For the last forty years, remittances have been a lifeline for some Filipinos in times of crisis as well as everyday life. So, it was no surprise when the media and nongovernmental organizations credited the Philippine diaspora with playing a significant role in post-disaster recovery after Typhoon Haiyan/Yolanda struck in 2013. While remittances poured in after this disaster, they were differently experienced, had different impacts, and led to uneven post-disaster outcomes. This article highlights the class-based inequalities that structure access to and mobilization of remittances after post-disaster recovery. We compare the experiences of middle- and lower-class households in three communities heavily affected by Haiyan in Tacloban City, Philippines, to investigate who benefitted and who was excluded from remittances in this post-disaster recovery. The findings of the case study shed light on wider issues of poverty, class, and vulnerability in the Philippines. 相似文献

This article considers the historical development of certain aspects of poor relief in England and Wales and their connection
with the treatment of vagrants. It will argue that it is the historical link between early statutes controlling both the movement
of labourers and the destitute in the fourteenth century and the later parochial responsibility for the relief of poverty
which led both to the inclusion of vagrancy provisions within the 1601 Poor Relief Act, and the continuing quasi-legal connection
between vagrancy provisions and the relief of poverty. A nexus of punishment was created within the operation of the poor
law by the two-fold role of justices of the peace; these officials not only adjudicated the settlement laws, but were also
responsible for the legal control of vagrancy. The article will argue that this contributed to the harshness of the 1834 poor
law reforms, and continues with contemporary approaches to the relief of poverty via Social Security legislation which prioritises
the control of claimant fraud above the rights of the individual to relief from want.

健康方面的性别不平等主要体现在妇女的健康状况和保健质量处于劣势、家庭内部营养品分配的不平等及生育和节育手术的不平等三个方面。健康方面的性别不平等影响了妇女的生计选择;减少了她们获取外界信息的机会;因多胎生育增加了孩子的抚养成本;也导致妇女妇科病增多,难以承担繁重的体力劳动,造成家庭贫困。而贫困进一步加剧了健康方面的性别不平等。 相似文献

This paper analyses how different EU documents (communications, recommendations, reports and surveys, etc.) focusing on Roma frame the position of Romani children. Many studies have shown that because of their intersectional positioning, Romani children often face multiple discrimination and triple exclusion: on the basis of their ethnicity, their age and their socio-economic status. The paper comments on selected findings on Roma in the Second European Union Minorities and Discrimination Survey published by the Fundamental Rights Agency in late 2016. One of the main findings of this Survey was that 80% of Roma live below the country-specific risk of poverty line in all EU Member States in which the Survey has been conducted. By specifically examining the implication this finding has for the position of Romani children, I argue that their position is, in fact, produced and reproduced with systemic, but also everyday racism. When it comes to Roma, but specifically Romani children, not even the European Union (EU), based on principles of fundamental human rights, is immune to such phenomena. 相似文献

This article attempts to provide insights into selected features of Pakistan’s most wanted terrorists using a dataset of 895 high-profile terrorists provided by the Counter Terrorism Wings of the Criminal Investigation Departments of regional police offices of Pakistan. It identifies spatial patterns of terrorist supply at subnational levels. The educational background of terrorists has also been analyzed. Noteworthy variations are observed in the supply of different types of terrorists across the geographical landscape of Pakistan. Findings also reveal that though terrorists are relatively more educated than the population group they emerge from, there is a higher probability of them emerging in districts with lower socio-economic performance. 相似文献

Quantitative data from Costa Rica suggest that poverty is 'feminising', especially in respect of female-headed households, who, since the early 1990s, have constituted a progressively greater share of the population classified as poor. This presents something of a conundrum given significant attempts on the part of the state to promote gender equality and to direct public expenditure to low-income women. Some light on this apparent paradox is shed by qualitative fieldwork undertaken in Guanacaste province where female headship seems to have become a more viable, and sometimes, preferred, option among women on account of its role in enhancing well-being. This is largely on account of social and legal changes that have contributed to making women less inclined to tolerate gender inequalities at the domestic level. The findings underline the importance of embracing gendered subjectivities in analyses of the 'feminisation of poverty' and invite caution about the latter being a unilaterally negative phenomenon. 相似文献

城市贫困的发生与城市化进程有关,也与城市权利的实现有关。在全球范围内,城市化多伴随着贫困的治理,收入的差距最终将摧毁城市健康成长的物质与权利结构。中国的城市贫困隐藏在城市化的宏大叙事之中,体现为城市公共生活的个体争取;在城市化已经完成的西方国家,城市贫困则体现为公共生活的机会丧失。从现象上看,城市贫困呈现出空间与职业的分布特征,但是劳动才是城市生活的权利起点,因此劳动权的保障应该成为城市政府的政策起点。在中国的城市化进程中,城乡之间、区域之间的权利差距势必驱动人口流入沿海发达城市,从而形成单向度的权利选择,给一些城市增加了治理难度。因此,中国的城市治理还要立足区域协同发展,确保无差别的城市权利的全过程保障。 相似文献

Market-oriented agricultural intensification is a major development strategy, yet its alignment with sustainable development goals (SDGs) is unclear. We apply indicators for SDG 2 (eradicate hunger) regarding income, food production, food security and land tenure to recent intensifications in Rwanda and Laos to reveal their disaggregated impacts. We find while market-oriented intensification may generate poverty reduction, it also exacerbated marginalisation and poverty through various forms of land tenure insecurity. Ethnicity and gender were influential factors in Rwanda, and post-conflict resettlement policies in Laos. We discuss implications for development practice and selection of suitable indicators to reflect the ambition of the SDGs. 相似文献
