构建和谐军营人文环境刍议

良好的军营人文环境是贯彻落实科学发展观、促进官兵全面发展的重要条件。当前应通过营造催人奋进的军营思想文化环境,平等友爱、团结互助的良好人际环境,健康和谐的心理环境,人才脱颖而出的制度环境,陶冶情操、美化心灵的营院环境,加强和谐军营人文环境的构建,促进官兵全面发展。     

Financial Literacy and Retirement Planning among Government Officers in Malaysia

ABSTRACT

This study examines the level of financial literacy, financial behaviour and retirement planning behaviour and its dynamics among Malaysian government officers involving 320 employees working in the federal government administrative centre in Putrajaya and Kuala Lumpur using a questionnaire. Findings show high level of financial literacy, good financial behaviour but a mediocre in retirement planning behaviour, and only education and personal income positively influence financial literacy. Age and gender of officers do not influence financial literacy. Furthermore, financial literacy does not correlate with retirement planning and neither does it mediate the relationship between financial behaviour and retirement planning.     

Variation in the perception of desired qualities of police officers among trainees and senior police officers. Insights into the process and efficacy of police training

Police training is the process of imparting knowledge, skills, and values to police personnel. The study analyses a survey data on the perception of trainees and senior experienced officers regarding desired professional qualities in police officers. There is a high degree of congruence, in the assessment of values which are important for police, among the two groups. There are also differences among the two groups regarding the evaluation of the importance of interpersonal skills and human qualities. The study attempts to explain the similarities and the differences in perception by examining the conservative and innovative nature of police training, and the role of experience in developing an appreciation of human qualities. The study underlines the importance of police training as a mechanism to maintain the stability of operations in the organisation and its pivotal role in bringing about change in the police.     

Crime control in the sphere of information technologies in the Republic of Turkey

Cybercrime is considered an issue of both local and global concern. Therefore, this study focuses on the local experience in cybercrime control of different countries, including the Republic of Turkey. The article discusses issues in cybersecurity policy and analyzes the legislative framework of the Republic of Turkey on cybercrime issues. The findings underlie the continuing education policy for cybersecurity employees. The study concludes that Turkey handles the current cybercrime situation with efficiency.     

Correctional officers and the use of force as an organizational behavior

During the past 30 years, bureaucratic managerialism has reshaped how prison staff maintain order. Policies and graduated disciplinary models have replaced coercive methods, reducing disciplinary use of force by prison staff against incarcerated people. Managerialism, however, disguises deep problems in the interpretation and enforcement of use-of-force policies. Drawing on 131 semistructured interviews with Canadian correctional officers (COs), I show how managers and prison staff interpret and negotiate policies to justify using force to maintain order. Although COs frame policies and management supervision as significant checks on their actions, they also suggest that inconsistencies in policy interpretation and implementation facilitate certain kinds of use-of-force decisions, which I define as “construction” and “outsourcing.” I conclude by discussing the broader organizational implications of these findings.

论警察正当执法权益及其保障

近几年,公安机关的人民警察在执法过程中,经常会受到犯罪嫌疑人及不明真相群众的侮辱、谩骂甚至袭击和围攻,不仅严重侵犯了警察的正当执法权益,而且直接影响到公安机关打击犯罪、维护治安、保护人民群众生命财产安全职责的正确履行,影响到公安机关的执法形象和公安民警的家庭幸福,因此,必须采取切实可行的措施,保护警察的执法权益。
