吉林省公务员培训中存在的问题及对策研究

随着《中华人民共和国公务员法》的颁布实施,我省开展了大规模的公务员培训活动。目前,我省公务员培训模式相对落后,培训中还存在诸多问题亟待改进。新形势下新的培训模式应强调“能力本位”理念,突出“以学员为本”的培训宗旨,注重按需施教,把分析、研究工作中的问题、难点,解决方案作为培训的重点,以期营造平等、信任,参与互动的教学氛围,达到理想的培训效果。

＂攘外必先安内＂政策有许多需要再认识之处.它的提出绝不仅仅为了剿共,而有其特定的多重原因;安内的对象不惟中共及其军队,是变化的、多样的;它非蒋介石一人之主张,而是得到国民党和社会一定程度的认同;其反动性应看是否反人民、是否损害国家利益,而不宜以是否反共论.     

关注青年外事工作的新变化与新发展

在经济全球化背景下,当代青年成长成才的利益需求更为多样化,呈现出不同于以往任何一个时代的鲜明时代特征。青年外事工作必须顺应这一变化,进一步服务于青年利益需求,加大开展青年国际交流活动的力度,实施多层次、多形式的青年人力资源开发项目。     

People with special needs and sexual behaviour problems: balancing community and client interests while ensuring effective risk management

Abstract

Deinstitutionalisation movements of the mid-1900s led to changes in policy and practice in the management of people with special needs (defined for this article as people with severe and persistent mental illness, intellectual disabilities and high levels of personality factors that interfere with treatment participation). Although the majority of clients with special needs receive care in community settings and interact more with family, friends and others in the community, some such clients require more rigorous case management. For clients who have offended, especially sexually, community-based services are scarce, and concerns regarding reoffence potential often supersede traditional understandings of diminished capacity. Recent reports suggest that jails and prisons have replaced hospitals as the institutions-of-choice for clients with special needs who engage in inappropriate conduct. This paper examines policies and practices regarding community risk management of people with special needs who have sexually offended. Vignettes are provided to illustrate how some clients and agencies have been affected, and suggestions are made to ensure best practices in risk management and public safety.     

First‐Hand Experience and Second‐Hand Information: Changing Trust across Three Levels of Government

Little is known about how different sources of information drive citizen trust in government. To address that gap this article compares disaster evacuees to observers, noting how trust differs as attention to media coverage increases. First‐hand experience supplies information to update trust through biological and personal processes and performance assessments, while secondary sources provide information about other people's experiences, filtered through lenses that take an active role in crafting information. These two types of information have varying effects depending on the level of government being trusted. Using surveys administered a year after Hurricane Katrina, I find that Katrina evacuees have the highest trust in federal government, until they start paying attention to media coverage, and that attention to coverage has the most dramatic effect on these evacuees compared to all other groups. I also find that increasing attention to second‐hand information corresponds with higher trust in local officials, and that this effect decreases as the level of government increases. It appears media coverage creates a comparison in the mind of hurricane evacuees, causing them to update their performance assessments based on comparing their own experience to that which they observe, thereby updating their political trust.

论社会主义市场经济中的剩余价值范畴及其新的社会形式

社会主义市场经济是市场经济与社会主义生产关系的统一。作为市场经济 ,就必然存在剩余价值 ;作为社会主义市场经济 ,就必然存在社会主义剩余价值 ,可将其命名为“公共需要价值”。社会主义市场经济是市场经济的新的社会形式 ,因而公共需要价值就是剩余价值的新的社会形式。     

论《治安管理处罚法》在立法技术上的改进

《中华人民共和国立法法》的出台使我国立法上了一个新的台阶,然而,该法并没有对立法技术问题作出专门规定,这便导致我国一系列行政法文件在立法技术上存在缺陷,进而不同程度地降低了法律文件的质量。《治安管理处罚法》作为一部重要的行政法文件在立法技术上较《治安管理处罚条例》大有改进,主要表现在:合理处理与相邻法的关系;适当处置立法授权;酌情控制法规援用;严格规范法律用语;准确厘定调整对象;相对周延规制主体;明确框定裁量幅度;分层设置程序规则;全面拓宽救济路径。     

网络互动中青年亲和社会需求的实现

网络互动是一种全新的人际互动模式,它改变了人们交往过程中吸引力诸要素的排列顺序,是青年人释放情感的最佳方式,网络互动形成了网络亚文化群体,有利于实现青年人的亲和社会需求。     

反相高效液相色谱法同时测定人血清中氯丙嗪与氯扎平的浓度

作者建立了同时测定人血清中氯丙嗪与氯扎平浓度的反相高效液相色谱(RP—HPLC)法。以利眠宁为内标,用环己烷—乙醚(1:1)混合溶剂提取血清中氯丙嗪和氯扎平。高浓度中毒者血清(>1ug/ml)则用乙腈沉淀后直接进行色谱测定。血清中氯丙嗪、氯扎平的方法回收率乎均各为98.5±4.0(SD)%,CV4.2%;99.9±4.1(SD)%,CV4.1%。两药在血清中的最低检测浓度为10ng/ml。本法应用于临床氯丙嗪、氯扎平合用药物的血浓度监测及司法中毒案例的分析,结果满意。
