根据福州地方档案,考察了国民政府初期福州的台湾籍民数量与从业结构、台湾籍民的不法营业活动和社会犯罪行为。从中可见“台湾籍民问题”的存在,阻碍了福州社会的正常发展,极大地困扰着福建当局的地方行政。由于受制于领事裁判权,福建地方当局只能以外交的方式予以交涉,而无法通过正常的行政和司法手段进行解决。这是台湾籍民问题长期存在的主要原因,制约了当局的社会改造方案的正常实施。

现阶段人民内部矛盾是一个需要全党全社会从战略上予以高度重视并认真加以解决的问题。人民内部矛盾就其地位而言,与我国社会的基本矛盾和主要矛盾相比处于从属地位;就其性质而言,属于非对抗性的矛盾;就其产生的原因而言,主要有职工生活长期陷入困境,地方财政长期拖欠职工工资,管理等部门的服务严重滞后,受雇佣的职业群体的合法权益得不到保障,县乡政府在执行农村政策中的偏差等等。而解决现阶段人民内部矛盾就需要各级领导干部必须加强调查研究,了解人民群众的利益格局在改革过程中出现的新情况和新问题;要根据实际情况的变化对地方政策和法规进行调整;要实行“首长责任制”,切实解决好本部门存在的矛盾;要勇敢地站在解决人民内部矛盾的前列,为人民群众排忧解难。     

How Is a History of the Sociology of Religion Possible?: Reflections on Roberto Cipriani's Sociology of Religion

The effort to write a history of the sociology of religion requires a delineation of the field. In turn, this requires a discrimination among the key ideas determining that field, including the notions of religion, sociology, the sacred, and a host of others. This is a prerequisite for sorting the various contributors and contributions to this field as well as determining the value of any such history to the future advance of the study of human consciousness and conduct, including religion. Cipriani's book is reviewed, and its strengths and weaknesses assayed, in light of these concerns. Several lacunae in the book are identified, such as the absence of any treatment of non-Western writers and its failure to substantially engage the work of women, including Jane Ellen Harrison's pioneering sociology of religion.

Adolescent-Mother Agreement about Adolescent Problem Behaviors: Direction and Predictors of Disagreement

Correlations between adolescent and parent reports of adolescent problems are low in magnitude. In community samples adolescents tend to report more problems than parents and in clinical samples adolescents tend to report fewer problems than parents. Indices of agreement may be biased if some adolescents in a given sample report more problems and others report fewer problems than parents. In the current study, order and mean agreement between adolescent and maternal reports of adolescent internalizing and externalizing problems, taking into account the direction of disagreement, was examined in a community sample of 133 young adolescents and their mothers. Two-thirds to three-quarters of adolescents reported more problems than mothers. Accounting for the direction of discrepancies resulted in improved agreement between adolescents and mothers and differing patterns of predictors of discrepancies. Additionally, the results demonstrate the need to control for relations between adolescent-reported problems and discrepancies when exploring predictors of discrepancies. Erin T. Suwalsky received her M.S. degree in Human Development from Cornell University. Her research interests include parent-child interaction and child development in at-risk populations, including families by adoption.     

走新型城镇化道路:意义·问题·举措

我国城镇化过程中面临城镇化不彻底、集约化程度不高、规划布局不尽合理、矛盾比较突出、农村空心化等诸多问题。鉴于走新型城镇化道路具有挖掘内需潜力、促进人的全面发展、转变经济发展方式、解决经济社会发展中的矛盾、促进城乡协调发展等重要现实意义。因此,必须从统筹推进户籍制度改革、推进城镇化、工业化、农业现代化同步协调发展、深化土地管理制度改革、推进农民工市民化等五个方面去着力,坚持走新型城镇化道路。     

关于厉行勤俭节约的思考

自中央出台八项规定以来,经过全国上下的共同努力,在贯彻执行规定方面取得了一定成效。但少数地方政府片面执行上级规定而走向另一极端。过度、片面的勤俭节约也会带来严重影响下级积极性,直接导致工作不到位,盲目缩减日常财政开支,片面考核公布财政开支等不良现象。在厉行勤俭节约过程中,应从加强核心价值体系教育,科学合理安排经费使用,建立必要的奖惩激励机制,构建合理考核体系,建立责任追究机制等方面采取措施,建立长效机制。     

中央苏区的社会问题与党的社会工作

中华苏维埃共和国临时中央政府的成立标志着中国共产党局部执政的初步实践。但当时恶劣的社会生态环境、陈旧的思想观念和社会风俗以及简陋的医疗卫生条件和异常的社会恶习给党的社会工作带来了艰巨的任务。为此,中国共产党实事求是地在中央苏区开展了思想文化教育革新、禁烟禁毒、改造流氓、解放妇女、保护儿童、卫生防疫以及建立健全社会保障制度等一系列的社会工作,取得了很大的成效。其成功经验也为今天我们党加强社会管理有重要的启示意义。
