当前我省警务实战训练存在的主要问题及对策

当前,我省在开展警务实战训练中存在着实战观念缺乏、针对性训练不足、综合实战训练效果不明显以及工训矛盾和训练经费投入不足等问题。要解决这些问题,应从强化思想教育、进一步完善训练保障、重视教官队伍建设、进一步改进教学训练方法与内容和推行"战训合一、轮值轮训"的训练模式等几个方面入手加以解决,确保警务实战训练的正常开展,从而提高训练绩效。     

从广州铁路新客站建设看城市化转型期土地资源利用

广州铁路新客站建设导致番禺区钟村镇在急剧的城市化转型中出现了土地规控征用、土地供应短缺、土地使用"破碎化"与拆迁安置等土地资源利用与空间整合问题。要消除目前钟村发展的土地利用问题,有必要在土地征用制度、土地集约利用、经济发展用地的使用等多方面进行改革。     

Taphonomic changes to blunt force trauma: a preliminary study

This study examines the effects of taphonomic processes on blunt force trauma (BFT) through an experimental study involving pig heads. Of particular concern is the possibility that taphonomic changes can create pseudo-trauma and/or conceal evidence of actual trauma. BFT was inflicted on 10 pig skulls using a hammer. The skulls were subsequently exposed to the environment for 12 months. Seven taphonomic changes were evaluated: the freeze-thaw cycle; rodent gnawing; carnivore scavenging; presence/weight of soil; presence/weight of rain and snow; movement/displacement of bones; and discoloration due to sun bleaching and grass staining. Taphonomic effects varied between cancellous, compact, fresh, and degreased bone. Freezing and thawing, exposure to rain and snow, movement of the skulls, and soil erosion altered and, in some cases disguised, pre-existing trauma. Rodent and carnivore activity did not obliterate evidence of BFT. Recommendations for evaluating BFT on remains affected by taphonomic processes are presented. As each taphonomic process outlined by this study has the potential to disguise antemortem injury, the authors propose that one must carefully examine large, circular openings in the skull that may represent the remnant evidence of BFT.     

论群体性治安突发事件行动中警组的先期处置

群体性治安事件突发的前期，正在该区域当值的警组首接指挥中心指令（或接到群众报警）后，常在警情紧、时间急的情况下，迅速赶赴事发现场进行先期处置。由于前期到达现场的警力有限，如何有效并妥善地先期处置事件，对于后续力量顺利处置群体性事件具有十分重要的意义。因此，先期处置的警组应明确其职责范围．行动中遵循及时性、安全性、适度性与保全性四大原则，按行动前的准备工作、行动的实施、事件后续处置的移交工作等三步骤有条不紊地实施，以减少失误，为成功处置该起群体性事件赢得先机。     

High Resolution Imaging of Latent Fingerprints by Localized Corrosion on Brass Surfaces

Abstract:  The Atomic Force Microscope (AFM) is capable of imaging fingerprint ridges on polished brass substrates at an unprecedented level of detail. While exposure to elevated humidity at ambient or slightly raised temperatures does not change the image appreciably, subsequent brief heating in a flame results in complete loss of the sweat deposit and the appearance of pits and trenches. Localized elemental analysis (using EDAX, coupled with SEM imaging) shows the presence of the constituents of salt in the initial deposits. Together with water and atmospheric oxygen—and with thermal enhancement—these are capable of driving a surface corrosion process. This process is sufficiently localized that it has the potential to generate a durable negative topographical image of the fingerprint. AFM examination of surface regions between ridges revealed small deposits (probably microscopic "spatter" of sweat components or transferred particulates) that may ultimately limit the level of ridge detail analysis.     

Reversing the ‘Tragedy’ of the Commons? Sustainable Management and the Commons Act 2006

The Commons Act 2006 is the first statute since the Commons Registration Act 1965 to address the problems associated with the management of common land in England and Wales. A key focus for the 2006 Act is the introduction of mechanisms for the sustainable management of common land, including self‐regulatory commons councils. This article examines the ‘sustainable’ management of common land in historical and contemporary perspective. It sets the 2006 Act, and the sustainable management of common land, in the wider context of the ongoing debate triggered by Hardin's ‘Tragedy of the Commons’ and subsequent institutional and post‐institutional scholarship on common pool resource management. It uses historical and qualitative research data drawn from three case studies to demonstrate the irrelevance of Hardin's thesis in an English context, and identifies the Commons Registration Act of 1965 as the true ‘tragedy’ of the English and Welsh commons. The case studies also illustrate the challenges posed by the introduction of legal mechanisms to promote the ecologically sustainable management of the modern commons, and inform the critique of the Commons Act 2006 developed in the article.     

浅议法治视角下我国警察权的合理构建

警察权是国家权力的重要组成部分．警察权的运行状态在一定程度上标志着一个国家法制文明的发展水平目前我国正处于社会转型时期。在警察权实施过程中面临许多现实困境,因此,合理构建警察权,对于促进政府依法行政、实现法治国家的目标．具有非常重要的意义。     

关于警察职业倦怠现状的调查

从湖南各地市随机抽取681名警察进行问卷调查,目的在于了解警察的职业倦怠状况,以期为预防和干预警察职业倦怠提供现实依据。结果发现：从整体看,湖南省警察情感耗竭达中等程度,人格解体程度较高,成就感低落也较高。在人口统计学变量上,不同文化程度和不同婚姻状况在职业倦怠三个维度上无显著性差异;男女警察在情感耗竭和人格解体上达到极其显著性差异;不同来源的警察在人格解体维度上达到显著差异;不同警种的警察在情感耗竭上达到显著差异;不同年龄的警察在人格解体上达到了非常显著的差异;不同职务的警察在情感耗竭和成就感低落上达到非常显著的差异。     

基础教育资源不正当竞争探析

基础教育,涉及到每个公民的基本素养和生活品质,关系着国家的发展和民族的命运。基础教育的盛衰,取决于教育资源配置的状况。教育资源既包括教育资金、设施等硬件部分,也包括教育政策、师资、校园文化等软件部分。一般来说,物质决定精神,硬件资源决定软件资源。而教育资源则不然,教育政策决定着资金的投向、教学设施和师资力量的配置。教育政策的不当,导致教育资源配置的不正当竞争,造成了地域之间、城乡之间教育资源配置的巨大差异。严重影响了基础教育的健康发展。要实现教育的公平,必须强化国家对基础教育投资的责任、加大投资力度、创立公平公正的教育资源配置机制、改革教育模式、规范资源配置行为、杜绝教育腐败,建立科学、和谐的基础教育资源配置新体系。     

关于创新公安教育培训工作体系的若干思考

创新公安教育培训工作体系既是建设学习型公安队伍的根本需要,也是公安工作可持续发展的必然要求。针对当前教育培训工作中出现的新情况新问题,以加强公安队伍素质能力建设为核心,大胆探索新形势下加强公安教育培训的新思路、新途径,努力构建一个“全警参与、职责分明、管理科学、保障有力”的大教育、大培训工作体系已成为当务之急。创新公安教育培训工作体系的途径和措施主要有：自觉运用科学发展观、改革课程体系设置、建立综合性教官库、引入现代培训方式方法、强化科研成果运用、建立绩效评估指标体系等。
