2010年6月2日,韩国在全国范围内进行地方选举,此次地方选举是1991年韩国重新实施地方选举以来的第六届。在以往的地方选举中,获胜的往往是在野党,而此次地方选举也沿袭了这一趋势,作为第一在野党的民主党人士占据了地方自治团体长和地方议会的大部分席位,这预示着当前的政治版图将发生巨大的变化。大国家党在选举中落败的一个原因正是在于公推制度的弊端,因此,本文将以该问题为切入点深入分析6.2地方选举的结果及其预示,以期为地方选举制度中存在的问题提供有益的改善方案。  相似文献

This study examined the effects of variations in acculturation and gender on identity processes and outcomes. Three hundred fifty-seven students at a culturally diverse university completed measures of identity processes (exploration, commitment, and identity style) and outcomes (identity status). The generalizability of the underlying identity processes across contextual variations was ascertained by evaluating the consistency of factor solutions across immigrant generation and gender. Results suggested that the processes underlying identity development are consistent across variations in acculturation and gender. Supplemental analyses revealed effects of acculturation and gender on the extent to which individuals utilized various identity processes and manifested various identity outcomes.  相似文献

Examined the outcome of a mentoring program aimed at minimizing conduct problems for young adolescent children at risk for delinquent behavior. The program was designed to give an alternative, prosocial role model for children with a history of rule-breaking and acting out behavior in school. Thirteen mentors attended weekly supervision sessions and were responsible for working with 1 at-risk child for 15 h per week. Both parents and teachers assessed behavior change at 4 intervals. Mentors and mentees also completed several evaluations of the program. The parent-report indicated significant decreases in both internalizing and externalizing behavior in the mentees during and at the end of the program. However, no significant changes were found for teacher-reported behavior. The mentors indicated that participating as a mentor enhanced their learning about children and further directed their educational goals. Implications of the effectiveness of mentoring are discussed.  相似文献

Restorative justice and its related terms moved from the background of ancillary sessions to the floor of the United Nations Congress. This article documents and discusses the transfer of local policy to the international arena using the UN forum and restorative justice as a case study. First, a historical timeline traces the three influential forces, (1) the United Nations forum, (2) the non-governmental organization (NGO) activities, and (3) the individual Member States’ activities, behind the restorative justice movement onto the UN agenda. An integrated modification of Blumer’s process of collective problem definition is used as a framework to analyze the policy formation. Finally, the context of how future researchers may make use of the process is analyzed by comparing the traditional research development framework to Blumer’s policy framework. A need for wide spread implementation and outcome evaluations are needed as the policy is implemented is among the key findings.  相似文献

This paper presents a theoretical framework for the integration of distributive and procedural justice in positive and negative outcome allocations. The framework consists of seven basic assumptions, seven propositions, and seven groups of interrelated hypotheses. The expected outcome offers a coherent program for future justice research based on the realization that distributive and procedural aspects of fairness cannot be meaningfully treated (1) in isolation from one another, and (2) without taking into account the valence of the allocated outcome. The framework should also reveal the need to reassess existing distributive and procedural justice study conclusions that neglected to examine the interactive effects of the allocation outcome (distribution) and the procedure and the outcome valence.  相似文献

A questionnaire administered to a University sample of 245 female victims of sexual child abuse and 750 nonvictims attempted to determine whether abuse is related to poor adult social and psychological adjustment. The instrument consisted of three outcome measures of adjustment, variables directly related to abuse, perceived satisfaction with early family life, and demographic data. Only one of the outcome measures — the Texas Social Behavior Inventory — yielded a statistically significant difference between the samples. There was a steady, significant and progressive increase in maladjustment between the nonabused, the nonincestuously abused and the incest victims. When controls were applied for levels of satisfaction with early family life, differences between the abused and nonabused samples disappeared. Those abused as children who reported good treatment by parents exhibited no ill effects as adults on the TSBI.  相似文献

What role do justice institutions play in autocracies? We bring together the literatures on authoritarian political institutions and on judicial politics to create a framework to answer this question. We start from the premise that autocrats use justice institutions to deal with the fundamental problems of control and power-sharing. Unpacking “justice institutions” we argue that prosecutors and ordinary courts can serve, respectively, as “top-down” and “bottom-up” monitoring and information-gathering mechanisms helping the dictator in the choice between repression and cooptation. We also argue that representation in the Supreme Court and special jurisdictions enables the dictator and his ruling coalition to solve intra-elite conflicts facilitating coordination. We provide several examples from Mexico under the hegemonic system of the PRI and of Spain under Francisco Franco, as well as punctual illustrations from other countries around the world. We conclude by reflecting on some of the potential consequences of this usage of justice institutions under autocracy for democratization.  相似文献

ABSTRACT

This article contributes to conceptualizations of the pedagogical state by analyzing judicial spaces, beyond the courtroom, as key sites of citizenship formation. I explore pedagogical sessions organized by a judicial structure in France, whose geographical proximity to seemingly non-integrated populations in the banlieue allows it to teach them the laws, rules, and institutions that support citizenship. I argue that the pedagogical court seeks to construct governable ‘passive ordinary citizens’ whose main duty is to embody and practice the basic rules of socialization – respect for others and the rule of law – in their ordinary lives as a strategy of crime prevention. In that sense, courts are able to redefine not only the procedural but the substantive elements of citizenship as well.  相似文献
