borders. To some extent the control capacities depend on other factors in attracting or deterring immigrants. The article shows that the deterrence effect of restrictive immigration policies increases when unemployment rates are high. It appears that, in these contexts, states start to care more about effectively protecting their national economy. Moreover, policies are more effective for migrant groups from former colonies or when the stock of this group is already high in a destination country. In these circumstances, information on border regulations are more easily disseminated, which in turn makes them more effective.  相似文献

In recent years, the comparative literature on presidential democracy has emphasised the role of coalitional politics in attenuating the ‘perils’ facing minority presidents. Yet since the beginning of the Third Wave of democratisation in 1974, a surprising number of minority presidents have eschewed cabinet coalitions (defined minimally as the awarding of at least one portfolio to a party other than the nominal party of the president). Unipartisan governments are observed just under half of the time. What explains the adoption of single-party cabinets by minority presidents? Cross-sectional time-series analysis is employed to address this question. Hypotheses are tested that relate to the size and distribution of the formateur (presidential) and largest non-formateur parties that make up the legislature; the nature of party linkages and ideological distance between the president and possible partisan allies; and the extent of reactive veto powers held by the president.  相似文献
