On May 1, 2002, the Philadelphia Police Department launched Operation Safe Streets, stationing officers at 214 of the highest drug activity locations in the city 24 hours a day, 7 days a week. Interrupted time series (AutoRegressive Integrated Moving Average) models on weekly data isolated citywide and local program impacts on all violent crimes, murder, and reported drug crimes. Results showed no significant impacts on citywide weekly counts for drug crimes, homicides, or all violent crimes. Geographically focused analyses showed significant localized intervention impacts for both violent and drug crimes. Analyses of high‐drug‐activity non‐intervention sites suggest: the program impacts seen were not an artifact of history or local history; significant spatial diffusion of preventive benefits for violent crime; and probably significant spatial displacement for drug crime. Stationary targeted drug‐enforcement interventions like Operation Safe Streets may differentially affect the locational selection processes behind violent crime versus drug crime. 相似文献

Police agencies nationwide have enhanced their homeland security preparedness capacity since the 9/11 attacks. Evidence suggests that departments have not uniformly adopted measures to prepare for and respond to critical incidents. Rather, larger agencies are more likely than their smaller peers to take such steps. Small agencies do not constitute a homogenous group; some experience geographic isolation while others are near major metropolitan areas. Unclear is whether small agencies (25 or fewer full-time sworn personnel), those that are commonly found to be less prepared, benefit from proximity to large-agency peers. This study examined whether physical and relational proximity to large departments contributed to homeland security preparedness in over 300 small departments. A structural equation model revealed that interactions with large agencies facilitated preparedness but physical proximity had no direct effect. Increasing geographic isolation from large-agency peers indirectly affected preparedness by stifling the level of inter-department interactions. 相似文献

Procedural justice has dominated recent discussions of police interactions with the public. It has mostly been measured from the perspective of citizens (using surveys or interviews), but several important questions about predictors and outcomes of fair police treatment are best answered using direct observations of police-citizen interactions. Building on prior observational studies, we develop and validate an instrument for measuring procedural justice as it is exercised by the police in the natural setting of their encounters with the public. In doing so, we adopt a “formative” rather than the common “reflective” approach, based on the assumption that specific behaviors that make up procedural justice do not reflect a single underlying construct but rather form one. We justify this approach and validate our instrument accordingly. We also discuss the implications of our measurement for future research on procedural justice in police behavior. 相似文献

British constitutional legal discourse is structurally limited in its capacity to capture the complexity of the Good Friday Agreement. Rather than assessing the Agreement in narrow devolutionary terms, it should be seen as a hybrid domestic and international law instrument, making an important contribution to accepted international law norms in relation to self-determination. The Agreement transforms and partly transcends the Northern Ireland conflict by substituting political contestation for violent conflict, and by defining the modalities of conducting that contestation. This analysis complements classical international law perspectives, and opens up the application of legal discourses associated with 'transitional justice' to the legal and political transformation in Northern Ireland. These discourses focus on the problem of reconciling the demands of peace with the imperatives of justice. The Agreement sits squarely in this terrain with its provisions on 'dealing with the past' and 'institutional legacies'. The insights gained here challenge orthodox thinking about conflict-management and the ongoing political process. 相似文献

Many respondents to opinion surveys say that the citizen's race influences how police officers treat the public, yet recent expert social‐science panels have declared that research findings are too contradictory to form a conclusion on whether American police are biased against racial minorities. We perform a meta‐analysis of quantitative research that estimates the effect of race on the police decision to arrest. Screening nearly 4,500 potential sources, we analyze the results based on 27 independent data sets that generated 40 research reports (both published and unpublished) that permitted an estimate of the effect size of the suspect's race on the probability of arrest. The meta‐analysis shows with strong consistency that minority suspects are more likely to be arrested than White suspects. Depending on the method of estimation, the effect size of race varied between 1.32 and 1.52. Converting the race effect size to probabilities shows that compared with the average probability in these studies of a White being arrested (.20), the average probability for a non‐White was calculated at .26. The significant race effect persists when taking into account the studies’ variations in research methods and the nature of explanatory models used in the studies. The primary aim of any DNA Database is to link individuals to unsolved offenses and unsolved offenses to each other via DNA profiling. This aim has been successfully realised during the operation of the New Zealand (NZ) DNA Databank over the past five years. The DNA Intelligence Project (DIP), a collaborative project involving NZ forensic and law enforcement agencies, interrogated the forensic case data held on the NZ DNA databank and collated it into a functional intelligence database. This database has been used to identify significant trends which direct Police and forensic personnel towards the most appropriate use of DNA technology. Intelligence is being provided in areas such as the level of usage of DNA techniques in criminal investigation, the relative success of crime scene samples and the geographical distribution of crimes. The DIP has broadened the dimensions of the information offered through the NZ DNA Databank and has furthered the understanding and investigative capability of both Police and forensic scientists. The outcomes of this research fit soundly with the current policies of 'intelligence led policing', which are being adopted by Police jurisdictions locally and overseas. 相似文献

This article explores the possibility of measuring the impact of law enforcement on organized crime in a reliable and accountable
manner, both in general terms and with a practical focus on the Canadian context. In considering measures to combat organized
crime, a focus on process measurement has obscured the more substantial question of progress as regards the dependent variable
itself: the bottom line of reducing the impact of organized criminal behaviour. While outcome measures are more challenging
to identify than process measures, this fact alone does not minimize the need to demonstrate the connection between organized
crime enforcement and its presumed outcomes to a greater degree of certainty. To date, this has not been realized to any significant
degree, as revealed by a review of existing international approaches to measuring the impact of enforcement activity. The
article argues that a multidisciplinary focus on community level indicators of crime, if initially less accessible than process
measures of impact on organized crime groups, offers promise as a measurement of absolute and relative impact of state investment
in enforcement.

This paper explores the under-researched topic of young people’s attitudes towards police in two studies using structural
equation modelling. The first study examines the influence of police legitimacy on the willingness of young people to assist
police. The second study examines the impact of informal contact with police during a community policing project on young
people’s willingness to assist police. Findings show that young people who view police as legitimate are more willing to assist
police. Participation in the community policing project had a significant and positive influence on young people’s willingness
to assist police independent of young people’s attitudes about police legitimacy.
