Although there have been many studies that address the representation of women in parliament, there are few analyses that compare the current state of gender representation between democracies and non-democracies. Focusing on Africa, Central and South America, as well as Asia and the Pacific region, this paper evaluates whether democracies have more female deputies or whether female representation increases with the maturity of democracy. While controlling for the type of electoral system, quotas, women's participation in the workforce, a state's GDP, as well as its degree of corruption and Communist regime type, this cross-national analysis reveals that the variable democracy does not affect the representation of the genders in parliament. Women's parliamentary representation also does not increase with the maturity of democracy. 相似文献

Although the use of strategic planning has become widespread in INGDOs they have often been accused of strategic drift—continuous change in their strategic directions with plans only loosely coupled to their activities. However, the way that they prioritize their activities, and the reasons why strategic drift occurs has generally escaped in‐depth research. This article draws on detailed, qualitative research of strategic planning meetings at the executive levels in a major INGDO, carried out between July 2006 and December 2007 to identify the reasons why strategic drift occurs and the role of strategic planning. It was found that by deliberately crafting multiple, ambiguous, and ambitious strategies, managers were able to effect organizational change, not by literal strategy implementation, but by using these strategies as metaphors to harness consensus and legitimacy in key stakeholder groups. Senior managers utilize the symbols, language and deliberative arenas of formal strategic planning to effect organizational change; however, strategy, in rational terms, needs to be located in the background for its role to be properly understood. The research unpacks complex decision‐making processes in an INGDO and, contrary to normative literature, recommends that, in order to avoid inflationary planning, managers should not take their strategy literally. Policy innovation is a significant challenge for the public sector. This article illustrates its magnitude through a case study of the National Innovation Summit. The article concludes that the Summit represented an elaborate process of search and engagement that sanctioned an outcome that was, in most respects, largely pre‐determined. Its outreach and deliberations served the political purpose of mobilising industry and media attention and communicating the government's commitment. But there is no evidence that it exercised any substantive influence on policy development. The obstacles confounding any other outcome are considerable. Strategic thinking is inhibited by various organisational factors including lock‐in to a present successful strategy, the constraints on policy choices associated with multiple veto points and the need to maintain medium term fiscal and policy discipline across a wide range of agencies and claimants. ABSTRACTBetween February 2002 and November 2018, Swedish politicians from the Centre, Christian Democrat, Moderate, Liberal and Sweden Democrat parties proposed policies to ban clothing variously referred to as the “burka,” “full-covering veil,” “face veil” and “niqab” (Arabic for face veil) at least 38 times, six at the national level and thirty-two at the municipal. Research suggests that circa 100 women in Sweden wear a “burka”; clearly these policy proposals have little to do with the burka’s prevalence. What, then, do these policy proposals attempt to govern? In this text we adopt feminist political scientist Carol Bacchi’s “what is the problem represented to be?” approach to analyse Swedish bills to regulate the burka. These policy proposals, we contend, have more to do with conceptualizing Swedishness than addressing an existing “problem” of women who wear burka. 相似文献

该文通过对东北地区的调研,提出了建设国家粮食生产核心区的构想。黑龙江省是中国重要的粮食生产基地,农业基础雄厚,拥有大量的耕地后备资源以及现代农业基础,具备了高标准增加粮食产量的潜力。在世界粮价日趋增长的阶段,加大对黑龙江地区的农业扶持,建立国家粮食核心产区,对中国保障十八亿亩耕地红线以及确保国家粮食安全,具有重大的意义。黑龙江省目前土地整理标准低、种粮农民收入增加缓慢,制约了黑龙江省成为中国粮食核心产区的进程。作者提出了黑龙江粮食核心产区保护与建设工程,以及加快农民增收的建议。 相似文献
