19世纪东北亚国际关系刍议

19世纪是东北亚国际关系的形成时期,该世纪下半叶,中、日、俄三国间的传统关系发生巨变,朝鲜成为列强争夺的焦点并首次提出三八线问题。由于欧美列强的强行介入,延续了几个世纪的华夷朝贡体系终结,东北亚国际关系由两国间的双边关系演变为多国互动和相互制衡,典型的近代国际关系形成。

人们对授权行为独立性问题的认识至今尚未统一。授权行为仅具有理论上的独立性 ,在实践中无法脱离基础关系而存在 ;从法律关于表见代理的相关规定推论看 ,授权行为的效力也受基础关系效力的制约     

相互依赖理论与全球化时代的南北关系

在经济全球化条件下，南北国家之间的相互依赖，尤其是经济上的相互依赖日益加深，但两之间的相互依赖又是不对称，不平衡的，更多地表现为南方国家对北方国家单方面的依赖。这就使得南北关系不仅没 随着冷战的结束以后全球化的深入发展而有所改善，而且南北差距还进一步扩大，南北之间的等级结构进一步凸显。南北矛盾也随着南方国家的日益贫困化和边缘化而有所激化。南北关系不容乐观。     

Comic Relief: Using Political Cartoons in the Classroom

Political cartoons are an excellent classroom tool to build students' critical thinking skills, to generate lively classroom discussions, and to get students excited about politics. Cartoons should be treated as serious commentary on political affairs. Interpreting a cartoon requires that the viewer be familiar with current issues and debates, savvy about the cultural context, and capable of analytical judgments. This technique capitalizes on the visual learning style of many students and interjects an added interactive dimension to classroom discussions. This article discusses some of the challenges of using cartoons in the classroom, including where to locate them. The text is accompanied by several representative cartoons.     

多极化、全球化、多样化和国际关系民主化——略论江泽民国际战略思想

江泽民根据冷战后国际局势的变化，提出了一系列具有创新意义的国际战略思想。他指出当前世界多极化和经济全球化趋势是不可阻抑的发展潮流，为世界的和平与发展带来了机遇和条件；认为世界是丰富多彩的，各国明具有多样性，我们必须尊重和维护世界的多样性，侣导各国发展模式的多样化和国际关系民主化。江泽民的这些国际战略思想对于我国第三代领导集体成功处理多变的国际关系起到了重要的指导作用。     

新时期中法经贸关系现状及发展前景

中法经贸关系是两国全面伙伴关系的重要组成部分。法国目前为中国在欧盟的第4大贸易伙伴、第2大技术引进国和欧盟第3大对华投资国,但仍潜藏着一些制约中法双边经贸合作进一步发展的因素。文章认为从发展眼光看,中法两国经贸合作都极具潜力和发展前景。     

中国外交的三维发展

中国外交近年来的发展变化呈现三维的特点:在空间上从总体外交向立体外交发展,公共外交日益突出;在平面上务实地确立对外关系中重点、基础和首要的格局;在时间上与时俱进,适应形势的变化,有了一些新的发展。但是从时间维度看,一些外交行为和公众观念仍然受到某些旧政策惯性的影响,摆脱其影响,才能更好地与时俱进。     

The role of public relations in non‐electoral participative democracy: a case study examining the effectiveness of district assemblies within Tameside Metropolitan Borough Council

This paper is concerned with how local councils might bring about the renewal of local democracy, and in particular, to the extent to which public relations might contribute to the process of renewal. To begin, the public policy literature is reviewed to investigate the concept of participatory democracy and its application in the UK. The role of local government public relations is then discussed and to the extent to which the concepts of public relations and local public participation are linked. The paper then goes on to describe and critically evaluate one particular case where a public relations strategy was used to effect participatory democracy through local forums or ‘district assemblies’. In the case of Tameside Metropolitan Borough Council, district assemblies were found to be successful examples of deliberative forums in achieving participatory democracy. They were well publicised and encouraged participation, and people thought that they made a difference to their community. However, the research raised questions surrounding the extent of community representation at district assemblies (including the publics targeted); and inclusivity in the structure and organisation of the meetings. The case raised the issue of power inequalities which public relations efforts alone cannot resolve in the democratic renewal project. Copyright © 2003 Henry Stewart Publications

本文从郑和远航以前的中非关系、郑和远航与中非关系以及郑和非洲之行留下的疑问等三个方面探讨了郑和远航在中非关系史上的意义.中非关系源远流长,郑和远航将这一关系推至一个新的巅峰.在郑和之行与非洲的关系上,作者就郑和非洲之行的肇始、航线、结果、影响与意义阐述了自己的看法.作者认为,郑和的非洲之行至少在6个方面留下了疑问,这些问题都在待于在今后的研究中寻求答案.
