An Assessment of Journal Quality in Public Administration

Using results from a survey of editors and board members from 39 public administration journals as well the impact factor scores created by ISI Thompson this research develops an integrated assessment of journal quality using both objective and subjective measurement tools. The findings suggest that relying on one ranking approach misses out on several important issues regarding journal quality. In addition, when evaluating outlets for publishing in public administration, there often exists a bias against journals not published in the United States. Finally, the highest-ranked generalist journals are also publishing work that is also applicable to scholars working in various subfields.     

Working with children and young people with harmful sexual behaviours: exploring impact on practitioners and sources of support

Abstract

Although practitioner impact and support in the adult sex offender field has gained increasing research recognition, less is known about these issues in work with children and young people with harmful sexual behaviours which is the focus of this study. Using qualitative methods, 16 practitioners from one organisation took part in semi-structured interviews. Quantitative data were also obtained via a subsequent postal questionnaire. Findings revealed that positive effects far outweighed negative impact. Furthermore, practitioners identified organisational factors as being more directly related to negative impact. It was concluded that meaningful supervision and support involve various key components. Whilst recognising essential case management and accountability requirements, supervision (ideally by a manager experienced in sexual behaviour work) should be practitioner led and focused and support for employees should be trusted, confidential and separate from organisational procedures (i.e. performance appraisal). External clinical supervision by an experienced supervisor was also suggested as helpful.     

Safe Schools,Positive Behavior Supports,and Mental Health Supports

Abstract

This article profiles selected Safe Schools/Healthy Students (SS/HS) interventions in three Oregon communities that have completed Safe Schools/Healthy Students projects, representing a substantial investment in building school and community collaborations, expanding positive behavior supports in schools, and establishing school-based mental health services. The University of Oregon Institute on Violence and Destructive Behavior served as the local evaluator for these projects. Although the scope of each project encompassed the six intervention elements required by the federal funding agencies, we focus on lessons learned from select components of the projects: Positive Behavior Supports in Schools, Mental Health Service integration, and Sustainability. This article describes the methods and outcomes of each component, from project startup to summative analysis of the outcomes. We conclude with our observations and recommendations for research and evaluation methodology and implementing future SS/HS projects.

The Effect of Decomposition on the Efficacy of Biometrics for Positive Identification

Biometrics, unique measurable physiological and behavioral characteristics, are used to identify individuals in a variety of scenarios, including forensic investigations. However, data on the longevity of these indicators are incomplete. This study demonstrated that iris and fingerprint biometric data can be obtained up to four days postmortem in warmer seasons and 50 + days in the winter. It has been generally believed, but never studied, that iris recognition is only obtainable within the first 24 hours after death. However, this study showed that they remain viable for longer (2–34 days) depending upon the environmental conditions. Temperature, precipitation, insects, and scavenger activity were the primary factors affecting the retention of biometrics in decomposing human remains. While this study is an initial step in determining the utility of physiological biometrics across postmortem time, biometric research has the potential to make important contributions to human identification and the law enforcement, military, and medicolegal communities.     

The Diagnostic Value of Quantitative Assessment of Diatom Test for Drowning: An Analysis of 128 Water‐related Death Cases using Microwave Digestion‐Vacuum Filtration‐Automated Scanning Electron Microscopy

The value of diatom test for the diagnosis of drowning remains controversial. The conventional forensic diatom test with low sensitivity is not a useful tool to provide accurate information about diatom in the tissues and organs. To improve the sensitivity of the diatom test, we developed a novel method called the Microwave Digestion‐Vacuum Filtration‐Automated Scanning Electron Microscopy (MD‐VF‐Auto SEM) method which resulted in a high recovery of diatoms. In this article, we analyzed 128 water‐related death cases. Our results showed that the MD‐VF‐Auto SEM method could achieve a much higher positive rate (0.97) in drowning cases. Large amounts of diatoms are retained, even concentrated, in the lung tissues during the intense breathing movement in drowning process. This might be useful for the diagnosis of drowning. Our research indicates that the MD‐VF‐Auto SEM method would be a valuable methodology in the study of diatom test for the forensic community.     

美国TPP战略的动机及其对东北亚经济一体化的影响研究

美国TPP战略既是美国外贸政策的重大调整,也是对WTO全球多边贸易秩序的系统性突破。它不仅反映了美国政府试图重振其国内脆弱经济的努力,同时也标志着美国亚太经济合作战略的重大转变。本文运用一般均衡模型,模拟了不同情境下美国TPP战略对不同地区产生的各种经济影响。模拟结果显示:TPP加入国家福利增加,而非加入国将受损,一个不包括中国的TPP将使得中国福利受损,贸易条件恶化。中国需要迅速建立包含中日韩三国的东北亚自由贸易区,同时应根据自己的长远利益构建针对美国TPP战略的其他对冲性政策。     

Legitimacy and Social Impact in the Context of Changing Public Cultural Organizations

This article explores an organization's practices, values, and its role in society within a transformed legal status. The article clarifies the role of the organizational form in engagement with society and outlines the connections between different types of legitimacy by elaborating concepts of neo-institutional theory and cultural policy. A conceptual map of the institutional elements, cultural values, and legitimacy is presented. The analysis is based on the Estonian Russian Theater and concludes that an organization can influence the basis of its legitimacy. The management's aspirations to balance values and deal with cognitive legitimacy may lead to rearranging the institutional framework.     

Fourier-transformed infrared breath testing after ingestion of technical alcohol

The study aim was to evaluate the feasibility of a Fourier-transformed infrared (FT-IR) analyzer for out-of-laboratory use by screening the exhalations of inebriated individuals, and to determine analysis quality using common breath components and solvents. Each of the 35 inebriated participants gave an acceptable sample. Because of the metabolism of 2-propanol, the subjects exhaled high concentrations of acetone in addition to ethanol. Other volatile ingredients of technical ethanol products (methyl ethyl ketone, methyl isobutyl ketone, and 2-propanol) were also detected. The lower limits of quantification for the analyzed components ranged from 1.7 to 12 microg/L in simulated breath samples. The bias was +/-2% for ethanol and -11% for methanol. Within-day and between-day coefficients of variation were <1% for ethanol and <4% for methanol. The bias of ethanol and methanol analyses due to coexisting solvents ranged from -0.8 to +2.2% and from -5.6 to +2.9%, respectively. The FT-IR method proved suitable for use outside the laboratory and fulfilled the quality criteria for analysis of solvents in breath.
