当前金融犯罪的主要特点与对策分析

当前经济犯罪的危害越来越严重,在经济犯罪中又以金融犯罪危害更为突出。目前金融犯罪大案、要案大幅度上升,作案手段呈智能化、多样化、隐蔽化,危害重大,严重影响了社会稳定,给社会造成了不可估量的经济损失,更对社会经济秩序乃至整个社会秩序产生了严重破坏。因此,制定科学、有效及切实可行的打击对策是当前公安工作的当务之急。     

传承与发展：关于我国经侦运行机制的思考

改革开放30年来经济犯罪形势发生剧变的同时,我国经侦运行机制也随之不断完善。进入21世纪,现行经侦运行机制的不足之处日益显现,主要表现为警令不畅致使国家打击经济犯罪的决策难以彻底落实、执法活动中的地方保护主义异常严重、对经济犯罪的打防难以形成常态化的高压态势。为此,必须通过规范地方各级经侦机构建设、在全国范围内设置垂直领导的中央经侦机构等创新性举措完善现有经侦运行机制,从而以制度创新化解当前经侦部门面对的空前挑战。     

建设东北亚跨国运输走廊的设想及意义

东北亚区域经济合作的主要瓶颈之一是跨国运输和国际物流服务 ,考虑到可操作性 ,因而建设跨国运输走廊和地区国际物流中心就有希望成为启动东北亚区域全面合作的切入点。其建设的基本思路是整合“两纵两横”四条跨国走廊运输硬件设施 ,并构建跨国运输走廊有效运营的制度保障体系 ,同时建立“三大”国际物流中心之间的交流与合作机制 ,这不仅可以彻底消除冷战留给东北亚的后遗症 ,而且有利于地区经济合作 ,实现经济互补 ,创造地区经济繁荣。     

Bush: The Sequel

This article examines the likely foreign policy initiatives of the U.S. under the leadership of George W. Bush. The new president has outlined a fairly thorough critique of America's international behavior in the 1990s. Because a leader's public statements arguably serve to persuade various audiences and to build support for policy change, the article takes Bush's words quite seriously—along with those spoken or written by his closest foreign affairs advisors. Bush intends to abandon the so-called Clinton Doctrine and deploy national missile defenses. He is critical of American policies toward China and Russia, but has not presented bold new initiatives toward those powers. Under the rubric of "compassionate conservatism," Bush may alter U.S. relations toward the Global South in some interesting ways. The president and his advisors often purport to be realists, but the article demonstrates that their own words belie this claim as they often justify policies based on ideals rather than the pursuit of power.     

劳动关系视角下的网约用工纠纷研究

近年来,网络平台与网约工的劳动纠纷开始显现在司法实务中。面对类似纠纷,法院采取了不同的立场。尽管网约用工打破了过去"单一企业对应单一员工"的劳动关系模式,但根据现行法律,仅凭合作协议难以认定网络平台与网约工存在劳动关系。一方面应当区分网约工与网络平台签订劳动合同、网络平台与其它企业进行合作、网络平台直接与网约工签订合作协议三种形式,另一方面应当在司法实践中对"各项劳动规章制度适用"、"受劳动管理"、"从事用人单位安排的有报酬的劳动"进行统一规范解释。最后应当在司法经验基础上根据"互联网+"背景下共享经济的特点完善劳动法。     

People and places left behind: work,culture and politics in the rural United States

Using interview and survey data, we argue there are three types of places in the rural United States, and that their social and economic conditions help us understand emerging political trends, including the rural support for Donald Trump. More rural votes were cast for the Republican presidential candidate in 2016 than in other recent elections, yet shifts to Republican votes were greatest in places undergoing the most significant economic transitions. Work in rural communities has been a source of pride and cultural identity for people as well as places, but many feel the new economy is not working for them.     

Raising citizens in ‘mixed’ family setting: mothering techniques of Filipino and Thai migrants in Belgium

As states increasingly regulate ‘mixed’ family formation, self-positioning has become central to the lives of migrant spouses, including women. To understand this process, the present article investigates the mothering techniques of Filipino and Thai migrant women in Belgium, that is, the decisions, actions and ways of being they consciously enact in response to state policies ‘here’ and/or 'there' to secure the mother–child bond in space and time. Interviews and observations reveal these women’s main techniques: obtaining Belgian nationality for themselves, prioritising a single nationality (Belgian) for their children and staying at home (in the case of Filipino migrant women) or working (in the case of Thai women). This self-positioning sets these women’s own path and prepare their children’s route towards full, active membership in the nation. Mothering appears therefore as a fertile site of citizenship, which from afar echoes the public–private divide but in close-up reveals the porosity of such dichotomy.     

Identifying the Causes of Issue Attention and Policy Change: Evidence from U.S. Offshore Oil and Natural Gas Drilling Policy, 2008

The flow of attention in the policy process is dynamic and disruptive. While we know changes in issue attention often result in policy change, the causal mechanisms underlying the different stages of the attention allocation process remain unclear. This article uses Punctuated Equilibrium Theory to examine an underdeveloped aspect of issue attention within policy‐making institutions: how specific policy indicators influence the entry and exit of issues on policy‐making agendas. Partisan issue attention in the House of Representatives is used to analyze a significant change to U.S. offshore oil and natural gas drilling policy in 2008. The results highlight how historically high gasoline prices precipitated a shift in attention to offshore drilling and subsequent policy change. Moreover, gasoline prices Granger‐cause attention to energy policy in partisan speeches over time. The analysis further reveals how competing policy frames and a salient focusing event shaped congressional and public discourse, leading to subsequent changes in attention. Taken together, the findings broaden our understanding of the policy process by identifying the specific forces behind the entry and exit of issues on the policy‐making agenda.     

Trumponomics and China-US Economic and Trade Relations

Since he took office,the new US president,Donald Trump,has unveiled his broad economic policy-now called Trumponomics.It emphasizes neoliberalism at home,less government regulations,more growth and weakening the welfare state.Internationally,Trumponomics embraces protectionism and nativism with a focus on US economic interests.Trumponomics caters to the lower-middle classes,a reflection of the country's current economic and diplomatic challenges.Trumponomics will bring uncertainty to China-US economic and trade relations.China should carefully study the policies of the Trump administration and prepare contingency plans.     

Direct democracy and subjective regime legitimacy in Europe

While much research focuses on the causes and consequences of direct democracy and regime legitimacy, little attention has been paid to the potential relationship between them. In an attempt to fill this void, this paper focuses on the legal provisions for direct democracy and its use. The key argument is that possibilities for the public’s direct involvement reflect high importance given to citizens, openness of the regime towards different modes of decision-making, and ways to avoid unpopular institutions. Consequently, citizens are likely to accept and support the regime, improving or maintaining its legitimacy. The cross-national analysis includes 38 European countries ranging from transition countries to established democracies. It uses bivariate statistical analysis and country-level data collected from legislation, secondary sources, and aggregate surveys.
