对贵州屯堡文化的研究,近年来硕果累累。本文通过明代滇、黔移民特点的比较,从不同的视野和角度对屯堡人及其文化形成的原因作出新的探讨和补充。     

区域贸易协定与WTO保障条款的冲突及其解决

区域贸易协定是多边贸易体制最惠国原则的例外。取消区域内贸易的限制与保障措施的非歧视适用存在制度上的冲突。NAFTA为区域内实施保障措施设定了特殊的条件。区域贸易协定成员国可以排除保障措施的相互适用。《保障措施协议》脚注1解决的是谁可以实施保障措施的问题,而不涉及对谁实施的问题。保障措施的调查所涉对象国的范围应与实施范围保持一致。     

论我国NGO发展对工会困难职工帮扶工作的影响

近年来我国NGO(尤其是慈善公益类NGO)的蓬勃发展,为社会慈善公益事业的繁荣搭建起有利的平台。而我国工会工作在经济体制转型和国企改革进一步深化的环境下遇到了新的挑战———如何加强困难职工群体的帮扶工作这一现实问题。在现阶段,要解决这一问题,工会在依靠政府支持和自身发展的同时,应该从更加广阔的社会领域中去寻求资源和帮助。而其中的关键就在于要加强工会与NGO(尤其是慈善公益类NGO)的良性互动和合作。     

People and places left behind: work,culture and politics in the rural United States

Using interview and survey data, we argue there are three types of places in the rural United States, and that their social and economic conditions help us understand emerging political trends, including the rural support for Donald Trump. More rural votes were cast for the Republican presidential candidate in 2016 than in other recent elections, yet shifts to Republican votes were greatest in places undergoing the most significant economic transitions. Work in rural communities has been a source of pride and cultural identity for people as well as places, but many feel the new economy is not working for them.

苏童是苏州人,在苏州出生,生长到18岁才离开苏州北上北京求学,苏州对于青少年时期的苏童的影响是巨大的。大学时期就热衷于从事文学创作的苏童,在写作时就自然会将文学的触角伸向自己所熟知的青少年时期生活,因此苏童的作品中有很多故事是写南方的、写苏州的。苏州对于苏州籍的作家苏童来说影响是深远的。     

Turkifying Poverty,or: the Phantom Pain of Izmir’s Lost Christian Working Class, 1924–26

This article shows that ‘Turkification’, a term widely used by historians of modern Turkey to refer to the forced transfer of property from Christian into Muslim hands, ought to be conceptualized not only in the sense of ‘enrichment’ but also, with regard to the working classes, as a process in which Muslim people inherited the poverty of their Christian predecessors. Taking ?zmir as a case in point, the article first describes the plight of the overwhelmingly Christian working class prior to 1922. It then studies reports and editorials that discussed the economic and social situation in ?zmir in the years 1923 to 1926, after the Turkish victory and forced migration of her Christian population. Over the course of these years, ?zmir experienced a serious economic crisis, and bread prices reached levels that led to widespread undernourishment and hunger among the city?s poor. Agricultural production was lagging behind pre-war levels, and positive effects of ‘Turkification? policies were failing to materialize. By analyzing the contemporary journalists? attempts at explaining the crisis, but also pointing out national and transnational factors that they were probably unaware of, the article makes an original contribution to the economic and social history of early republican Turkey.     

Intergovernmental Agreements in Contemporary Russia

ABSTRACT

The paper discusses the evolution and current forms of agreements between federal, regional and municipal governments, as well as between the constituent units of the Russian Federation and municipalities. It analyses the problems and prospects of using these regulatory instruments. The purposes of this paper are to examine the current context of making intergovernmental agreements in Russia, to provide a comprehensive vision of contemporary state of this instrument of shaping intergovernmental relations, and to assess the prospects for their further practical use in the Russian Federation.     

亚太地区的安全稳定与俄中利益

亚太地区出现一个全新的局面。一方面,区域内的国际合作正在拓展,一个能够带来区域稳定和安全并得到普遍认同的体系正在形成。另一方面,亚太国家之间争夺地区内影响力的对抗和竞争的危险性日益加重,甚至有可能导致公开冲突并阻碍区域一体化的进程。为此,继续构建一个囊括地区内所有国家的,以合作、互信、对等安全为基础的新机制十分重要。亚太地区的发展直接影响俄罗斯联邦的利益,俄罗斯倡导要确保地区的稳定和安全,以及囊括所有亚太国家的建设性合作。近年来,俄罗斯政府特别重视促进东西伯利亚及远东地区的经济发展,该地区是俄罗斯实现亚太地区一体化的一个重要载体。开展同中国的合作,进一步开发俄罗斯远东地区,对于俄罗斯贯彻经济战略、实现经济现代化、融入亚太地区的经济空间,都具有原则性的重要意义。

在经济下行趋势下,工会维权要搞好,关键是要把握好维权与维稳、维权与企业改革发展、工会维权与企业整体维权三个关系；同时要坚持预防为主、对症下药、标本兼治和利益兼顾四项原则；另还要强化夯实工会维权基础、健全工会维权机制、创新工会维权载体、拓展工会维权外延和打造工会维权队伍这五方面工作.

本文从该县工业发展的历史状况及评价、工业发展的困境与优势分析、新型工业化建设的进展情况、推进新型工业化面临的主要困难和问题、加快推进新型工业化的建议等五个方面进行了深入的分析与论证。
