中国城市化进程中的社区与社区警务

随着改革开放的不断深入,中国社会正在经历前所未有的社会转型和快速城市化,各种不同社区类型逐渐形成,并成为城市人居环境、城市文化、城市人文生态的主要载体。尤其是城市化进程中伴生的一些新型社区存在着各种潜在的社会问题,正不同程度地影响城市社会秩序的健康发展,而且各种不同类型社区居民在社区认同度、社区参与度以及对警察的信任度等方面呈现出不同的测量水平。探讨和研究城市化进程中社区社会资本与社区警务-e．．N的关系,对于深化社区警务理论及创新社区警务体制具有一定的积极意义。     

案例教学法在警务战术教学中的应用

警务战术案例教学法是一种以警察经典实战案例为基础的教学法,其核心在于夯实学生理论基础,提高学生独立思考和解决问题的能力,培养高素质应用型警务实战人员。文章分析了案例教学法的特点、教学地位以及适用范围,提出当前我国警务战术教学中实施案例教学法存在的问题,并给出解决方案。     

On The Receiving End: The Governance of the Police in Britain

Based on direct observation over a five‐year period, the article paints an intimate picture of how the police in Britain are governed. It analyses the complexity of the economic and political environment in which the police have to work: the insecure funding platform; the stream of initiatives, targets and official guidelines; the delicacy of handling community sensitivities; the inherent opaqueness of the national ‘tripartite’ system of governance; and the constant challenge of making balanced judgements under conflicting pressures. The central theme that runs through the article (which follows on logically from two previous articles published in Political Quarterly) is that of a ‘managerialist’ political class, with a distinctive ideology and mode of control, trying to get a policy grip on the real world of service delivery: in this instance, policing. Unlike the previous two articles, which had a top‐down focus, the emphasis here is primarily on how the thicket looks to those who have to navigate their way through it.

Small Screens and Big Streets: A Comparison of Women Police Officers on Primetime Crime Shows and in U.S. Police Departments, 1950 to 2008

This article utilizes a longitudinal approach to assess the visibility of women as police officers in primetime crime shows from 1950 to 2008 and compares these numbers for television to actual data on women who work as police officers in the United States. We find that as expected, annual labor force data and crime show data both indicate increases in the number of minorities and women working in the criminal justice system over time. Given the robust literature on the general underrepresentation of women on television, however, we did not expect to uncover that both White and minority women are overrepresented as police officers on television every year compared to the occupational reality. Implications of the findings are discussed.     

Gender and Professional Values in the Criminal Bar

ABSTRACT

This study is a theoretical application and empirical test of difference theory in the context of private criminal law practice. Difference theory posits that gender is associated with variation in perspectives on justice and morality, and examination of mainstream professional values in the legal system reveals those values to emphasize what are thought to be masculinist values. Hence it is hypothesized that female lawyers will depart from male norms in their expressions of professional values. Results of a survey of practicing lawyers reveals limited support for these theoretical predictions; although male respondents express more extreme advocacy of due process and defendants' rights, women and men differ little in their attitudes toward punishment issues and cynicism regarding defendants.     

Policing Intimate Partner Violence in Rural Areas and Small Towns: Policies,Practices, and Perceptions

The extant literature has given only limited consideration to the adoption of intimate partner violence policies and procedures on the part of police organizations, particularly in rural areas and small towns. Using survey data from police agencies in the southern regions of Illinois, this study found that although policies were nearly universal, specific elements varied. Agencies relied heavily on conferences and other departments in formulating their policies, making less use of recommendations from professional associations or the salient literature. The findings suggest variation in how intimate partner violence is perceived and policed in rural areas and small towns while highlighting some of the challenges agencies encounter in addressing this offense within their jurisdictions.     

Juvenile Female Arrests

Abstract

This paper elaborates on feminist theory using Emerson's (1983) notion of holistic effects. We propose that the processing of juvenile female status offenders may vary systematically with the level of sex crimes in a community. This hypothesis is tested using a time series analysis of monthly status arrests in a Midwestern city. Our models indicate a significant increase in female status arrests at one “intervention” point, but no changes were found for male status arrest levels. We conclude that heterogeneity of processing of female offenders within single jurisdictions is an important avenue for future theoretical and empirical exploration.     

Gender Differences in Officer Attitude and Behavior

Abstract

Historically, research on gender differences in police work has focused on whether women can “hold their own” in the male-dominated profession of policing. This body of research has undergone a shift from examining whether women can do the job, to how women do the job differently. This topic is intertwined with the increased use of community policing and recognition of the importance of officers having strong “people” skills and the ability to work with citizens. This paper focuses on how male and female officers respond to citizens differently in terms of providing comfort. Results from this analysis indicate that neither officer attitude nor behavior is dictated by officer sex. Rather, other important variables interact with sex to explain attitude and behavior. In addition, situational factors are most important in determining officer behavior. Officer attitude about citizens is not related to officers providing comfort to citizens.     

论警务化管理中的“以人为本”理念

"以人为本"是现代大学教育的哲学观,是现代大学最重要的办学理念,也是高校学生管理工作的重要理念。公安高校担负着为公安机关培养和输送高素质公安人才的重任。为此,公安高校学生警务化管理工作更应适应形势发展的需要,在管理工作中注重树立"以人为本"的管理理念,通过观念创新、内容创新、机制创新等完善原有的警务化管理的体制和方法,这样,才能培育出全面发展的公安人才以服务于公安实践。
