Economic security is one of the primary dimensions of human security and is closely associated with poverty and related issues. This article takes a non-economic view of economic security and argues that the concept may lose its policy traction and relevance if it continues to be narrowly defined as and associated with poverty per se. If the concept is to continue to be useful to policy-makers and analysts, it needs to champion and embrace issues and concerns beyond poverty and consider the emergent threats affecting the non-poor. It argues, by way of several highlighted examples, that the concept is sufficiently dynamic to capture and incorporate other pervasive threats to the well-being of the people. It also points out that understanding the political impact and influence of economic security is just as important as studying the economic dynamics.  相似文献

Opinion is divided about the capacity of civil society organisations (CSOs) to enhance the political capabilities of disadvantaged groups in neo-patrimonial contexts, and particularly through a hegemonic paradigm which seeks to advance poverty reduction through good governance. Drawing on a qualitative study of CSOs in western Uganda, this paper argues that strategies focused on increasing the participation of rural citizens in formal decentralised planning spaces may be less effective in enhancing their political capabilities than those facilitating social mobilisation through the formation of producer groups and federations. This has important implications for thinking and practice around popular empowerment in sub-Saharan Africa.  相似文献

Corruption has turned out to be difficult to define and what should be counted as the opposite to corruption remains widely disputed. If the goal for a post-conflict society is not only to become democratic and prevent a return to violence but also to reduce systemic corruption, we need to know what it is that should be fought and how the opposite to systemic corruption should be conceptualised. To define the opposite to corruption, choices have to be made along four conceptual dimensions. These are universalism vs relativism, uni- vs multidimensionality, normative vs empirical and whether the definition should relate to political procedures or policy substance. As a result of this conceptual analysis, it is argued, a universal, one-dimensional, normative and procedural definition should be preferred. The suggested definition is that of impartiality as the basic norm for the implementation of laws and policies. This conceptual analysis ends with a discussion of why such a norm has historically and in the contemporary world been hard to achieve and why it is especially problematic in post-conflict societies.  相似文献

This essay follows the author’s search for forgotten art historian Elizabeth Senior (1910–41). Using a quest narrative, it traces the process undertaken to piece together the life story of a remarkable young woman, including Internet research, visits to archives and correspondence with family members. Killed at just aged 30 by a bomb during the Blitz in 1941, Senior left a quite substantial body of editorial work and writing. Editress for the inaugural volumes in Allen Lane’s King Penguin series, Senior also wrote multiple reviews for the Burlington Magazine and the British Museum Quarterly, as well as her own art historical books on portraits of Henry VIII and his wives, and on portraits of Christ (co-authored with Ernst Kitzinger). A collaborator and friend to many Jewish émigré art historians, including The Story of Art author Ernst Gombrich, Senior played an important role in facilitating the safe passage of many fleeing the Nazis for England in the 1930s and 1940s. Unmarried at the time of her death, Senior was survived by a 10-week-old baby, whom she had stashed under a table for safety when a bomb landed on her flat.  相似文献

What explains the recent re-emergence of ‘model village’-style social experiments, and what does this tell us about the contradictions of neoliberal development? This paper focuses on two experiments of this kind – the Millennium Villages Project in sub-Saharan Africa and the Rural Cities Project in southern Mexico – both of which aim to achieve the Millennium Development Goals through an integrated set of interventions at the village level. Drawing on Henri Lefebvre's work on the colonization of everyday life, I argue that the Millennium Development Goals function in these cases to facilitate and legitimate the production of social reality based on a naturalised vision of market society. These utopian projects embody the paradoxical character of neoliberalization, demonstrating the necessarily social production of the supposedly natural order on which neoliberalism is discursively premised, while reproducing the strategies of social engineering that the neoliberal project is rhetorically oriented against.  相似文献

