近年来,我国生产性服务业正在以服务经济为主导的产业结构中快速迈进,诸多生产性服务中间投入要素也正向制造业融入,二者已进入互动发展阶段。文章立足于社会资本和社会网络关系理论,深入研究了生产性服务业与制造业在不同技术创新互动阶段下,社会资本决定的网络主体强弱关系对企业选择技术创新模式的行为影响,并结合中国塑料城塑料研究院有限公司近年来的技术创新进行了案例分析。由此获得的结论是:制造业是服务业发展的前提和基础,生产性服务业是关联制造业体系的重要补充,服务业体系的发展必然依托于制造业强有力的技术创新;互动发展中的网络主体强弱关系与技术创新模式存在一定相关性,弱关系促进探索式创新,强关系促进利用式创新;不同互动阶段,技术创新也存在不同特征,并具有协同演化趋势。  相似文献

The formation of informal groupings of states is a manifestation of the global shift in economic power. One such a grouping is the BRICS, consisting of Brazil, Russia, India, China and South Africa, which stands out for its importance due to its economic weight, its coverage across continents and the numerous internal differences. The BRICS have collectively flexed their muscle and expressed their intentions to extend their cooperation at the United Nations (UN). Proposals in the United Nations General Assembly (UN GA) take the form of resolutions, which can be written and co-written by the UN member states. This so-called sponsoring of resolutions is a way to push agenda items forward. Using a large-N network analysis, we examine the patterns of co-sponsorship of the BRICS of resolutions adopted in the UN GA plenary sessions. We find that the BRICS cooperate on fields such as economic issues, however, they do not form a coherent bloc when it comes to resolution sponsorship. These results raise the question in what way the BRICS actually cooperate at the UN level.  相似文献

One of the central ideas of liberal democracy is to ensure broad-based citizen participation in the governance process that goes beyond simply voting. However, evidence shows that on many occasions it has been failing to do so both in the developed and developing countries. As such, this paper, based on an empirical study, analyzes the scopes, forms, and nature of citizen participation in the urban local governance process in Bangladesh. It is found that citizen participation has been nominal in the local governance process due to a number of social, political, and institutional factors, for example, electoral politics, limited citizen’s accesses to various decision-making bodies, the existence of clientelistic politics and the presence of a weak civil society.  相似文献

摘 要;随着互联网的普及,网络谣言也开始广泛传播,不仅给社会稳定、经济发展和人民群众的生产生活造成了诸多危害,而且使政府公信力面临严峻的挑战.本文概述了网络谣言的基础理论,分析了政府规制网络谣言的必要性、可行性,并结合域外治理网络谣言的经验,探讨了我国治理网络谣言的法治路径:即提高政府责任意识和服务意识,推动政府信息公开发布;疏通公众权利救济渠道,将社会矛盾解决在萌芽状态;明确界定言论自由和网络谣言的边界,不枉不纵治理网络造谣等不法行为;严格网络监管,将制造网络谣言与公民个人信用记录挂钩以及强化网络服务提供商的责任和义务.  相似文献

As the theoretical and practical interest in policy networks increases, so does the need for further research into how, and based on what rationales, actors within a policy subsystem engage in interorganizational collective action and form political coalitions. The aim of this paper is to continue the search for explanations for coordination and coalition structures in the setting of Swedish carnivore policy. Based on the Advocacy Coalition Framework (ACF) and a previous case study within the same policy subsystem, the study investigates a set of hypotheses regarding actors' coordinating behavior and the defining elements of coalitions. The empirical analysis indicates, in support of the ACF, that perceived belief correspondence is a better predictor of coordination than perceived influence. Moreover, the explanatory power of empirical policy core beliefs in general, and normative policy core beliefs in particular, is further reinforced, while deep core beliefs seemingly do not influence coalition structure. The relevance of more shallow beliefs for coalition formation cannot be dismissed and therefore calls for additional research.  相似文献

This paper asks why an officially unregulated market in pharmaceuticals in a least developed country, Djibouti, behaves as if it were strictly regulated, with limited access to a small number of high‐cost drugs. We use Actor‐Network Theory (ANT) to show that the explanation is more complex than critics of the international pharmaceutical industry have supposed. Regulation and property rights generated in developed countries have become embedded in the drugs and “black boxed” to the point of invisibility. This has allowed them to travel to Djibouti with the drugs, while maintaining their effects in action. This case study develops our understanding of the way in which materials that are not designated as regulatory agents may still have regulatory impacts through their ability to enrol complex networks of actors, rules, values, and practices. Finally, it argues against the notion of law as a fixed and distinctive space for action, as opposed to the ANT vision of a fluid and contingent order, where law is part of a socio‐technico‐legal alliance that happens to achieve certain effects.  相似文献

自上世纪90年代后期在虚拟网络空间中诞生并发展以来,网络民族主义受到各方面的关注,目前存在将网络民族主义等同于狭隘的极端民族主义,认为网络民族主义是传统民族主义在网络中的表现,网络民族主义是网络时代背景下脱胎于旧有民族主义的全新社会思潮,网络民族主义是网络与民族主义的有机融合等观点。目前网络民族主义正逐步趋于理性化,它依托互联网的传播特征,对传统民族主义、爱国主义,甚至极端民族主义、民粹主义等思想进行有机整合,并具有区别于传统媒体下思想的鲜明特色。  相似文献

网络舆情系统是通过自组织使各子系统协同作用从而使系统演化为具有一定有序程度的耗散结构.网络舆情系统熵变揭示了舆情的演变过程,构成舆情系统的四个因素(噪音)决定了熵值大小,也即系统的有序度.因此我们在舆情导控上不但要把握好处理的时间点,同时也要把握好处理的关键点.  相似文献
