试论传统政治心理对公民政治参与的二重作用

传统政治心理对公民政治参与起着二重作用 ,从正反两方面影响着公民的政治意识、参政意向和参政技能。为此 ,必须培养公民的健康政治心理并探索建构公民现代政治人格的合理途径 ,实现与公民政治参与的良性互动。

政治制度文明是政治文明的规范要求,政治文明是通过政治制度文明的保障来实现的.然而,政治制度文明维护的是男性政治权力的实现,近代妇女参政制度的出现提升了政治制度文明,即促进了性别平等制度的建立,奠定了民主政治制度新框架和重组了政治制度新格局.     

A British Gender Gap? Gender and Political Participation

The Electoral Commission's recently published report Gender and Political Participation captures in a clear and accessible fashion the ways in which gender determines the nature of women and men's political participation in the UK. Analysing existing academic survey research it establishes that there is an overall gender gap in political activism with men more active than women. However, it also finds that there is no gender gap in voter turnout at national, regional, or local elections and that in some political activities, such as signing petitions or boycotting products, women are more likely than men to be active. The report also raises important questions about the consequences - substantive and in terms of legitimacy - of women's lower levels of participation in party politics, and suggests that political parties should ensure that greater numbers of women are elected to our political institutions.

公民参与公共政策存在多方面的原因及背景支持 ,对提高公共政策的质量进而实现其良好的施行效果具有实质性的作用和极其重要的功能 ,可谓公民参与是公共政策的基石。然而 ,履行公民参与也存在诸多现实问题与争议。对此 ,必须深入反思并研究对策 ,以进一步推动公民参与的发展 ,制定出有效的公共政策     

The gender gap in pro-environmental political participation among older adults

Citizens are increasingly concerned with environmental issues and some of them take contentious political actions or adapt their lifestyles to reduce their environmental footprint. Research finds that there is an eco-gender gap in everyday environmental behaviours, with women more active than men. However, studies of the eco-gender gap have infrequently looked at other forms of pro-environmental political behaviours and focused mostly on young people. We contribute to the literature by examining to what extent older women and men differ in a range of pro-environmental political behaviours, using a unique dataset based on a survey of individuals 64 years and older. We find strong evidence of a gender gap in everyday behaviours and political consumerism, but not in relation to contentious forms of political participation. This gender gap in relation to everyday behaviours and political consumerism diminishes with age.     

Distributive and procedural justice in the workplace

The interrelatedness of procedural and distributive justice has implications for organizational practice, especially in the area of performance appraisal. I explore these implications by first describing how procedures can influence perceptions of distributive justice: Procedural improprieties can bring to mind the possibility that a more just outcome might have been obtained if only more acceptable practices had been followed. Next I discuss a second form of interrelatedness — how distributive consequences can influence perceptions of procedural justice — by suggesting that the fairness of a procedure can be assessed in terms of its expected-value (typical or most probable) outcome. These points are illustrated by a discussion of howvoice, or the opportunity for employees to contribute information during the performance appraisal process, can affect both appraisal accuracy and perception of fairness.     

Youth participation in local politics: city councils and youth assemblies in Turkey

The focus of this study is political participation of youth in local politics in Turkey. Since local politics includes elements from both macro politics and mundane affairs, it proves to be a fertile ground to analyse how youth experience politics. Youth participation in local politics became an important issue in Turkey with the Agenda 21. The Agenda 21 that was launched with the UN Rio Summit was transferred to Turkey in the form of Local Agenda 21 leading to the establishment of city councils and youth assemblies under the umbrella of the councils. We treat city councils and youth assemblies as ‘a lost opportunity’ for now, and we ask why the youth cannot be integrated into local politics, despite the fact that they are willing to participate. Based on the interviews conducted with the members of assemblies, we try to understand the factors that lead to young people’s engagement in political life.
