This contribution argues that the food sustainability agenda in global food governance arrangements is becoming ‘trade-ified’. It shows that international trade has become normalized in these settings not only as being compatible with, but also as a key delivery mechanism for, food system sustainability. The paper first explains the rationale for this dominant narrative, which revolves around the efficiency gains from trade. Second, it outlines two important critiques of this approach – one that stresses the need to look beyond food as an economic commodity, and one that reveals the internal flaws of trade theory – which together provide important counterpoints to this dominant narrative. Third, the paper offers three interrelated explanations for why trade continues to be presented as a key ingredient to food sustainability despite the weaknesses of the dominant approach: institutional fragmentation in global food governance; the carryover of previous normative compromises regarding trade and the environment in other governance settings; and the influence of powerful interests.  相似文献

This article is based on the assumption that norms can help better understand one of the expressivist aims of transitional justice, that of building a new narrative about the past. The main argument is that focus groups, as an interactive method of inquiry, are well suited to investigating how this “judicial” narrative interacts with the official and dominant war narrative in Croatia. Focus groups are more adept at this than other methodological approaches since they can effectively reflect independence of opinion; they lead to more truthful answers through spontaneity; they effectively probe taken-for-granted concepts; and they can more easily overcome distrust in post-conflict societies, especially with ex-combatants. The approach faces new challenges in such a situation since recruitment problems, insider/outsider status, and post-traumatic stress disorder, among other ethical concerns, present problems that often arise due to the group process. The powerful and unpredictable effect of the group dynamic can, therefore, provide a deep exploration of social norms, but it can also cause significant upset among participants. In this instance the methodology explores how widely accepted the war narrative is, how it is constructed, and how important the public believes it is not to question it.  相似文献

美国是国际核秩序的主要创建者、参与者和受益者,维持稳定的国际核秩序符合美国的安全利益。但是,出于战争制胜型核战略、意识形态、盟友关系、地缘政治等方面的战略考量,美国在维持、巩固国际核秩序的过程中,也对国际核秩序造成侵蚀与弱化。美国仍然把核武器置于其国家安全战略的重要位置,重视战术核武器的作用,研发低当量核武器和钻地核弹,模糊了核武器与常规武器的界限,降低了核武器的使用门槛,侵蚀了核价值观。美国追求绝对核优势,部署全球导弹防御系统,研发全球即时打击系统,违反国际核规范与印度进行核能合作,弱化核禁忌等做法,不利于大国之间的战略稳定性,破坏了核规范。在防扩散领域,美国一贯奉行双重标准,缺乏全局观念,对他国进行安全威胁,刺激了核扩散。为维护国际核秩序,美国应从维护全球和平与稳定的长远考虑出发,降低核武器在国家安全战略中的作用,减少缩小核武器的使用范围,停止部署全球范围内的导弹防御系统,放弃防扩散的双重标准,推动核价值观、核规范和核不扩散体制向着更加完善的方向演进,保证国际核秩序平稳、有效运行。  相似文献

In the Cerrado, the expansion of soybean cultivation since the 1990s has coincided with the strengthening of environmental regulations. We analyze how the two main environmental policies – Protected Areas and the Forest Code – have played out at the ground level in western Bahia state. These policies in Cerrado have not been designed to curb the expansion of this agricultural frontier. These norms have, on the contrary, accommodated this expansion because the way environmental managers selectively choose environmental problems and publicize them through specific information systems depreciates traditional fire-dependent production systems. These ‘politics of selection’ are likely to increase competition for resources in the margins of soybean agriculture, which is where traditional populations have now become confined.  相似文献

The civil war in Syria began approximately four years ago and has resulted in the murder of thousands by the Assad regime and the flight of millions to neighbouring countries. The international community's reluctance to intervene to halt the ongoing massive human rights violations has been explained in geopolitical, military-strategic, diplomatic, and legal terms. Yet, what does this imply normatively? And does the weakening of the military humanitarian intervention (MHI) norm support arguments regarding the poverty of constructivist security studies? This article examines these two questions and demonstrates the weakness of the MHI norm, especially in light of the new interpretations and meanings which authoritative agents ascribe to its key conceptual components in changing strategic, social and political contexts. Yet, the article employs constructivist tools to explore the endogenous challenges to the MHI norm while proving the added value of constructivist security research, not only for explaining “norm evolution” but also “norm decline”. Taking discourse as a reflection of social norms and an arena for encouraging new intersubjective interpretations of concepts, it examines the above assertions by analysing the discourse of NATO Secretaries General from 1999 (Kosovo crisis) to today.  相似文献

ABSTRACT

Present evidence regarding widely used risk assessment tools suggests that such tools may have inferior predictive validity for offenders with a migration background (MB), especially from Turkey and Arab countries. Based on a thorough literature review, we investigated additional risk and protective factors via a postdictive correlational study design. We assumed that delinquency is induced by discrimination, a conflict of values, norms of honour, a disapproval of sexual self-determination, and antisemitism. In contrast, we expected social support to diminish the risk of criminal behaviour. The sampling took place inside and outside prison, where adult men with an Arab or Turkish MB (n?=?140) filled out a questionnaire. Individual norms of honour (r?=?.27?.41), antisemitism (r?=?.31?.37), and a disapproval of sexual self-determination (r?=?.23?.26) were positively correlated with delinquency. The best predictor was the individual’s perception of friends’ norms of honour (r?=?.34?.56). However, only a few significant correlations were found for a perception of individual discrimination (r?=?.08?.14) and an internal conflict of values (r?=?.11?.15), whereas global discrimination (r?=?.20?.29) clearly emerged as a risk factor for delinquency. Social support by nondelinquent peers could be confirmed as having a protective influence against delinquency (r=?.25?.27). Abstract

A conventional explanation for the establishment of the ASEAN Regional Forum (ARF) holds that it was an attempt on the part of the Association of Southeast Asian Nations (ASEAN) to maintain US military engagement in Asia while tactically promoting cooperative relations with China in the post-Cold War era. This line of argument is associated with realism and neoliberalism. This article maintains that such an explanation is unsatisfactory, and seeks to offer a sounder explanation by employing a constructivist perspective. It argues that the interests and policies of the ASEAN countries which had led them to initiate the ARF were defined by what can be regarded as a norm of security cooperation in Asia. This norm contains two sets of ideational elements. The first is common security thinking fostered in the Conference for Security and Cooperation in Europe (CSCE). Such thinking emphasizes efforts to achieve the security of the whole region through multilateral security cooperation, on the basis of the view that regional security is indivisible. The second element is a set of diplomatic norms associated with the ASEAN Way of diplomacy, which underline the Southeast Asian countries' commitment to the habit of dialogue and consultation. Today, the nature of the ARF may be disputed. Critics of the ARF assert that it is a mere ‘talking shop’ in which no significant measure to achieve security has been carried out. Yet only by understanding thoroughly the establishment process of the forum can a fair assessment be made of its significance. The research in this article concludes that the ARF should be seen as an arena for the development and practice of norms – in other words, a ‘norm brewery’.  相似文献