This essay theorizes the ethical potential of photography or what I call “pyrography” by enacting a version of care for death in attending closely to a sort of rehearsal for the deathbed in French photographer and writer Hervé Guibert's photo-novel Suzanne and Louise first published by Gallimard in 1980, the same year as Roland Barthes's famous essay on photography, Camera Lucida. The essay develops the transformative ethical possibilities of and queer political potentialities of pyrography by reading Guibert's project with his two elderly aunts in relation to the work of two of Guibert's intimates: Michel Foucault's “The Social Triumph of the Sexual Will” and Roland Barthes's Camera Lucida and Mourning Diary. In Mourning Diary, Barthes describes the plan for Camera Lucida as an ephemeral monument to his dead mother whose loss he calls, following the last work of psychoanalyst Donald Winnicott: “the catastrophe that has already occurred.” Through its own writing with fire of the death we fear that has already occurred and that we cannot access directly, photography may enable the kind of “as if” work or projective imaginative enactment for which Winnicott calls. This essay put this concept of the photographic pyre or pyrographies to work to characterize a kind of photographic act. Pyrography is a facture of and with the flammable, not of and about the past, but for the present and future. It is a practice of making volatile structures for feeling with the taboo scenes of the conjunction of old age, desire, and death that create spaces not just for mourning the losses that have actually happened. Pyrographies shape spaces in which one might begin to imagine and transact with care the losses and the letting go yet to come. Pyrographies, I am suggesting, trade in the illusions of presence. They give us the catastrophe that has already occurred in palpable form, enabling us to negotiate shame and fear but also desire toward the seemingly impossible: the good death.  相似文献

The legal system for prevention and control of a public health crisis rests on two pillars: human rights protection and good governance. This duality is well illustrated by substantively equal treatment of vulnerable groups in a pandemic from the perspectives of public service, social inclusion, accessible environment, gender equality, and right to health. A review of literature on this topic shows that current research needs to address the gap between “life supremacy” and “equal protection” in the area of human rights protection, and the gap between “putting people first” and “strict control at the grassroots level” in the area of good governance. The research should employ intersectional methodology to highlight the rights logic of the socialist legal system and the key role of the Communist Party of China’s leadership in balancing individual versus community rights, enhancing the governance capability for participation by multiple social agents, ensuring equal protection for disadvantaged groups, promoting inclusive and sustainable development, and realizing the common prosperity of all the people.  相似文献

A typical trait of the fiscal system of the ancien régime was the farming out of state revenue, most often represented by England and France. This article contributes to the ongoing discussion on the articulation of political economy and discourses on private and public organization in the early modern period, using the Swedish Riksdag as the focal point. Furthermore, it adds to historical research on private organizations for the operation of public services, and to a theoretical discussion on institutional development in the early modern period. In this article the Swedish General Customs Lease Company (Generaltullarren-desocieteten) 1723–65 is used as an example, arguing that Sweden represents an alternative model for the organization of revenue collection in early modern Europe; demonstrating that the General Customs Lease Company includes characteristics found both in England and in France. The analysis focuses on the political level, using parliamentary debates about the organization of the customs service. Thus, the explanation pays close attention to arguments wielded in favour, or against, farming out state revenue to private individuals. The political debates show an increasing critique against the large profits made by the shareholders in the Customs Company, as well as condemnations against the Customs Company for promoting self-interest at the expense of the common good.  相似文献

元朝以降,藏区纳入中央政府的正式管辖之下,其地方法制不可避免地会受到中央政府的影响,作为藏族长期以来法律表达与实践的赔命价习惯法也不例外。历代中央政府基于自己的法律理念或实现民族地区统治秩序的需要,对藏区赔命价习惯法或禁绝,或放任,或在承认民族特殊性与维护国家司法主权之间适当地认可和规制。比较元明两朝与清朝和民国对藏区赔命价习惯法的不同态度和及其治理藏区的不同效果,不难发现有机成长的赔命价习惯法有着坚实的社会基础和强大的生命力,中央政府应该在认清其历史理性的基础上实现其创造性转化。  相似文献
