地方民主与公民参政的法定化制度化

我国宪法和法律规定了人民行使国家权力的基本形式,但长期以来,有关这方面的立法比较滞后;现实生活中,公民行使民主权特别是直接民主权缺乏法律保障,参政形式比较单一。按照党的“十六大”提出的“丰富民主形式”的要求,应研究实行地方民主,特别是直接民主的有益形式,建立健全地方民主和公民参政的法律机制。

政治文明建设与公众参与是有机统一的,政治文明的发展要求不断地扩大公众的参与。不断提高公众参与意识和健全公众参与机制,推动政治文明的建设和发展。     

Does China’s middle class think and act democratically? Attitudinal and behavioral orientations toward urban self-government

In the West, the middle class has been considered a potent agent of the sociopolitical transition toward democracy and the cornerstone of democratic rule. Does a middle class in China think and act democratically and hence serve as the harbinger of democratic change in that country? This study attempts to answer this critical question by examining the attitudinal and behavioral orientations of middle-class individuals toward grassroots self-government in urban China. It is based on data collected from a representative-sample survey conducted in Beijing. The findings indicate that China’s middle class expects grassroots self-government to be formed in a democratic way; yet the middle class is critical of the currently-implemented self-government system because it is not organized as democratically as they expect, and therefore the middle class is less likely to participate in the system. These findings have significant implications for the role of the Chinese middle class in the democratization of China.

公民参与公共政策是实现公民政治权利的过程,公民参与在政策的制定、实施、评估、监督和控制各环节中都可实现。有关公民参与公共政策在质量、成本、秩序、条件等方面存在问题的看法是片面的。     

对欧洲青年非政治化的质疑

对欧洲青年价值现、法国青年参与国家选举情况的大量调查,没有发现任何青年“非政治化”的倾向。事实上,由于某些政治家个人声誉等因素的影响,青年参与国家选举的人数的确在下降,但同时也应注意到,一些体现公民参与政治的其他表现形式近几年来有了一定程度的发展。     

Convergence Criteria for Participation in the Flexible Mechanisms of the Kyoto Protocol

We suggest a multi-layered system of three convergence criteria – similar to those used in the run-up to the European monetary union – that define the notion of "demonstrable progress" towards reaching the emission commitments under the Kyoto Protocol. These are the existence of an independently evaluated national emissions inventory, the level of domestic policies and measures, and the quantitative convergence of emissions towards the Kyoto target. While the first of these criteria constitutes a necessary condition for use of the Kyoto Mechanisms, the other two should determine the degree of participation allowed for any given Annex I country.     

物质世界的消极冷漠与网络社会的积极主动——中国青年政治参与的两面性分析

相对于传统的物质世界，网络社会是一个全新的、数字化的社会。当代中国青年的政治参与在这两个社会形态中，呈现出消极冷漠和积极主动两种截然不同的态势。对青年政治参与的两极现象我们应该有客观的、清醒的、辨证的认识，以引导青年追求适度的、与政治制度水平相适应的政治参与，这不仅取决于青年政治参与能力的提高，也有赖于政治体制的发展。

网络民族主义的勃兴,是与当代中国社会的深刻变革以及其他社会环境因素的综合效应紧密关联的。它借助网络技术,通过言语行为表达民族主义情绪;它不但以崭新形态备受关注,而且对当下社会生活的影响日益显著,并且已经非自觉地成为我国社会主义民主政治建设的推动力量,尤其在促进公民意识生成、扩大民众政治参与和推动市民社会建构等层面上发挥了独特作用。

本文主要讨论了我国非政府组织的政策参与现状和存在的问题，并从改善非政府组织发展的法律环境，厘清其与政府的关系，提高其运营素质和运营水平，拓宽其政策参与渠道四个方面提出了相应的对策。
