Media Influence on Citizens’ Government Trust: A Cross-Sectional Data Analysis of China

This study explores how media affects citizens’ government trust in modern China. Detailed analyses of the survey data found that Chinese official media has a positive effect on government trust, and the growing social media has been becoming a major threat to it. Further validation of the multiple mediation model shows that the post-materialist values, performance evaluation, and their continuous multiple role serve as bridges between the positive effect of official media on government trust. Although the similar mediating factors also exist between the negative influence of social media on public trust in government, their mechanisms and effects are quite different. Compared with the role of cultivating and guiding values, the propaganda effect of official media on government performance play a more important role in enhancing citizens’ trust in government, while the acceleration of public value transformation is the main source of decline in government trust brought by social media.     

When Abuse Happens Again: Women's Reasons for Not Reporting New Incidents of Intimate Partner Abuse to Law Enforcement

Although most women abused by intimate partners experience a patterned behavior of abuse (by either the same or new partners), little is known about their decision making regarding whether to call the police for subsequent abuse. The current study found that 90 percent of women who had encountered the criminal legal system for previous intimate partner abuse victimizations did not contact the police for some or all recurrences. Qualitative analysis was conducted among a sample of 102 women regarding their reasons for not re-engaging the legal system for subsequent victimizations. The results suggested 5 overall reasons as to why women involved with the criminal legal system choose not to engage the system again.

"吏治"是一个古老而又严肃的话题,封建社会的"吏治"是天子驾驭群臣,安抚皇家"江山社稷"以维护皇权统治的重要内容,也是后世史学家评判历代"明君"和"贤臣"治理绩效的重要方面。在社会转型、经济转轨和建设有中国特色社会主义的今天,"吏治"腐败问题影响着国家政治、经济、社会的稳定和发展以及公民生活的各个方面,党和政府"立党为公、执政为民"的公信力面临严重挑战和威胁,如何走出"吏治"困境,突破"吏治"瓶颈显得尤为重要和紧迫。"吏治"腐败实际上是公共行政伦理失范而产生的公共权力私用的异化行为。从公共权力的异化和制约角度分析探讨,对认识和应对中国"吏治"的困境问题意义重大。     

论问责官员复出机制的构建——兼谈《关于实行党政领导干部问责的暂行规定》

伴随着问责制的常态化,问责官员的复出成为一个不可回避的问题。目前,我国问责官员复出的两大特点就是无序性和隐秘性,严重损害了问责制的严肃性和权威性,究其原因,主要是法制的缺位。《关于实行党政领导干部问责的暂行规定》的出台,在一定程度上弥补了之前的不足,但仍然不够健全和完善,应构建问责官员复出的科学机制:一是对问责官员进行分类管理;二是健全问责官员的跟踪、考评机制;三是完善公开、公正的官员复出程序;四是建立违规复出责任追究机制。
