谈谈“侦审合一”后的侦查办案

自实施侦审一体化的运作机制以来,侦查办案工作在调查取证、讯问犯罪嫌疑人、办案时限、法律文书制作等方面出现了一些问题,其生成原因是多层面、多方面的,需要通过加大培训力度提高综合素质、完善相关制度、确保取证质量等措施来加以解决。

Investing in Not‐for‐Profit Sector Capacity: The Australian Capital Territory's Community Sector Development Program (CSDP)

In 2013 the Australian Capital Territory (ACT) government's Community Services Directorate (CSD) initiated a suite of projects designed to address the not‐for‐profit (NFP) community services sector's capacity to adapt to a rapidly changing policy and operational environment. In common with other Australian governments, the ACT relies upon NFP organisations to deliver a wide range of community‐based human/social services. The procurement of services rendered to, or on behalf of, government by a third party provider under contract accounts for about 94% of the CSD's investment in the NFP community services sector. The ACT government, therefore, has a vested interest in ensuring that NFP providers are operationally capable, financially viable, and economically sustainable. Accordingly, the government launched a Community Sector Reform Program (CSRP) focussing on red tape reduction, sector development, and the establishment of a community sector outcomes framework. What lessons might the CSRP offer for other jurisdictions?     

对战训合一引进拓展训练的可行性探讨

目前,我国公安机关实施"战训合一,轮值轮训"的模式已经有了阶段性成果。为了进一步巩固训练成果、挖掘民警自身潜能,有必要在平时的培训中引入拓展训练。拓展训练有利于锤炼民警心理素质、增进团队合作精神、提升领导决策水平。因此,在战训合一的实施过程中适时地引入拓展训练,已是摆在公安机关面前的现实课题。

The Global Climate Regime: Explaining Lagging Reform

There have been growing calls for reform of the United Nations Framework Convention on Climate Change (UNFCCC). How have governments met the demand for action on climate change despite the lagging pace of UNFCCC reform? New qualitative data demonstrate that the institutional, sectoral, and technical characteristics of multilateral institutions have guided government choices in managing climate change issues. Institutional resources and sectoral participation in multilateral institutions have enabled governments to handle climate change issues outside the UNFCCC, reducing the need to invest in its reform as demand for action has grown. These specialized institutions are able to mitigate political disputes and facilitate greater efficacy in handling specific issues such as financing and emissions mitigation. They have mandates that overlap with the cross‐cutting nature of climate change, requiring no new mandates, which mitigates political disputes in managing specific climate issues.     

启动“复合驱动”模式推动广东区域协调发展及持续发展

改革开放以来,广东省利用靠近港澳的优越的区位条件和改革开放先行一步的政策优势,实施外向型经济发展战略,形成了其经济一直由珠三角地区“单极驱动”的发展模式和相应的空间格局,凸显广东经济仅由珠三角独领风骚的发展不平衡特征。这在一定程度上影响了粤东西北地区的后发优势及潜力的发挥,更限制了广东不同区域的互补及互促发展。该文认为,推动广东区域经济协调发展和可持续发展,必须启动“复合驱动”发展模式,即促使经济发展按多种经济发展理论复合构造,通过构建多个（两个以上）相互协调的区域“动力源”,以共同推动广东区域经济发展。
