China’s foreign aid system: structure,agencies, and identities

China’s rise as a (re)emerging donor has attracted attention over the last decade, with a focus on Chinese development assistance as a challenge to the Organisation for Economic Cooperation and Development (OECD) aid norms. Knowledge of China’s domestic aid structure is needed to understand Chinese aid abroad. This paper addresses gaps in the literature and challenges the accepted nostrum that China’s Ministry of Commerce (MOFCOM) dominates China’s aid programme. Building on the authors’ experience as Chinese aid practitioners and scholars over more than a decade and drawing on over 300 interviews, the paper explores China’s aid decision-making processes by examining the main agencies, identities and informal interactions. We argue that the Chinese aid system is characterised by fierce and ongoing competition for influence among actors, especially MOFCOM, the Ministry of Foreign Affairs (MFA) and the Ministry of Finance (MoF), as well as the companies responsible for implementing Chinese aid projects.     

Modern poetry,popular song and their dangerous liaisons

Abstract

In this article, Tsuboi Hideto examines the mutually entwined pursuits of modern poetry and music in interwar Japan, focusing especially on the work of Nakahara Chūya, Kitahara Hakushū, and the People's Poetry group. Cutting across their respective distinctions within the poetry establishment, Tsuboi draws attention to these figures’ shared investment in symphonic, folk and popular music. In so doing, he identifies among them a prevailing concern for curating a poetic voice that might harmonize the conflictual registers of individual and collective expression and thereby attune the work of the poet to that of the ‘people’ more broadly. Meanwhile, the essay traces the currents of modernist and avant-garde thought in Japan and Europe that framed these poets’ engagements with music and sound. Tsuboi then illustrates the varying degrees to which these voices, forged within the cosmopolitan milieu of the Taisho period, bent toward the nationalizing project and later gave way to the chorus of wartime fascism and imperial expansion.

二战后在归国难侨“复员”缅甸问题上,国民政府与英缅政府、缅甸新政府在中国侨民返缅条件、时机、资格甄审等问题上进行了大量交涉,难侨“复员”缅甸结果差强人意。国民政府的华侨“复员”交涉并未因战后东南亚局势的变动而及时调整,墨守成规,缺乏智慧和勇气。独立后的缅甸也基于该国内政的考虑,利用甄别侨民资格、分期分批返回等手法尽量减少华侨重返当地。随着国共两党内战的加剧,国民政府对华侨“复员”工作无暇关注,遣侨工作不了了之,引起归侨的不满。     

印尼华人与2014 年印尼大选

1998年以来印尼华人积极参政,至今已成为印尼政治发展的一股重要力量。2014年印尼大选,华人选民受到印尼主要政党的高度重视,不仅纷纷派出华人候选人,个别政党还邀请华人搭档竞选总统副总统。华人积极参与国会选举,成绩显著,广大华人选民倾力支持的佐科维成功当选总统,凸显了华人选票的影响力。在印尼不断推进政治民主和族群和谐的大环境中,印尼华人参政的良好势头,将持续发展。     

大陆学界台湾史研究的宏观检讨

台湾史是一门兼具学术与政治意义的新兴特色学科。中国大陆的台湾史研究,从学科建设的角度来说,属于中国历史学的分支学科。从研究史的角度,对于60多年来大陆学界台湾史研究成果做一宏观性的检讨,具体分析各个不同时期台湾史研究的特点,剖析唯物史观与“台独”史观论争的典型事例,提出新的研究问题,展现新的研究趋向,将有助于推动台湾史研究的深入拓展。     

Labor radicalism and the local politics of Chinese exclusion: Mayor Jacob Weisbach and the Tacoma Chinese expulsion of 1885

ABSTRACT

The 1885 Chinese expulsion from Tacoma, Washington Territory highlights the importance of local political economy in shaping how a wider anti-Chinese movement played out in a particular community. Tacoma was a newly emerging city where white residents felt the threat of corporate domination in the form of the Northern Pacific Railroad. In this context, the city’s German immigrant mayor, Jacob Weisbach, could draw upon his longstanding labor radicalism to mobilize a broad anti-Chinese coalition that blurred the divide between white workers and the local business class. The result was the forceful removal of Chinese residents following a year-long campaign that culminated in mob action and became known as the ‘Tacoma Method’. This local violence in turn fed into ongoing national efforts to secure Chinese exclusion. Tacoma’s Chinese expulsion illustrates how radical labor traditions could be turned, under particular conditions, to the politics of racial repression even as the proponents of expulsion framed their efforts in terms of an egalitarian and democratic agenda. The participation of the Knights of Labor and other labor radicals in a politics exemplified by the Tacoma Method was accordingly tied to the larger racialized American state-building project as it unfolded in the late 19th Century.     

Rhythms of resurrection: The comebacks of Ruth St. Denis

Ruth St. Denis (1879–1968) had one of the first and longest careers as a professional modern dancer. At age 62, she embarked on a “comeback” that lasted nearly three decades, appearing on stage and screen in the dances that had made her an international star earlier in her career. This essay examines the relationship between her well-known “Orientalism,” her feminism, her spirituality, and her perspective on aging and ageism. In particular, it brings into relief her innovative efforts to redefine dance as a feminist project at the intersection of aging and modern dance history. St. Denis converted “oriental tradition” into a feminist dance praxis, thus, staking a claim for the aging dancer under the banner of feminist politics.     

The Africa-China relationship: challenges and opportunities

The dramatic growth in the relationship between Africa and China is one of the great stories of the twenty-first century, part of the profound transformations taking place in the global political economy. It has been greeted with excitement, consternation, and confusion. To its cheerleaders, it represents the enduring partnership between Africa and China, spawned by the historical affinities of struggles against Western imperialism and humanistic aspirations for development. To its critics, it is reminiscent of European colonisation a century earlier, in which Africa serves as a cheap source of raw materials, a lucrative export market for Chinese manufactured goods, and an outlet for its surplus capital. Rather than a development partner, some see China as Africa's biggest development competitor, whose explosive growth and insatiable quest for global markets threatens Africa's industrialisation and competitiveness. This paper examines the factors behind the development of Africa-China relations, especially its economic magnitude, and the challenges and opportunities it offers both regions.     

资本主义国家工会危机对中国工会的警示

目前资本主义国家工会正在遭遇重大危机,大部分资本主义国家的工会组织建制率出现了持续下降的趋势.与之相反,中国工会“一枝独秀”,工会组织建制率和职工入会率不断攀升.但是中国工会不能在数字面前盲目乐观、高枕无忧,应警惕资本主义国家工会危机,强化中国工会群众性基础.资本主义国家工会危机与其工会自身存在的问题密切相关,尤其是与其不断弱化的群众基础有直接关系.中国工人阶级呈现“国际重组”的队伍特征、中国工人阶级的“自觉、自为”意识逐渐觉醒、中国工人阶级组织化呈现多条途径,工人阶级出现的这些特征变化都要求中国工会强化群众性基础.扩大工会会员范围、切实履行工会维权职责、创新工会服务职工的活动内容是强化中国工会群众性基础的路径策略.     

论中国梦价值维度的四个契合点

中国梦是中国共产党人在新的历史条件下提出的民众之梦、民族之梦、国家兴盛之梦。中国梦彰显了中国共产党人在新的历史时期要完成的历史使命与价值追求。中国梦的价值维度有四个基本契合点:中国梦与社会主义本质相契、与以民为本相契、与民众之幸福相契、与人的全面发展相契。
