In the 1990s, efforts were launched in the Republic of Sakha (Yakutia) in the Russian Federation to support the revival of Sakha (Yakut) language education. This interdisciplinary study examines the evolution of school-based Sakha language education in the city of Yakutsk over a 25-year period beginning with the launching of the first reforms in the 1990s. Language education reform in the capital city has been shaped by a dynamic interplay between federal, regional, and local factors. Grassroots social and cultural activism continues to play a key role in school-based language revitalization in Yakutsk, influencing how policies have been received and implemented at the local level. Local community stakeholders are working together to counteract federal education policies, which direct school resources away from minority language education. This case study shows that the Sakha (Yakut) language revival has taken root in the capital city, and it provides important evidence that civic activism continues to develop in urban areas of the republic. 相似文献

Both during and since the 2016 referendum on the UK's membership of the European Union, concerns were raised as to the absence of contingency planning within Whitehall. This situation was in direct contrast with 1975, when extensive planning took place for the possibility of a vote to leave the European Community. However, there has been little in the way of detailed analysis of the contingency planning undertaken in 1975. Using archival evidence of the Wilson government's preparations, this article highlights the complex challenge that withdrawal would have posed for the UK in 1975, the tensions that existed between the political imperative for a swift withdrawal, in the event of a leave vote, and the civil service's concerns as to whether such a withdrawal was deliverable. Finally, it shows how dependent the UK's position would have been on the approach taken by the other members of the EC. 相似文献

The study of the relationships among social agency, spatial practices, and political power opens new directions for empirical
inquiry and theorization of current modalities of sovereignty. Yet, recent research has overemphasized external variables,
such as globalization and international forces, as conditioners of sovereignty and state power, with diminished attention
on national and local realms. In the following article, I investigate state power beyond the limits of its official boundaries,
by examining how intruder states produce, manage, and sustain effective authority over occupied territories and populations.
I use the example of the Israeli occupation in the West Bank to demonstrate how such cases of political authority are based
on fragmented sovereignty: comprised of multiple, localized, and relatively autonomous cores of power, instead of an all-encompassing structural and
centralized modality of control. I propose that fragmented sovereignty is shaped and operated through the increasing autonomous
power of ground level state agents and in the ways spatial perceptions and practices are interwoven into localized political
processes.

The article examines the process whereby government and business elites have driven the expansion of London airports, particularly via the mode of the establishment of an ‘independent’ commission, the Davies Commission (2012–2015). It addresses the strategic framing of airports planning, including the role of National Policy Statements, and the nature of the consideration of the planning applications for consent to develop. Temporal and geographical dimensions are analysed, showing how central to the UK state project is the expansion of the southern English / Greater London core, with associated infrastructure geographies. It concludes that corporate and state power may well achieve the desired expansion of airport capacity in the London region, overriding environmental and other non‐commercial considerations. However, there are tensions in the dominant state and business model, given an apparent commitment to carbon emissions reduction and other air quality goals, as well as to minimising the costs to the public sector which airport expansion is likely to generate. 相似文献

In 2006, the South Australian government undertook the largest consultation ever to take place in the state. Over 1600 South Australians were involved with the consultation on the revision of South Australia's Strategic Plan (SASP). This ‘big‐picture’ consultation was a significant attempt to connect with, and gain feedback from, the South Australian ‘community’ on the Rann government's vision for the state. This article is the first formal evaluation of the 2006 consultation on the SASP. To critically evaluate the consultation process, this article uses Pratchett's framework which examines participative processes through the two principles of responsiveness and representativeness. The article concludes that the state government's rhetoric about the success of the consultation obscures a number of deficiencies and tensions that underpinned the consultation process. This critique of the South Australian consultation provides some key insights for the current trend for strategic planning at the state level in Australia. 相似文献
