地方政府职能转变评估研究

政府职能转变是当代中国社会转型中的重大现实问题。对地方政府职能转变进行评估是一项复杂的系统工程,是促进政府职能转变的重要手段。对地方政府职能转变进行评估必须以科学发展观为指导,在厘清地方政府职能转变相关概念的基础上,构建起涵盖评估对象、评估内容和依据、评估主体、评估指标、评估结果运用等基本构成要素的评估框架。     

我国公共部门绩效管理的历史与发展趋势研究

通过考察我国公共部门绩效管理的不同历史发展时期,发现绩效评估存在不同形式,也受到来自西方"新公共管理运动"的影响。目前,我国绩效评估存在与组织战略目标脱节、实践操作困难、考评结果未能反馈利用等局限,因此,建立健全相关制度保障和配套措施是当务之急。绩效管理要想获得更好地发展,提升组织竞争力,就需要向"学习型组织"转变和加强公民参与力度,从而为公共部门存在提供合法与民主性依据。     

Driving Under the Influence of Synthetic Cannabinoid Receptor Agonist XLR‐11

The case of a 22‐year‐old male Caucasian driver is presented. He was involved in a traffic collision. At the roadside, he displayed blank stare and mellow speech with a barely audible voice. A DRE found low body temperature, rigid muscle tone, normal pulse, lack of horizontal and vertical gaze nystagmus, nonconvergence of the eyes, dilated pupil size, and normal Pupillary reaction to light. A standard toxicology DUID protocol was performed on the driver's whole blood including ELISA and GC‐MS drug screens with negative results. Additional drug screening was undertaken for bath salts and synthetic cannabinoid receptor agonists by LC‐MS/MS by a commercial laboratory and identified the synthetic cannabinoid receptor agonist XLR‐11 in the driver's blood. XLR‐11 was subsequently quantified at 1.34 ng/mL. This is the first documented case involving a driver operating a motor vehicle under the influence of the synthetic cannabinoid receptor agonist XLR‐11.

第三方评价组织作为政府绩效的评估主体之一,在缋效评估中发挥着重要作用。本文在分析第三方评价组织参与政府绩效评估的独立性、专业性、权威性的基础上,结合我国第三方评价组织的实际。总结了影响第三方评价组织发挥作用的因素,提出了健全相关法律法规、加强行政信息公开。实现资源共享、强化第三方评价组织行业自律、提高第三方评价组织评估结果运用的实效性等建议。     

The attractiveness of local and national list labels: the role of socio-economic inequalities on the success of electoral lists

ABSTRACT

According to the nationalisation hypothesis, it is sometimes argued that electoral lists competing at local elections under a national party label are more likely to win. Yet, in many countries, local lists are still much present. This article seeks to assess the attractiveness of local and national list labels at local elections. Following Rokkan’s hypothesis of the nationalisation of local politics, we test the role of socio-economic inequality on the success of electoral lists across local polities. Based on an original dataset distinguishing the labels of 1.012 electoral lists – be they local, mixed or national – in the 262 Walloon municipalities in Belgium, the multilevel regression demonstrates that local and mixed labels present a significant electoral advantage vis-à-vis national party labels. However, the article shows that this electoral gain decreases as economic inequalities increase: national labels, especially left-wing parties, attract more voters as inequalities rise.     

基层公务员创新何以提升“放管服”改革成效?——基于组织学视角的逻辑解释

"放管服"改革是全面深化改革的重要内容,而基层公务员是打通"放管服"改革落地"最后一公里"的关键。探索如何将基层公务员创新行为转化为卓越的"放管服"改革成效具有重要现实意义。本研究基于行为公共管理视角,探索基层公务员创新行为对"放管服"改革成效的积极效果,通过对158家单位、793个有效配对样本的跨层次分析,结果表明,基层公务员创新行为对"放管服"改革任务绩效、政务服务满意度有显著的促进作用。其中,改革目标清晰度、服务群众导向会促进基层公务员创新行为对"放管服"改革任务绩效、政务服务满意度的积极影响。     

Testing the Influence of Autocratic Leadership,Democratic Leadership,and Public Service Motivation on Citizen Ratings of An Agency Head’s Performance

Abstract

Research is lacking concerning the impact of leadership styles on citizen attitudes toward the performance of government leaders. To address this gap, an online experimental survey was conducted to determine the effect of leadership styles on respondents’ perceptions regarding a fictitious superintendent’s performance in a school district. The results demonstrate that democratic leadership practices enhanced the performance reviews of the superintendent, while autocratic leadership practices decreased them. Respondents’ level of public service motivation (PSM) was also found to have a positive effect on the superintendent’s performance ratings. Furthermore, democratic leadership style moderated the relationship between PSM and the performance ratings assigned by respondents. In particular, individuals with high PSM rated the performance of democratic leaders higher as compared to individuals with low PSM. However, autocratic leadership was not found to moderate the relationship between PSM and the superintendent’s performance. These results are thoroughly discussed in the paper.     

西方组织绩效测量路径研究的演进及启示

自组织绩效作为独立的研究概念提出以来，西方学术界对组织绩效的研究经历了相当长的时间，积累了丰富的成果。通过梳理不同学派对组织绩效概念的认知差异，进一步归纳出了五类与各学派观点相对应的组织绩效测量路径。并通过分析这些路径在着眼点、前提假设等方面的区别，深入探讨了各类路径的优越性、局限性及其适用范围，总结了西方组织绩效研究的特点，以期为国内的相关研究提供参考。     

从绩效问责到宏观调控工具--2003-2014年国外政府绩效评估综述

尽管绩效评估在我国各级政府中逐渐成为日常性管理制度，但无论实践界还是理论界都还在利用西方20多年前的旧知识来解决新问题。通过客观德尔菲法对 Web-of-Science 数据库中2003-2014年间的317篇政府绩效评估文献进行“硬聚类”，发现国外近十年政府绩效评估的新规律在于：努力对政府的具体部门进行“体检”式绩效评估，诊断每项具体工作的实际绩效状况；利用“体检结果”促进政府问责进程；对政府绩效“病症”寻找“致病”诱因，试图将高绩效政府当作带动整个社会发展的“政策杠杆”来推动国家走出发展低迷；在大数据时代中将信息当作提升政府绩效的“非物质文化”因素，同时认为信息本身就意味着绩效。     

Overview of the seized and examined pharmaceutical in the state of Minas Gerais-Brazil by the Civil Police from 2017 to 2022: A fundamental analysis of the recent impact over the drugs market

This work presents a data survey regarding the qualitative chemical analysis of drugs seized by the Police in the state of Minas Gerais between July 2017 and June 2022, including an evaluation of labeling of 265 samples of anabolic androgenic steroids (AAS) seized in 2020. The Active Pharmaceutical Ingredients (API) present in the samples were identified through chemical analysis and classified by system Anatomical Therapeutic Chemical (ATC) methods. Analysis of the labeling information for 265 samples of AAS followed the guidance of legislation RDC 71 (2009) from ANVISA. For this study 6355 seized pharmaceuticals underwent qualitative chemical analysis that corresponded to 7739 APIs successfully identified and classified. Among the components studied AAS, psychostimulants, anesthetics, and analgesics were the most commonly examined. AAS seized and tested increased by over 100% and for the majority of the samples analyzed were found to not match the labeling on the packaging. In the meantime, anti-obesity drugs presented a prominent increase of 400% from 2020/1 to 2021/2, during covid-19 quarantine. Seized pharmaceuticals and tests can support information in the planning of public health and safety policies.
