Gender,money and professional identity: medical social work and the coming of the British National Health Service

The arrival of the British National Health Service (NHS) in 1948 heralded significant changes for all health workers, but the establishment of a ‘free’ health service was especially meaningful for the hospital almoners—or medical social workers, as they were starting to be known—who had previously been responsible for the assessment and collection of patient payments. It was on this basis they had gained a foothold in the hospital, capitalising on gendered assumptions of financial understanding and behaviour. Yet what might have caused an identity crisis was embraced. This was a dual strategy of both repositioning the profession in alignment with the planned NHS and of asserting an enhanced professional status by distancing themselves from the handling of payment. It was an episode in the history of this distinctly female profession that speaks to women’s historic relationship with money.

Monetisation of electoral politics and the challenge of political exclusion in Nigeria

This paper argues that money has become the deciding factor in Nigerian politics. It has served the purposes of consolidating elite rule as well as the political exclusion of the non-elite. A discernible ‘ritual of money politics’, has enabled the power elite to remain in power, and new comers to develop the elite character. This paper concludes that money politics is at the heart of the general crisis of democracy and governance in Nigeria, and unless this is mitigated, reforms aimed at bringing about good governance and curbing other anomalies in the political system may not produce the desired results.     

从物质到社会:经济学研究对象的三阶段演变及其内在逻辑

The main purpose of economic research is to improve national and social welfare. It contains not only material welfare, but also social benefits. Also, the welfare connotation changed at different times in history. Those changes lead to the evolution of economics. In fact, although modern mainstream economics still concentrate the subject of study on placement of scarce resources, the focus of research in economics will not be the issue of wealth distribution. The subject of economic study has experienced three significant changes. The first one, holding by Classical Economics is the focus on material welfare creation. The second one, highly emphasized by Neoclassical Economics, is the notion that includes distribution of resources and money exchange. The last one, promoted by modern mainstream economics after the 1970s, broadens the research content greatly due to referring to extensive social utility.     

洗钱罪面临的困境与立法完善

随着洗钱犯罪的猖狂，我国加大了反洗钱的刑事立法。但是，在司法实践中近十年来被判洗钱罪的案例寥寥无几，显然洗钱罪的立法还面临着不适应司法的困境。主要原因是相关人员的反洗钱意识薄弱，理论与司法实务中未将自我洗钱行为犯罪化，在立法上对洗钱罪上游犯罪的规定也不尽合理。应当将洗钱犯罪立法系统化、独立化，同时合理扩大洗钱罪上游犯罪的范围，明确将自我洗钱行为犯罪化，适当加大洗钱罪的刑事责任，并由此促进相关人员反洗钱意识的提高。     

我国自洗钱行为不独立成罪的原因分析

从理论上讲,传统的行为理论和牵连犯理论不支持单独追诉自洗钱行为;从立法上说,刑法定性+定量的犯罪设立标准、上游犯罪的重刑配置和国际上对单独追究自洗钱行为的非强制性要求使中国刑法无须单独追究自洗钱行为;就司法而言,实践中能够通过将自洗钱评价为提高法定刑档次或从重处罚的“情节”来实现罪刑均衡使自洗钱行为独立成罪缺乏实践动力.
