关于机关党组织加强执政能力建设的思考

新世纪、新阶段党的执政能力建设面临新的挑战和考验。机关党的建设直接关系党的执政能力建设,机关各级党组织要适应执政的需要,明确加强党的执政能力建设的根本要求、核心内容和具体要求,结合机关的实际,大力拓展机关党组织加强执政能力建设的新途径,切实把加强党的执政能力建设贯穿于思想、组织、作风和制度建设的各个方面和全部过程,不断推进党的建设新的伟大工程。     

There’s an app for that: Modernizing domestic violence support through the creation of new technologies,tools, and services

With domestic violence (DV) at an all-time high, police departments are drastically underutilizing technology to combat DV. Currently, New York police departments complete a “Domestic Incident Report” at the scene of domestic incidents but fail to adequately facilitate support services. New York State should mandate a services component into police DV protocols, specifically by commissioning: (1) an application linked to DV organizations presented at the scene of domestic incidents; and (2) a gateway application to refer victims to the correct services. Such tools would allow for the rendering of more efficient support to DV victims in times of immediate crisis.     

Vicarious Trauma in Child Welfare Workers: A Study of Organizational Responses

Child welfare is provided within an organizational context that both supports and thwarts the efforts of workers and administrators to meet the myriad of goals established by federal, state, and local regulation and professional bodies. As the field moves toward trauma-informed services for children and families (Ko et al., 2008 Ko, S. J., Ford, J. D., Kassam-Adams, N., Berkowitz, S. J., Wilson, C., Wong, M., Brymer, M. J., &; Layne, C. M. (2008). Creating trauma-informed systems: Child welfare, education, first responders, healthcare, juvenile justice. Professional Psychology: Research and Practice, 39(4), 396–404.[Crossref], [Web of Science ®] , [Google Scholar]), the effect of trauma on workers has received less agency attention (Middleton &; Potter, 2015 Middleton, J. S., &; Potter, C. C. (2015). Relationship between vicarious traumatization and turnover among child welfare professionals. This exploratory, qualitative study examines the level of knowledge administrators have regarding vicarious trauma and probes the organizational responses of public child welfare agencies to the vicarious trauma experienced by workers.     

我国现阶段黑恶犯罪组织的特点、危害及防范对策

本文分析了我国当前黑恶犯罪组织的发展阶段、特点和危害,并深入探索和总结了打黑除恶工作的对策和经验。     

论我国黑社会性质犯罪组织的新特点

黑社会性质犯罪组织处于黑社会犯罪组织的初级水平．具有严重的社会危害性。黑社会性质犯罪组织的存在与发展,既受一定社会的经济、政治、人文历史文化等因素的影响和制约,又有自身的特点及规律。在当前形势下,我国罴社会性质组织除具有专业化、职业化、集团化、暴力化等特征之外。还具有一些新特点。文章从若干方面对这些特点作了分析。     

Repositioning urban bias: Non-state providers' use of spatialised networks in Bangladesh

Urban bias theory predicts urban areas of developing countries receive disproportionately more resources than rural areas due to their concentration of numerically large, politically important “vote banks.” This has not been the case in Bangladesh. This study finds that this variation occurs due to non-state providers (NSPs) changing the landscape of resource allocation. Operating on the premise that state control leads to more services in urban areas, urban bias fails to account for NSPs as critical service providers. Employing a grounded theory strategy to explore urban-rural dynamics in service provision and to build on urban bias theory, this research highlights interactions between state and non-state actors. It argues that spatialized political networks, networks of formal and informal leadership more difficult to access in urban areas, influence the locality of service provision. Though NSPs recognize increased need in urban areas of Bangladesh, their interventions in those areas remain peripheral due to differing structures of government accountability and differing levels of community acceptance facilitating these networks. The need for NSPs to adapt their activities to restrictive governance mechanisms reflects the changing space for NSPs in the context of semi-democratic regimes.     

Accountability Standards for Nonprofit Organizations: Do Organizations Benefit from Certification Programs?

Stakeholders are demanding nonprofit organizations (NPOs) continually improve and work effectively in an ever-changing environment. While there are many ways to approach this operational challenge, this paper examines the impact of acquiring an accountability certification, specifically the Standards for Excellence® Certification. Using a sample of 102 NPOs that have received the Standards for Excellence certification, we find that the certification is associated with increases in public support relative to a control group that did not receive the certification. These results suggest that some stakeholders favorably respond to the certification process, and NPOs can realize tangible benefits from becoming certified.     

非公有制经济组织党组织建设现状及对策

加大在非公有制经济组织中党建工作的力度是党的十八大提出的重要课题。创新非公有制经济组织党建工作,一要正确把握新形势下非公有制经济组织党组织建设现状。二要剖析非公有制经济组织党组织建设存在的问题及原因,即思想认识不够统一,党建工作开展不够深入;企业历史发展厚重不一,党建工作开展不够平衡;党员流动性大,党组织不稳固;政策支持激励不够,党建工作创新动力不足等。三要提出加强非公有制经济组织党建工作的对策。     

台湾义工组织发展的法律分析与制度借鉴

发展现代义工组织对构建和谐社会具有重要的作用。文章用法律的视角剖析台湾地区义工组织的发展特点和模式,提出在制度和组织运作方面应借鉴和学习台湾地区义工组织的先进经验,以期进一步完善大陆义工组织的发展思路。     

How Does The Charity Law Respond to Commercial Activities of Charity Organizations?

As commercial activities of charity organizations become increasingly popular, the behavior boundary of charities has changed, and accordingly a blank in supervision occurs. However, The Charity Law in China has not given any response to this phenomenon. In combination with the present situation of the domestic charities and experience of foreign legislation, this paper summarizes the different types of charity activities through typology analysis and proposes the key points to design the rules, then gives suggestions accordingly.
