Health,Poverty and Service Use Among Older West Indian Women in Greater Hartford

SUMMARY

This study brings to light the phenomenon of aging in the West Indian migrant community in the United States. It presents the results of a cross-sectional exploratory survey of 107 community-dwelling West Indian women aged 55 years and over living in the Greater Hartford region of Connecticut. The data analysis reveals positive self-reports of health and few limiting or disabling conditions. However, there is substantial income inequality, a negative relationship between age group and income and limited use of services among those women most likely to require them. The findings suggest that some of the qualities which contributed to West Indians becoming the “Black success model” in the U.S. may be counterproductive for successful aging. A community-based strategy for addressing these issues is outlined.

通过对辖区内餐饮服务业态现状分析,针对性地进行对策研究,推动辖区内餐饮服务业的依法监管和规范发展。结合工作实际,分析餐饮服务业态分布、管理现状和存在问题,提出意见和建议。加强卫生监督中的关键环节控制,强化从业人员培训,进一步推行量化分级管理,加大处罚力度。充分发挥行业自律、社区自治与卫生监督执法相结合的作用,细化政策环境与监管职责,进一步探讨综合执法与卫生监督双赢模式建立。     

Geographical access to treatment for sex offenders under community supervision in Kentucky

Abstract

As sex offenders are probated or paroled into the community, sex offender treatment and monitoring is often a condition of their release. In Kentucky, sex offenders are required to participate in community-based treatment for two years or more. However, some sex offenders are disadvantaged in accessing mandated treatment. This is a result of decisions concerning the placement of treatment programmes, the sex offenders' preference to return to communities where they can rely on family and other indigenous support networks, and some statutes (e.g. sex offender registration and residency restriction laws). This study utilises spatial methodologies, including an origin–destination (OD) matrix, to determine the time, in minutes, that sex offenders travel to sex offender treatment providers and non-spatial ordinary least squares (OLS) regression techniques to determine the association between family, neighbourhood and community characteristics on sex offenders’ travel time to treatment. Findings suggest that there is substantial disadvantage in treatment access, measured by travel time, for sex offenders who live in impoverished rural communities.

医院内部调解是在医疗纠纷解决过程中发挥重要作用但往往被人们忽略的一种有效调解形式。以调解的正当性要求审视,医院内部调解可以在符号、语言、程序和关系网络等方面实现调解的中立要求,也可以在治疗型调解和教化型调解中满足调解的合意要求,这证明了医院内部调解的可行性。实践证明,医院内部调解可以较大提高纠纷的终结力,提高医患双方对解纷的满意度,还能有效维护医疗秩序和提高医疗质量,这证明了医院内部调解的可及性。     

PUBLIC ADMINISTRATION REFORM IN POST‐CONFLICT SOCIETIES: LESSONS FROM ACEH,INDONESIA

Post‐conflict reconstruction programs increasingly include components designed to strengthen the performance of the public service and to support public sector reform. Although there is a growing body of literature on the relationship between public administration, and peace and development, there have been few case studies of donor efforts to strengthen public administration as part of post‐conflict reconstruction. This study examines efforts to strengthen the civil service in Aceh, Indonesia, following the province's first post‐conflict elections in 2006. It examines the impact of a donor‐funded program designed to assist Aceh's first post‐conflict administration (2007–2012) to reform its personnel management practices. The case study sheds light on weaknesses in current donor approaches to public administration reform in post‐conflict situations. Copyright © 2012 John Wiley & Sons, Ltd.

新型农村合作医疗制度自2003年试点以来,农村参合人数稳步增长,参合率不断提高。豫北L市在推进新农合过程中取得了可喜的成绩,呈现出先抑后扬的发展态势。认真分析其变化的特点、原因不难发现,新农合制度作为一项惠农政策,本身具有诱致性特征,其落实成效与制度环境、制度运行、制度对象的实际情况有着极为密切的关系。在新农合广受欢迎的现阶段,制度自身存在的一些深层次问题还有待进一步解决,应推动该制度不断优化和完善。

‘I am an American’: protesting advertised ‘Americanness’

How are citizenships and nationalisms constructed, connected, and contested in the post-9/11 USA – performatively, affectively, and visually – and how do their relationships figure ‘Americanness’? This article takes up this question (1) by tracking how Americanness was advertised in the American Ad Council's ‘I am an American’ campaign and (2) by introducing the multimedia project ‘I am an American’: Video Portraits of Unsafe US Citizens, which engages the Ad Council's campaign as a practice-based protest of the Ad Council's advertised ‘Americanness’. The article traces how the Ad Council's campaign advertises what Evelyn Alsultany calls ‘diversity patriotism’. It also constructs a complex, mobile system of differentiation that marks some citizens as ‘safe’ and others as ‘unsafe’, which runs counter to the idealized notion of a unified ‘Americanness’ that it advertises. The article then examines how the practice-based protest project ‘I am an American’ takes these ‘unsafe citizens’ – US citizens who either will not or cannot make their differences normatively conform to the national ideal of the ‘One’ composed of the ‘Many’ propagated by the Ad Council's campaign – as its point of departure to reflect upon how citizenship protests function for and against citizenship, nationalisms, and various figurations of Americanness.     

检察机关参与社会管理创新的路径--以法律监督实践为视角

社会管理与检察工作密切相关,既是检察机关履行职责的重要内容、发挥职能的重要领域,也是检察机关必须承担的重要社会责任。检察职能具有多样性,参与加强和创新社会管理的路径也有多种。根据法律规定和检察实践,以执法办案为依托,完善检察环节的各项工作机制,配合相关部门深化犯罪预防、制发检察建议、完善行政执法与刑事司法衔接机制、参与社会管理综合治理、参与“两新组织”和虚拟社会的服务管理,是检察机关参与社会管理创新的有效路径。     

非法行医罪主体的实质解释

犯罪主体的认定可以说是非法行医罪中最为复杂的问题,立足于实质的解释论,将"未取得执行资格"解释为未取得医师执业资格证书,遵从了目的解释的方法,不仅可以解决"三超行为"、美容师、医疗机构开办者、见习医生等情形的认定问题,还可适用于乡村医生、单位挂靠医疗机构、个人家中行医等行为的具体认定,从而平衡保护社会公共卫生秩序与保障个人权利之间的关系,为非法行医罪的争议问题提供一条可行的解决路径。
