The mass media is conventionally assumed to play an important role in welfare state politics. So far, however, we have very little systematic theorizing or empirical evidence of when and how the mass media reports on welfare state reforms. Building on news value theory and the welfare state reform literature, we develop a set of hypotheses about mass media reporting on welfare state reforms. We argue that mass media attention is conditioned not only by the direction of reforms, with cuts getting more attention than expansions, but also by the election platform that the incumbent party ran on in the last election as well as by the policy reputation of the government. Drawing on a new dataset including about 4,800 news articles in British, Danish and German quality newspapers from 1995 to 2014, we find supporting empirical evidence of our expectations. 相似文献

juridiques, en insistant sur l’importance des notions-clés d’(in)défaisabilité, de présomption, de polyphonie, d’échelle argumentative.
Les premiers linéaments d’une théorie générale de l’argumentation juridique sont ici exposés (1). La théorie en question se
veut topique (raisonnements défaisables) et logique (raisonnements indéfaisables). Face aux théories unidimensionnelles (réductionnisme
logique ou réductionnisme topique) une théorie bidimensionnelle est souhaitable, qui inclue à la fois le traitement des raisonnements
défaisables et indéfaisables. Afin de développer cette esquisse de théorie de l’argumentation juridique, plusieurs notions
sont définies (2): la défaisabilité (2.1), la présomption (2.2), la polyphonie (2.3), les échelles argumentatives (2.4). Enfin,
un tableau général de quelques marqueurs argumentatifs résume les différents r?les que peuvent jouer les arguments dans la
polyphonie du droit (3).

In search of effective control of the police, several countries have created civilian review boards. The Philippines recently
adopted such an approach by establishing the People’s Law Enforcement Board (PLEB). The board is envisioned to enable citizens
to participate in the process of police control. This study examines the perceptions of complainants about the board in a
metropolitan area in the Philippines. Using surveys, the study aims to determine the integrity, legitimacy, and efficiency
of the board as well as the satisfaction of complainants with the review board. The findings suggest that complainants were
highly satisfied with the People’s Law Enforcement Board. Complainants also showed great concern for the legitimacy of the
board and the timely resolutions of their cases. In addition, the study confirms previous studies’ findings on the predominant
influence of case outcomes on complainants’ satisfaction.

Britain’s political parties can be divided into two blocs: a ‘progressive bloc’ of parties on the left/centre‐left, and a ‘reactionary bloc’ of those on the right/centre‐right. In three of the last four general elections, the progressive bloc won an appreciably larger share of the popular vote than its reactionary rival. Yet its greater internal fragmentation has been repeatedly punished under first past the post, leading to what is now over a decade of Conservative‐led governments. This has prompted growing pressure to form a ‘progressive alliance’ between Labour, Liberal Democrats, Greens, and their Scottish, Welsh and Northern Irish nationalist competitors. This article sheds a historical and international light on these demands, examining the difficulties other similar efforts at progressive cooperation have faced across the world. It considers how progressive alliances have previously sought to overcome geographical, ideological, and social divides between their constituent members, and draws some salutary lessons for British progressives today. 相似文献

Scholars have recently shown renewed interest in the study of party-interest group ties. According to previous studies, traditional ties between parties and organized interest are a matter of the past. Globalization, deindustrialization, and neoliberalism have posed serious challenges to their survival. Recent contributions suggest that, while these ties are indeed weaker than before, they have not disappeared. How do parties and groups protect their ties? This paper attempts to provide a partial, though often neglected, answer: their relationship survives when both actors work together to protect it. While previous literature identified regulatory policies, such as ethics and transparency regulations, as detrimental to party-group ties, their introduction is erroneously treated as independent from these ties. Through a comparative case study of the introduction of lobbying laws in Austria, Australia, and Ireland, this paper suggests that parties and groups shape the content of lobbying regulations in such a way to protect their relationship. 相似文献
