中国经济发展的成就举世瞩目,但政治发展却鲜为世人所乐道。这一方面是因为政治改革还在探索之中,政治发展思路还需要有一个逐步清晰和明确的过程;另一方面也是因为对于政治发展的理解和评价历来有所不同。在一般的政治研究中,建立在西方经验模式的基础上,民主化被认为是判断政治发展的主要标准。本文认为,仅仅用“民主”指标来衡量中国政治发展有失公允,而“治理”理论却可能为解释中国政治发展提供一种新的视角;在“治理”概念下,“治民”、“治政”和“治党”可以用来说明一种日渐清晰的中国政治发展战略思路。  相似文献

The Penalisation of Poverty and the rise of Neo-Liberalism   总被引:1,自引:0,他引:1  
This article explicates and extends the analyses put forth by the author in his book, Prisons of Poverty, which argues that the generalised increase of carceral populations in advanced societies is due to the growing use of the penal system as an instrument for managing social insecurity and containing the social disorders created at the bottom of the class structure by neo-liberal policies of economic deregulation and social-welfare retrenchment. It retraces the steps whereby this neo-liberal penality was elaborated in the United States and then diffused throughout the world, but contends that European countries are not blindly following the American road to mass imprisonment: Europe's path to the penal state entails the conjoint intensification of both social and penal treatments of poverty and the activation of the policing functions of welfare services leading to a form of social panoptism. Only the building of a Europe-wide social state can check the spread of the penalisation of poverty and its deleterious social consequences.  相似文献

Using a sample of 20,000 adolescents (Add Health data), this study examined the influences of community poverty and race/ethnicity on adolescent obesity. Multilevel analyses revealed strong evidence for the unique influences of community poverty and race/ethnicity on adolescent obesity net of family characteristics. The prevalence of obesity is significantly higher in poor communities than in affluent communities; and it is higher among African Americans, Hispanics and Native Americans than among Whites. The interaction between race/ethnicity and community poverty indicates that race/ethnicity moderates the influence of community poverty on the prevalence of obesity. Although the prevalence of obesity is higher among minorities than among Whites, the influence of community poverty is stronger for Whites than for minorities, suggesting that unlike Whites, most minority groups may not accrue benefits of structural community advantages. The state of being overweight as the outcome variable provided essentially the same findings. The practical implications are discussed.  相似文献

Markets in terms of tradeable water or pollution rights, are increasingly being offered as rational solutions for environmental problems. The rational pursuit of personal gain through trading is assumed to promote increased efficiency in resource use and promote a reduction in the negative aspects of the resource use. The social and distributive effects of the introduction of markets and their rules and operations have received little concerted study and examination. In this paper the role of justice considerations in the development of economically rational environmental decision making will be addressed through some case studies of rural water markets and urban water markets in Australia.  相似文献

This article examines the effect of mandatory corporate environmentalreporting in the context of corporate accountability. It asksthe question whether such reporting can be an effective communicationstool, both internally and externally and whether this will leadto a greater awareness of environmental issues throughout anorganisation, resulting in improved corporate decisions, practicesand outcomes. In order to answer this question, the author drawson longitudinal research examining the performance of the top100 Australian companies. The article then looks at the roleof the regulator, arguing that mandatory environmental reportingshould be coupled with guidance and enforcement by a regulatingauthority. The lack of this enforcement in Australia has resultedin the quality of the reporting being less than optimal. Throughoutthe article, the author has compared the Australian experiencewith that of Norway, which has similar mandatory corporate environmentalreporting laws.  相似文献

Scholars of participatory democracy have long noted dynamic interactions and transformations within and between political spaces that can foster (de)democratisation. At the heart of this dynamism lie (a) the processes through which top-down “closed” spaces can create opportunities for rupture and democratic challenges and (b) vice-versa, the mechanisms through which bottom-up, open spaces can be co-opted through institutionalisation. This paper seeks to unpick dynamic interactions between different spaces of participation by looking specifically at two forms of participatory governance, or participatory forms of political decision making used to improve the quality of democracy. First, Mark Warren's concept of ‘governance-driven democratization’ describes top-down and technocratic participatory governance aiming to produce better policies in response to bureaucratic rationales. Second, we introduce a new concept, democracy-driven governance, to refer to efforts by social movements to invent new, and reclaim and transform existing, spaces of participatory governance and shape them to respond to citizens’ demands. The paper defines these concepts and argues that they co-exist and interact in dynamic fashion; it draws on an analysis of case study literature on participatory governance in Barcelona to illuminate this relationship. Finally, the paper relates the theoretical framework to the case study by making propositions as to the structural and agential drivers of shifts in participatory governance.  相似文献

对全球公司制度的演化趋势,统一论与分化论的两种观点针锋相对。争论的根源在于论者法律思维的差异,并突出表现在现象与标准、法律与事实、宏观与微观、技术与社会等几对范畴上。立足于法律的本质并关注公司制度的选择问题,分化论有说服力;而统一论则因把法律问题简单技术化、混淆事实与规范选择的差异而有明显局限。因此,应当坚持理性的法律思维,坚持公司制度国际演化的"功能统一、形式分化"二元观。  相似文献
